Marshall (1) ADOPTION OF MINUTES Moved by Councillor Mrs. J. McPherson, seconded by Deputy Reeve G. Ashe, that the minutes of the meetings of October 22, November 5, and November 12, 1973 be adopted, with the following amendment to the minutes of October 22, 1973. McPherson absent) (11) RESOLUTIONS Resolution 292/73 MOVED by Councillor K. Matheson, seconded by Councillor B. Searle, that WHEREAS there has been great concern expressed by the residents south of HiMhwav #401 west of Frenchman's Bay and east of the Rouge River, regarding the'impact of the proposed Lawrence Avenue extension, and WHEREAS Highway #2 has been widened to a four lane arterial ~_~oad, and WHEREAS the MacDonald Cartier Freeway is in the process of being widened from 4 to 6 express lanes, and WHEREAS the functional study of the Lawrence Avenue extension is outdated in regards to cost and the physical changes of proposals above, and WHEREAS 'the area of Pickering Township known as West Rouge will no longer be a part of the said Township as of 1st January 1974, and WHEREAS the Provinciai'~Government in recent announcements has indicated their desire for more emphasis on public transportation, and Cont'd ............ . 2 33/73 -- 2 Resolution #292/73 (cont'd) WHEREAS in view of the recent energy crisis, the trend should be to discourage the use of the private automobile, BE IT THEREFORE RESOLVED that the Council of the Corporation of the Township of Pickering request the Ministry of Transportation and Communications to undertake a complete re-study and re-evaluation of the proposed Lawrence Avenue extension, and the County of Ontario and Regional Municipality of Durham be advised of this resolution and further that this Council re-affirm their Resolution #99/?3 of April 16th, 1973. CARRIED Amendment to Resolution #292/73 (Lawrence Avenue extension) MOVED by Councillor D. Kitchen, seconded by Councillor Mrs. J. McPherson that the use of this proposed right-of- way might better be used as a public transportation corridor connecting with the public transit in Metro Toronto. LOST Resolution #293/73 MOVED by Deputy Reeve G. Ashe, seconded by Councillor J. Anderson, that WHEREAS the Township of Picketing provides fire service to the Township of Uxbridge by virtue of an agreement between them dated July 24th, 1972, and WHEREAS the Council-Elect of the Area Municipality of the Township of Uxbridge has requested the continuance of this agreement pending the negotiation of a new agreement between the two municipalities: BE IT THEREFORE RESOLVED that the Council-Elect of the Area Municipality of the Township of Uxbridge be informed that fire services will be maintained consistent with the existing agreement until such time as a new agreement is completed in 1974. ' CARRIED Resolution #294/73 MOVED by Councillor J. Anderson, seconded by Councillor K. Matheson that the tender of Ajax Floor and Rug Service in the amount of $10,800.00 for the maintenance of the municipal building be accepted, as recommended by the Executive Committee, November 12th, 1973. CARRIED Resolution #295/73 MOVED by Councillor Mrs. J. McPherson, seconded by Councillor D. Kitchen that the Dial-A-Bus system be extended into the Squires Beach area once sufficient vehicles are available, as recommended by the Executive Committee, November 12th, 1973. CARRIED Cont ' d 3 33/73 -- 3 ~ Resolution #296/73 MOVED by Councillor K. Matheson, seconded by Councillor J. Anderson that a building permit be issued to Orangebrook Developments Limited subject to an agreement between the Engineer, the Planning Director and the Developer on the location and dedication of roads within the development proposal, as recommended by the Executive Committee, November 12th, 1973. CARRIED Resolution #297/73 MOVED by Councillor B. Searle, seconded by Councillor K. Matheson that Council adopt the procedures for the processing of Site Plan By-law Amendments as outlined in Mr. Willis' memorandum of October 10th, 1973 and that the Township Solicitor be instructed to incorporate such procedures in future sub-division agreements, as recommended by the Executive Committee, November 12th, 1973. CARRIED Resolution #298/73 MOVED by Councillor J. Anderson, seconded by Councillor D. Kitchen that the Fire Chief be permitted to proceed with the purchases of additional fire equipment as outlined in his memorandum of October 23rd, 1973 to the Acting Manager, as recommended by the Executive Committee, November 12th, 1973. CARRIED Resolution #299/73 MOVED by Councillor K. Matheson, seconded by Deputy Reeve G. Ashe that a committee be formed consisting of the Recreation Director, representatives of the Recreation Association and members from the group represented by Mr. Robertson to meet and arrange a public meeting to thoroughly examine the location of a Community Centre for the Bay Ridges area, as recommended by the Exeuctive Committee, November 12th, 1973. CARRIED Resolution #300/73 MOVED by Councillor B. Searle, seconded by Councillor J. Anderson that permission be given to Downs Realty Limited to develop their property in Lot 35, Range 3 on septic tanks subject to their agreement in writing to: - not oppose any future local improvement assessed against their property; - connect to all municipal services as, and when, available; - submit proof of an agreement with the M.T.C. permitting them to connect to existing storm sewer on Highway No. 2; - pay in cash a local improvement assessment to be determined by the Engineer representing the percentage benefit to their property of the Highway q01 - Sheppard Avenue utilities cross-over, as recommended by the Executive Committee, November 12th, 1973. Matheson, that WHEREAS the Participation House Building Fund organization has been Kranted a Provincial Lottery Licence bearing number 1~?