Searle, seconded by Councillor D. Kitchen that, WHEREAS Resolution # 276/73 directed that Council make an application to the Scarborough Public Utilities Commission on behalf of Mr. F. Massara for a domestic water connection to the Scarborough watermain; and WHEREAS Mr. Massara has indicated to the Scarborough Public Utilities Commission that such connection will not be required until early in 1974, and WHEREAS the subject property will at that time be part of the Borough of Scarborough and the said application will then be redundant, BE IT THEREFORE RESOLVED that Resolution # 276/73 be recinded and ~r. Massara directed to apply to the Public Utilities Co~u~ission of Scarborough for his water connection, after January 1st 1974. Matheson, that whereas Section 636 A of the Municipal Act as enacted by Statutes of Ontario, 1973, c.124 s. 24 transfers the responsibility for the hearing of applications for cancellation, reduce- ~ or refunds of taxes to the Council of the Municipality; AND WHEREAS notices in writing of application have been received by the Clerk of the Municipality for the cancellation, reduction, and refund of taxes for various reasons; AND WHEREAS upon investigation and receipt of reasonable explanations all claims have been substantiated; - 3 - 35/73 Resolution 313/73 contd. Searle that WHEREAS RoS.O. 284, Section 547, (1) authorizes a Council to apportion taxes between the o%~ers of parcels of land that have been severed into smaller properties; and WHEREAS the Treasurer has recon~ended that such an apportionment be made; BE IT THEREFORE RESOE~2D that the apportionment as recommended by the Treasurer in his memorandum of November 22nd 1973 and described in .the attached lists be adopted. CARRIED Resolution 315/73 MOVED by Councillor Ko Matheson, seconded by Councillor D. Kitchen that the recommendation of the Director of Personnel and Supplies contained in his memorandum of September 19th 1973 to the Acting ~.lanager with respect to the position of the Buyer in the Purchasing Department, be adopted, and that the recommended staff change take effect on November 19th 1973 and further, that the recommendation of the Director of Recreation and Trans- portation for an addition to the permanent complement of staff in the Dial-A-Bus system in the form of a Supervisor, be approved, as recommended by the Executive Committee, (Closed Session), November 27th 1973. CARRIED Resolution 316/73 MOVED by Councillor B. Searle, seconded by Councillor J. Anderson that the Township Solicitor be authorized to commence injunctive proceedings against Mr. Eo Green of 867 ~dlin Road and further, that the Solicitor be authorized to retain counsel to aid in the prosecution of the suit in order to obtain an injunction to remove the carport presently being constructed without a building permit, as recommended by the Executive Committee (Closed Session), November 27th 1973. Matheson, that CounCil accept the Offer to Purchase from Fitz-Henry and ~%~iteside Limited for 1.1 acres of Industrial Land at the price of $17,000.00 per-acre, subject to the approval of the Township Solicitor, as recommended by the Executive Committee, (Closed Session), November 26th 1973. Matheson that the recommendation of the Director of Recreation and TransPortation with respect to the Teen Centre be adopted and that Council authorize the transfer of responsibilities of the Pickering Teen Centre from the Recreation and Transportation Department to the West Shore - 6 - 35/73 Resolution 318/73 contd. Association; that the Centre be renamed the West Shore Community Centre; that the West Shore Association fulfil their responsibilities as recorded within the area Recreation Association agreement signed previously; and that the other concerns within points 1 to 11 as outlined within this report, be fulfilled, as recommended by the Executive Coramitteer November 26~h 1973~ Recorded Vote: Yea: Messrs. McPherson, seconded by Councillor ~nderson, that the report of the Director of Recreation and Transportation on the presentation of awards to Township citizens be adopted, subject to the deletion of item 2-C and the amendment of item 2-D so that it will read~ "that.the Township of Pickering Council approve the following policy for the presentation of awards: 1) Continuation of the presentation of crests to teens who have won To%~ship and local inter-community championships° 2) Presentation of sterling silver rings to local citizens who are: A) Provincial and/or national champions B) Artists and craftsmen who have gained provincial and/or national recognition. C) Citizens who have achieved a role that is worthy of Council's and the Township's recognition. 3) That a die be prepared for the Town of Pickering and that the die not record the name of Recreation so that the ring may serve as a general award." as recommended by the Executive Committee, November 26th 1973. CARRIED Resolution 320/73 MOVED by Councillor J. Anderson, Seconded by Councillor D. Kitchen, that Deliotte, Haskins and Sells be appointed interim auditors for the Township of Pickering, effective immediately, and that the 1973 Council recommend to the 1974 Council that a by-law be passed appointing Deliotte, Haskins and Sells as auditors for the new Town of Pickering, as recommended by the Executive Committee, November 26th 1973. CARRIED Resolution 321/73 MOVED by Councillor jo Anderson, seconded by Councillor B. Searle that Ontario Hydro be requested to accept a grant in lieu of rent to cover the rental of the parking lot adjacent to the Don Beer Sports Arena in view of the fact that the land is being used as an extension of a recreational facility, as recommended by the Executive Committee, November 26th 1973. CARRIED - 7 - 35/73 Resolution 322/73 MOVED by Councillor D. Kitchen, seconded by Councillor Mn~ J.L. McPherson, that the Royal Canadian Legion, Highland Creek (Ontario Number 258) Branch be granted permission to reface the memorial located at Altona Road and Sheppard Avenue and that the Recreation and Transportation Department be directed to clean up the area in the immediate vicinity of the memorial. Searle moves for leave to introduce a By-law of the Township of Pickering to authorize the execution of a Deed dated December 3rd 1973, between Odeon Theatres Limited and the Corpor- ation of the Township of Pickering and that same now be read a first time. The Reeve expressed his concern that the Steering Committee appointed by Council to assist in the transition involved in the implementation of Regional Government had yet to have a meeting° 2. The Council were informed of a request from the Planning Board to hold a special meeting of Council to consider the adoption of the Official Plano It was agreed that Council meet at 8 o'clock on December 27th 1973 to consider the adoption of the Official Plano (V1) CONFIRMATION BY-LAW By-law Number 4468/73 Councillor Do Kitchen, seconded by Councillor Mrs. J.L. McPherson moves for leave to introduce a By-law of the Township of Pickering to confirm the proceedings of the Council of the Corporation of the TownshiD of Pickering at its meeting held on the 3rd day of December, 1973 and that same now be read a first time. Anderson moves that By-law Number 4468/73 to confirm the proceedings of the Council of the Corporation of the Township of Pickering at its meeting held on the 3rd day of December 1973 be now read a second time, and that Council go into Committee of the Whole thereon.
