McPherson that the minutes of the Council meetings held on January 4th, and 11th, 1971, be adopted as amended. Resolution #12/71 - Moved by R. Chatten rather than by D. Kitchen who was absent from the meeting of the 11th ot January, 1971. Comments: Councillor J. Kruger inquired as to whether the Students for Community Action were requested to make a submission to Council on their' organization. Clerk advised the request was made and that a submission was anticipated. Councillor J. Kruger inquired and was advised that a meeting between representatives of both Council and the Ontario County Board ot Education had taken place with respect to the Swimming Pool agreement and that the ensuing discussions were \ very encouraging. ~ See Resolution #13/71. ." . . DELEGATION 1. Moved by Councillor Kitchen, seconded by Councillor ChatteD, that Mr. Terry Johnson, President of the West Rouge Ratepayers' Association be heard. Mr. Johnson read from a prepared submission to the Council, a resume of the Association's meeting held on the night of January 14th, 1971, for the purpÅ“ e ot selecting for recommendation to Council a person to fill the vacancy on Council created by the resignation of Councillor J.Kruger taking effect on January 22,1971. (See submission dated January 18, 1971) , Instructions - Prepare copies for Council and distribute for Wednesday, January 20, 1971. After hearing the submission, the Council discussed at some considerable length the best means of approaching this particular problem, with Councillors Kitmen and Rudik proposing that Mr. D.. Holmes be appointed to fill the vacancy; however this was defeated with the tollowïng motion being put and carried. ' MOTION MOTION IV 1. - 2 - 3/71 Moved by Councillor Chatten, seconded by Councillor Mrs. J. L. McPherson, that the motion and By-law to appoint a replacement to fill the vacancy on Council be tabled until Council has had an opportunity to discuss the candidates. CARRIED Moved by Councillor R. ChatteD, seconded by Councillor Mrs. J. L. McPherson that the By-law for the appointment of a replacement to fill the vacancy on Council created by the resignation of Councillor J. Kruger and motion to appoint Mr. D. Holmes to fill the vacancy be tabled and that Council set the date of January 25th at the hour of 8 p.m. as the date for the appointment of a new member of Council. CARRIED Councillor Kruger, during the reading of the brief stepped down from Council abstaining from entering in the d.iscussion. Councillor Kruger did suggest he would like to see the appointment made this evening in order that he could hand over to the new appointee some of the items he is presently concerned with on Council and further, to assist in the legality on the matter, he would be willing to tender his resignation tonight January 18, 1971. Rudik, that the Council of the Township of Pickering adopt the recommendations made by Mr. Bass with respect to acceptance of the quotation submitted by Dagmar Con~truction with the recommendation that the quoted tigure of $25,330.00 be increased to $261000.00 to include the grading of the grounds of the Wil iam G. Davis Public School and tha t Mr. Bass approach Dagmar em struction on this basis and further that the Moore Road property be developed in accordance with Drawing A 1, as recommended by the Standing Committee of the Whole Council, January 12,1971. McPherson that the agreement between Whitehall Development Corporation Limited and the Township ot Pickering be accepted and that the Reeve and Clerk be authorized to execute same on behalf of the Township~ and that the necessary by-law be prepared. Rudik, Kitchen With respect to Resolution #20/71, Councillor Rudik advised Council that he felt Council was approaching this situation trom the wrong direction and was of the opinion that the Developer should be required to submit the regular plan of subdivision along with the proper subdivision agreement. ~ By-Law Number 3938/71 Deputy Reeve G. Kruger, moves for leave to introduce a By-law of the Township of Pickering to repeal the Official Plan of the Township of Pickering approved by The Minister of the Department of Municipal Affairs on February 15th, 1963, and subsequently amended, and adopt the Official Plan as revised, and that same now be read a first time. Ashe, moves for leave to introduce a By-law of the Township ot Pickering to exempt Block "VIt, Plan M-19, a Registered Plan of Subdivision in the Township of Pickering from the provisions of sub-section 4 of Section 26 of The Planning Act, R.S.O. 1960, Chapter 296, as amended by The Planning Amendment Act, 1970, and that same now be read a first time.
