Williams Deputy Reeve G. AShe Councillors - V. Rudik Mrs. J. L. D. Kitchen R. Chat ten J. S. Scott Clerk D. J. PIitz McPherson ADOPTION OF MINUTES (II) Moved by Councillor V. Rudik, seconded by Deputy Reeve G. Ashe that the minutes of the Council meeting of January 18,1971 as amended and the minutes of January 25th, 1971, be adopted. CARRIED Councillor Kitchen requested clarification of Reeve Williams' position since becoming Warden of the County of Ontario with respect to Pickering Township relative to O.A.P.A.D.S. Reeve Williams, in answer to Councillor Kitchen~ stated that if conditions are right that he would have no objection in seeing Pickering going to Oshawa, but further asserted that con- ditions must be right for all- municipalities within the County. If he feels that the Township is not getting its fair consideration or any other municipality, then of course, he would strongly oppose the Oshawa Region. The Reeve made it clear that his position with respect to Pickering going to Oshawa has no~ changed. ACCOUNTS See Resolution #22/71. (III) 1. 2. 3. CORRESPONDENCE The Canadian National Railways forwards copies of their report re the Station at Port Union COshawa Servocentre). Council is requested to provide comments. Referred to the Committee of the Whole Council. The Department of Highways in reply to Council's resolution re the Signing 'Bay Ridges' on Hwy. 401 at Liverpool Rd. advises that this request does not conform to their policy, but that the freeway policy is under review at the present time and should there be any changes to permit this type of signing, they will advise. Copy to Mr. P. Poulsson, P. Eng. The Association of Ontario Mayors and Reeves advises of their conference in North Bay, May 30, to June 2,1971. (IV) 1. 2. 3. (V) - 2 - 5/71 REPORTS Department of Lands and Forests reports on the three-day deer season for 1970, including other statistics on the killing of deer. Copies to Council. Clerk to report to Council results of the previous three years deer hunts, including statistical data. Report from H. Pearce, Welfare Administrator, on agreements between the Township of Pickering and The Red Cross, The Victorian Order of Nurses, The Altona Community Co-Operative Day Nursery, and The Pickering Nursery School for Handicapped Children. Copies of Agreements to Council. Refer to By-Laws. Students for Community Action. Submitted to Mr. PIitz, As requested by Mr. PIitz we have gotten together a brief description of ourselves, and what we represent. First of all we are students. Being students we are also independant minded. Therefore to construct an organization with a rank and file membership and hierarchical power structure would be very difficult to operate. So to counter the problem we decided to eliminate the red tape. Instead of being an organization, we became a movement. This means that an active program of activities cannot be used. So we are used to operating on the basis of collective interest; that is, to try and get together something that means some- thing to each of us; by co-operation with .ac~ other. Thus as it stands some of us will split up after Tuesday. Perhaps we will meet some others who are interested in action.for the community. We will try. However there is a good chance you will never hear from us again. We certainly hope not. But this is something none of us have any control over. CARRIED Resolution #23/71 MOVED by Councillor J. S. Scott, seconded by Councillor R. Chatten, that the Council of the Township of Pickering permit The Ontario Heart Foundation to canvass in the Township of Pickering for two to three days during the month of February, 1971. CARRIED Resolution #24/71 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, that whereas the Treasurer has submitted a list of uncollectable taxes to the Review Court; AND WHEREAS the Review Court has recommended that these be written off; BE IT THEREFORE RESOLVED that the Treasurer be authorized to write off the uncol1ectable taxes in the amount of $2,812.88 as per the attached list forming a part of this resolution. (Treasurer's report dated January 22,1971) CARRIED Resolution #25/71 MOVED by Councillor Mrs. J. L. McPherson, seconded by Councillor D. Kitchen, that whe~aa a Regional Shopping Centre is proposed at the South-East corner of Highway #2 and Liverpool Road in conformity with the Townshipts approved Official Plan, and WHEREAS the owners have requested that the Township confirm its position in respect to retaining traffic movements at the Liverpool Road, both under the Interim and Ultimate Highway 401 Improvement, BE IT THEREFORE RESOLVED AS FOLLOWS: That Council strongly petition the Department of Highways of Ontario to permit traffic from both North and South on Liverpool Road to enter the west bound ramps to Highway 401 and to permit .....Continued - 4 - 5/71 Resolution #25/71 - Continued eastbound traffic on 401 to gain access to both Liverpool Road North and South, as indicated on the Alternative Plan Exhibit 79, in the ultimate scheme, by modifying the two ramps shown on Exhibit 113 of the Department of Highways of Ontario's Functional Planning Report for the Proposed improvement of Highway 401, as recommended by the Standing Committee of the Whole Council January 20,1971. CARRIED Resolution #26/71 MOVED by Councillor V. Rudik, seconded by Councillor D. Kitchen, that Deputy Reeve G. Ashe be appointed by the Council to represent the Township of Pickering on the Oshawa Area Planning and Develop- ment Study in view of the Reeve's position on the O.A.P.A.D.S. Committee representing the County of Ontario as Warden, as recommended by the Standing Committee of the Whole Council, January 25,1971. CARRIED Resolution #27/71 MOVED by Councillor Mrs. J. L. McPherson, seconded by Councillor R. Chatten, that Council request the County Health Unit to report on any health hazards that may exist in the Krosno Watercourse and that the Engineer be authorized to prepare a report on