PRESENT: Deputy Reeve G.Ashe, Councillor V. Rudik Mrs. J. L. D. Kitchen R. Chatten J. S. Scott Clerk D. J. PIitz Chairman McPherson (Reeve Williams was absent due to a meeting with the Metropolitan Toronto Planning Board.) (I) RESOLUTIONS Resolution #245/71 MOVED by Councillor V. W. Rudik, seconded by Councillor D. Kitchen, that the Council of the Township of Pickering hereby directs the Clerk to appeal the decision of the Ontario Municipal Board made on Application C 48/70, Somers, consent to divide land without plan of subdivision, said appeal to be made to the Lieutenant Governor in Council. CARRIED Recorded Vote: Yes: Mrs. McPherson, Messrs. Rudik, Ashe, Scott, Chatten, and Kitchen No: Nil (Reeve Williams - Absent) Resolution 1246/71 MOVED by Councillor R. Chatten, seconded by Councillor J. S. Scott, that this Council does hereby endorse the recommendation of the Planning Board of June 15th, 1971, that the application (AIO/71) to amend the Official Plan designation from General Commercial to Open Space on the lands outlined on Schedule ¡:A¡¡ to By-law 3978/71 be REFUSED on the grounds that the Planning Board has carefully considered the future development for this area and is of the opinion that the present use designation of this site for a major shopping area is the proper one and therefore should not be changed; and further that approval of this application would retard development in an area which the Board and Council wish to encourage serviced urban development in accordance with good planning principles. CARRIED Recorded Vote: Yes: Mrs. McPherson, Messrs. Rudik, Ashe, Scott, Chatten and Kitchen No: Nil (Reeve Williams - Absent) . - 2 - 19/71 Resolution #247/71 MOVED by Councillor D. Kitchen, seconded by Councillor V. Rudik, that whereas the i1etropolitan Toronto and Region Conservation Authority, as the implementing agency for the Waterfront Development Plan, has included the Frenchman's Bay water lots and the former Glen Avis Park in their land acquisition Project WF-3A, and WHEREAS the Township of Pickering has formally moved to accept this project, WF-3A, with certain provisions; and, WHEREAS it is the intention of the Metropolitan Toronto and Region Conservation Authority and the Township of Pickering that the waterlots and marshland should be preserved as they now are for the enjoyment of future generations, and that the Glen Avis Park should be used as a public park for the enjoyment of the local citizens; and, WHEREAS the owner of the properties concerned is allowing and promoting fill to be put into the Bay thereby changing and scarring the environment contrary to the intended uses as envisioned by the Metropolitan Toronto and Region Conservation Authority and the Township of Pickering; BE IT HEREBY RESOLVED THAT: (a) The Chief, Aids to Navigation Department, Canada Department of Transport, be requested to cause to cease and desist this filling of Frenchman's Bay under the Navigable Waters Protection Act. This resolution be forwarded to: (b) (i) Mr. E. Lafontaine of the Aids to Navigation Department, Canada Department of Transport. (ii) Mr. Norman Cafik) M.P. j Parliament Buildings, Ottawa, Ontario. As recommended by the Standing Committee of the Whole Council, June 14,1971. CARRIED Recorded Vote: Yes: Messrs.