~52; and WHEREAS the Fund base of operation is within Metropolitan Toronto; and WHEREAS the Fund has requested permission to sell lottery tickets within the boundaries of the Township of Picketing; BE IT THEREFORE ENACTED that Council grant permission to the Participation House Building Fund Committee to sell lottery tickets in support of their organization. ~c0.rded Vote: Nay: Mrs. J. Kitchen that the Township Solicitor be instructed to request an adjournment at the Environmental Hearing into the Central York-Pickering Sewage Treatment Plant in order that the Township may have sufficient time to analyse the content of the Proctor Redfern report and prepare a submission to the Board. CARRIED Resolution #303/73 (See Other Business) MOVED by Deputy Reeve G. Ashe, seconded by Councillor B. Searle that the Scarborough Public Utilities be granted permission to install a 12" watermain on Lawrence Avenue from Port Union Road approximately 960 feet easterly to connect into the existing 12" watermain; as outlined in Mr. K. H. Anthony's letter of November 13th, 1973 and subject to satisfactory arrangements being made with the Regional Municipality of Durham respecting the continued use of the West Rouge Water Tower and the completion of final water metre readings; and further, that a sewer main capable of servicing the West Rouge area to the Highland Creek Sewage Plant be installed at the same time. CARRIED Resolution #304/73 MOVED by Councillor D. Kitchen, seconded by Councillor Mrs. J. McPherson that the request of Mr. Robert Ravey for a licence to operate a parking station on his property, Lot 26, Concession 1, not be granted on the basis that this use is not compatible with the existing use in the area nor that anticipated by the Official Plan, as recommended by the Executive Committee, November 12th, 1973. CARRIED Cont'd ................. 5 33/73 Resolution #305/73 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen that Ontario.Hydro be asked to take immediate steps to repair the street lighting on Liverpool Road south of Highway No. 2, particularly that area north of Bayly Street. (See Other Business) CARRIED Resolution #306/73 MOVED by Councillor D. Kitchen, seconded by Deputy Reeve G. Ashe that the County Engineer be requested to study the advanced timing of the green signal on the traffic lights at the intersection of Liverpool Road and Bayly Street with a view to shortening the time span in favour of the northbound traffic. (See Other Business) CARRIED (111) BY-LAWS By-law Number 4327/73 - Third Reading The Committee of the Whole arises and reports the By-law as read. Councillor Mrs. J. McPherson, seconded by Deputy Reeve G. Ashe moves that the report of the Committee of the Whole on By-law Number 4327/73 ~o authorize the construction of sanitary sewers and storm sewers on Liverpool Road and Industrial Road as local improvements, be adopted, and that the said By-law. be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of The Corporation be affixed thereto. CARRIED By-law Number 4454/73 Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, moves for leave to introduce a By-law of the Township of Picketing to authorize the Reeve and Clerk to sign an agreement permitting Metropolitan Toronto to use a portion of the closed road allowance between Lots 20 and 21 in Concession 3 for the purpose of gaining access to a Sanitary Landfill Site to be established by Metro and that same now be read a first time. Deputy Reeve G. Ashe, seconded by Councillor J. Anderson, moves that By-law. Number 4454/73 to authorike the Reeve and Clerk to sign an agreement permitting Metropolitan Toronto to use a portion of the closed road allowance between Lots 20 and 21 in Concession 3 for the purpose of gaining access to a Sanitary Landfill Site to be established by Metro be now read a second time, and that Council go into Committee of the Whole thereon. Ashe moves for leave to introduce a By-law of the Township of Picketing to impose special annual rates upon land in respect of which money is borrowed under THE SHORELINE PROPERTY ASSISTANCE ACT, 1973, and that same now be read a first time. Councillor K. Matheson, seconded by Councillor D. Kitchen moves that By-law Number ~55/73 to impose special annual rates upon land in respect of which money is borrowed under THE SHORELINE PROPERTY ASSISTANCE ACT, 1973, be now read a second time~ and that Council go into Committee of the Whole thereon. Kitchen moves fop leave to introduce a By-law of the Township of Picketing to authorize the borrowing of money by way of temporary advances pending the issue and sale of the debentures authorized by Bv-law Number 4329/73 (Dunchurch Street Watermains), and that same now be read a first time. Councillor J. Anderson, seconded by Councillor B. Matheson moves for leave to introduce a By-law of the Township of Picketing to confirm the proceedings of the Council of the Corporation of the Township of Picketing at its meetings held on the 12th day of November, 1973 and the 19th day of November 1973, and that same now be read a first time. Councillor B. Searle, seconded by Councillor D. Kitchen moves that By-law Number 4457/73 to confirm the proceedings of the Council of the Corporation of the Township of Picketing at its meeting held on the 12th day of November, 1973 and the 19th day of November, 1973 be now read a second time, and that Council go into Committee of the Whole thereon.