safety, weed control, cost of piping the watercourse and the present responsibility for maintenance as it relates to weed cutting, as recommended by the Standing Committee of the Whole Council in Roads, January 20,1971. CARRIED Resolution #28/71 MOVED by Councillor Mrs. J. L. McPherson, seconded by Councillor R. Chatten, that Sicard Equipment Ltd.'s quote of January 18,1971, for the supply and installation of a Heil Mark III 20 c.y. Colectomatic Refuse Packer Body in the amount of $7,869.75 including provincial sales tax and an allowance for used 1965 20 c.y. Packer Body trade be accepted, as recommended by the Standing Committee of the Whole Council in Roads, January 20,1971. CARRIED Resolution #29/71 MOVED by Councillor Mrs. J. L. McPherson, seconded by Councillor R. Chatten, that the Engineer be authorized to purchase a Levitt Sac-Pac Respirator at the cost of $322.15 including federal sales tax, as recommended by the Standing Committee of the t~ole Council in Roads, January 20,1971. CARRIED - 5 - 5/71 Resolution #30/71 MOVED by Councillor Mrs. J. L. McPherson, seconded by Councillor R. Chatten, that the Department of Highways be requested to install a sign on the ~01 one-half mile west of Liverpool Road saying "For Brock Road South - Exit Via Liverpool Road South", and further that a copy of this request be forwarded to W. G. Newman, M.L.A., as recommended by the Standing Committee of the Whole Council in Roads, January 20,1971. CARRIED Motions 1. A motion to increase the honorarium of Deputy Reeve G. Ashe by $500.00. DEFERRED until budgets for 1971 have been ratified. (VI) BY-LAWS By-Law Number 39~8/7l Councillor R. Chatten, seconded by Councillor Mrs. J. L. McPherson moves for leave to introduce a By-law of the Township of Pickering to appoint representatives of the Township of Pickering to the East District Joint Planning Committee, and that same now be read a first time. Scott, moves for leave to introduce a By-Law of the Township of Pickering to authorize the con- struction of watermains on Bayly Street, Industrial Road, Liverpool Road and an easement as local improvements under the provisions of Section 8 of the Local Improvement Act, and that same now be read a first time. - 6 - 5/71 Deputy Reeve G. Ashe, seconded by Councillor Mrs. J. L. McPherson, moves that By-law Number 3949/71 to authorize the construction of water- mains on Bayly St. Industrial Rd., Liverpool Rd., and an easement as local improvements under the provisions of Section 8 of The Local Improvement Act be now read a second time, and that Council go into Committee of the Whole thereon. By-Law Number 3950/71 Councillor S. Scott, seconded by Councillor R. Chatten, moves for leave to introduce a By-law of the Township of Pickering to authorize the execution of an agreement between the Corpora- tion of the Township of Pickering and the Canadian Red Cross Society, Pickering Township and Village Branch, and that same now be read a first time. Councillor S. Scott, seconded by Deputy Reeve G. Ashe, moves that By-law Number 3950/71 to authorize the execution of an agreement with the Canadian Red Cross Society be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor S. Scott, seconded by Councillor Kitchen moves that the report of the Committee of the Whole on By-law Number 3950/71 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same~ and the Seal of the Corporation be affixed thereto. Chatten, moves that By-law Number 3951/71 to authorize the execution of an agreement with the Victorian Order of Nurses be now read a second time and that Council go into Committee of the Whole thereon. Kitchen, moves for leave to introduce a By-law of the Township of Pickering to amend the agree- ment between the Corporation of the Township of Pickering and the Pickering Nursery School for Handicapped Children and that same now be read a first time. Councillor S. Scott, seconded by Councillor R. Chatten, moves that By-law Number 3952/71 to amend the agreement between the Corporation of the Townlship of Pickering and the Pickering Nursery School for Handicapped Children be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor S. Scott seconded by Councillor Mrs. J. L. McPherson, moves that the report of the Committee of the Whole on By-law Number 3952/71 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-Law Number 3953/71 Councillor D. Kitchen, seconded by Councillor V. Rudik, moves for leave to introduce a By-law of the Township of Pickering to amend the agree- ment between the Corporation of the Township of Pickering and the Altona Community Co-Operative Day Nursery, and that same now be read a first time. Chatten, moves that By-law Number 3953/71 to amend the agreement between the Corporation of the Township of Pickering and the Altona Community Co-Operative Day Nursery be now read a second time and that Council go into Committee of the Whole thereon. Tabled (VII) CONFIRMATION BY-LAW By-Law Number 3954/71 Deputy Reeve G. Ashe, seconded by Councillor Mrs. J. L. McPherson, moves for leave to introduce a By-law of the Townlship of Pickering to confirm the proceedings of the Council of the Corporation of the Townlship of Pickering at its meetings held on the 25th of January and the 1st of February, 1971, and that same now be read a first time. Rudik, moves that By-law Number 3954/71 to confirm the proceedings of the January 25 and February 1,1971 Council meetings be now read a second time, and that Council go into Committee of the Whole thereon. Instructions to Deput~ Reeve G. Ashe - Report to Council the total aisregar that some teenagers or adults have for public property in the willful deliberate and malicious damage done to the arena. (cues broken, ceiling punched full of holes, billiard balls missing, thrown above false ceiling, etc.) He pointed out that it is everyone's responsibility to see that this irresponsible action is stopped and that those who know the people responsible for this damage come forth with the names.
