Williams Deputy Reeve G. Ashe Councillors - V. Rudik Mrs. J. L. McPherson D. Kitchen R. Chatten J. S. Scott Clerk D. J. PIitz APPOINTMENT OF COUNCIL MEMBER 1. A special meeting of Council was called for the purpose of appointing a person to fill the vacancy on Council created by the resignation of former Councillor J. Kruger, as provided for under sub- section 3 of Section 150 of the Municipal Act. Prior to making the appointment, the Council heard the views of the various ratepayer groups concerned with the various methods that certain ratepayers were suggesting that the appointment be made. MOved by Councillor Chat ten , seconded by Deputy Reeve G. Ashe that Mr. W. Bergmann be heard. Mr. Bergmann indicated he did not wish to speak at this tine but that he wished to confirm that Council had received a copy ot his letter addressed to Council. (See letter on File) Reeve Williams acknowledged receipt and at the request of Councillor Kitchen permitted Mr. Kitchen to read same to the gallery. The second delegation appearing before Council represented the West Rouge Ratepayers' Association and at the request of the Association's President, Mr. T. Johnston, Mr. R. O. Jolliffe spoke on their behalt. Moved by Councillor IlJ1rs. J. L. McPherson, seeD nded by Councillor R. Chatten, that i~. Jolliffe be heard. Mr. R. O. Jolliffe read from a prepared brief, supporting the West Rouge Ratepayers' Association and its conduct re the recommendation to Council. (See Brief on File) Moved by Councillor Chatten, seconded by Deputy Reeve G. Ashe, that Mr. N. Gainer be heard. Mr. Gainer expressed the point that it was Council's right to appoint a new member to Council and hoped Council would carry out its duties without influence ot pressure groups. Petition - Reeve Williams received and read a petition signed by 34 interested ratepayers of Ward 5 who expressed their disapproval of the recommendation tor the replacement of their representative 8S proported as to have been from the West Rouge Ratepayers. (See Petition on File). - 2 - 4/71 II RESOLUTIONS Resolution H21/71 MOVED by Councillor V. Rudik, seconded by Councillor Mrs. J. L. McPherson that it is with regret that the Council of the Corporation of the Township of Pickering accepts the resignation of Councillor J. Kruger, as recommended by the Standing Committee of the Whole Council, January 20, 1971. CARRIED NOMINATIONS FOR COUNCILLOR Councillor Kitchen requested, as a point of order that his motion made at the January 18th 1971 Council Meeting (and subsequently tabled~ appoint- ing Mr.A.D.Holmes to replace Mr. J. Kruger be discussed and put to Council; however, after some discussion, Council proceeded on the method of appointment as provided for under subsection 3A of Section 150 of The Municipal Act, calling for nominations from members of Council. Councillor D. Kitchen nominated Mr. A.D.Holmes. Councillor Mrs. J. L. McPÅ“rson nominated Mr. S.Scott Moved by Councillor Chatten, seconded by Councillor Mrs. oJ. L. McPherson that nominations be closed. By-Law Number 3945/7l Deputy Reeve G. Ashe, seconded by Councillor Mrs. J. L. McPherson, moves for leave to introduce a By-law of the Township of Pickering to appoint a new member to Council for the term of office expiring December 31,1971, due to the resignation of an elected member, and that same now be read a first time. (J.Sherman Scott) Deputy Reeve G. Ashe, seconded by Councillor R.Chatten, moves that By-law Number 3945/71 to appoint a new member of Council for the term of office expiring December 31, 1971, due to the resignation of an elected member be now read a second time, an& that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Deputy Reeve G. Ashe, seconded by Councillor Mrs. J. L. McPherson, moves that the report of the Committee of the Whole on By-law Number 3945/71 be adopted, and that the said By-law be now read a Third Time and PASSED that the Reeve and Clerk sign the same, and the Se;I of the Corporation be affixed thereto. PIitz administered the oath of the new Councillor for Ward 5, Mr. J. Sherman Scott, who took the declaration of office and the oath of allegiance. Ccuncillor J. S. Scott assumed his seat on Council as CoUncillor representing Ward 5. IV PLANNING BOARD AND COMMITTEE OF ADJUSTMENT APPOINT1VIENTS Prior to making the nomination for appointment of members to Planning Board and the Committee of Adjustment, Mr. Roger R. Trenholm appeared on behalf of the West Shore Association to give their views on representation. Moved by Councillor Chatten, seconded by Councillor D. Kitchen that Mr. Trenholm be heard. Mr. Trenholm read from a prepared brief. WEST SHORE ASSOCIATION Brief to Pickering Township Council January 25th, 1971 He: Appointments - Planning Board & Committee of Adjustment ------------------------------------ On behalf of the West Shore Association, I am presenting this Brief to outline the West Shore Associ ation 's views regarding appointments to the Planning Board and Committee of Adjustment. It is the opinion of the West Shore Association that with the size of population now present in the West Shore area that there should be a representative on each of the above boards. It is noted that other areas with less than half the population have members on these boards. In the previous year, Council invited applications to be submitted from interested candidates in the Township to serve on these boards. Two applica- tions were submitted by residents of the West Shore area. It was to the dismay of the West Shore Association that neither were appointed to these boards. Again, two names of interested parties to serve on these boards for the year 1971 have been submitted to our Councillor for Council's consideration. It is not the intent of the West Shore Association to criticize Council's actions, but we request that consideration be given these two submissions in order to give a broader representation on these boards. Ashe nominated Mr. l~chael Collins - 4 ... 4/71 Moved by Councillor Kitchen, seconded by Councillor Chatten that nominations be closed. Mr. Warren Hussey was asked to give a brief resume of himself. Mr. Michael Collins who was not aware of Council's intent to select appointees this evening was not present; however, Deputy Reeve G. Ashe spoke on his behalf outlining Mr. Collins' qualifications. CARRIED Committee of Adjustment Reeve Williams called upon Council for nominations for appointees to the Committee of Adjustment receiving the following names. Councillor R. Chatten nominated Mr. Ken Matheson Deputy Reeve G. Ashe nominated Mr. G. Zeller Councillor D. Kitchen nominated Mr. H. Van Der Driesschen Councillor V. Rudik nominated Mr. G. Allman Of the four persons nominated, only Mr. Ken Matheson was present at the Council meeting. Mr. Matheson was requested and gave a brief resume of himself. - 5 - 4/71 By-Law Number 3947/7l Councillor Mrs. J. McPherson, seconded by Deputy Reeve G. Ashe moves for leave to introduce a By-law of the Township of Pickering to appoint members to the Township of Pickenng Committee of Adjustment and that same now be read a first time. E. G. Allman H. Rudik, moves that By-law Number 3947/7l to appoint members to the Township of Pickering Committee of Adjustment be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Councillor Mrs. McPherson, seconded by Councillor R. Chatten, moves that the report of the Committee of the Whole on By-law Number 3947/71 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED V APPOINTMENT OF REEVE AS WARDEN OF ONTARIO COUNTY Councillor R. Chatten on behalf of Council took the opportunity to congratulate Reeve Williams on his appointment as Warden of Ontario County. Reeve Williams acknowledged with thanks the best wishes extended by Councillor Chatten on behalf of Council. He also pointed out that Deputy Reeve Ashe will be much busier than usual because of the Reeve's extra responsibilities. He hoped that Council would bear with him in the discretion of importance of meetings he attends in the corning year. VI ADJOURNMENT Moved by Councillor R. Chatten, seconded by Deputy Reeve G.
