Ashe, that WHEREAS the Province of Ontario makes no contribution to the Ontario Municipal Employees Retirement System fund, and WHEREAS the Province of Ontario does not guarantee payment of benefits, but places the responsibility on the municipalities to prTvide the'benefits prescribed, and WHEREAS for the years 1983 to 1967 the rate of interest paid by the Province on $7q,200,000. was a~ $%, and for the years 1968 to 1969 the rate of interest on $79,800,000. was at $ 1/2%~ and - 4 - 31/73 Resolution #288/73 (Continued) WHEREAS the Treasurer of Ontario on December 31st, 1973 will reissue 40 year debentures at $ and 6 1/2%, which mates ape substantially below the weighted average yield of lonE term securities of 8.02% in 1972, and WHEREAS the provincial Government has failed to pay an adequate mate of interest and does not permit the Board to invest in anything other than provincial debentures, and WHEREAS the Ontario Municipal Personnel Association has estimated that failure to invest the $154,000,000 due December 31st, 1973 at even the 1972 long term mate of 8.02% will produce a loss to the fund of $45g,000,000 over the g0 year term, THEREFORE BE IT RESOLVED THAT the debentures for the period 1963 to 1969 be replaced by one new debenture on December 31st, 1973 at the long term provincial average rate of 1973 and this debenture be for a term not exceeding 25 years and, BE IT FURTHER RESOLVED THAT the OMERS fund be permitted to invest in municipal debentures as well as Province of Ontario debentures in order to increase cmedit available to municipalities, and BE IT FURTHER RESOLVED THAT the OMERS fund be compensated (a) fop the years 1963 to 1967 inclusive, the difference between the weighted average yield to maturity of debentures issued or guaranteed by the Province of 0ntaPio each year, and the 5%, and (b) for the year 1968 to 1969 inclusive, the difference between the weighted average yield to maturity of debentures issued om guaranteed by the Province of Ontario in each year, and the 6 1/2%, and BE IT FURTHER RESOLVED THAT this Resolution be forwarded to the HonouPable John White, Treasurer of Ontario, fop his consideration. Kitchen, that the Township apply to the Federal Government for the 10% paid to owner-occupied properties with respect to those properties owned by the Township that were expropriated fop the proposed airport, as recommended by the Executive Committee, October 29, 1973.
