Boxma, Acting Clemk - Solicitom R.D. Willis~ Planning (I) ADOPTION OF MINUTES Moved by Councillom Mms. J.L. McPhemson, seconded by Deputy Reeve G. Ashe, that the minutes of Septembem 2g and October 2, 1973, be adopted as pmesented. CARRIED (II) .... 06TH 0w 0~FICE The Oath of Office was taken by Councillom B. Seamle as a mesult of his being appointed Councillom for Wamd 5 until December 31, 1973. (II~.) ........ DELEGATIONS 1. It was moved by Deputy Reeve G. Ashe that Mr. D.J. Plitz be heamd. Mm. Plitz addmessed Council to appeal the Planning Boamd's decision of Septembem 20, 1973 with mespect Official Plan amendment fop Pamt Lot 28, Concession and asked that Council considemation be defemmed. 2. It was moved by Councillor D. Kitchen that Mm. hamvey Kimck and Mr. B~uce Stubbington be heard. These gentlemen appeamed on behalf of the A~ax-Picke~ing Community Fund asking fop the suppomt and help of Council in rheim United Way Campaign. 3. It was moved by Deputy Reeve G. Ashe that Miss Bambmough be heamd. Miss Bambmough asked that Resolution numbem 9 be defePmed to the next meeting due to the illness of hep fathem. g. Mm. Rodney Smith, Solicitom, representing A. Ekem, did not appeam. McPherson, seconded by Councillor D. Kitchen, that the tender of Aprile Contracting Limited in the amount of $19,815.00 be accepted for the installation of Watermains and Sanitary Sewers on Bayly Street. CARRIED Resolution #258/73 MOVED by Councillor D. Kitchen, seconded by Councillor B. Searle, that the application by Jack Jacobsen Construction Ltd. to modify the Order of the Minister of Treasury, Economics and Intergovernmental Affairs to permit the erection of a single-detached dwelling in Part of.Lot 10, Concession 5 b~ approved, as recommended by the Planning Board, September 20, 1973. Resolution $259/73 CARRIED MOVED by Councillor B. Searle, seconded by Councillor K. Matheson, that the Easterly 33 feet of the road allowance abutting property owned by Frank T. Ross $ Sons (1962) Limited (Part Lot 3~, Range 2, B.F. Concession) be closed and returned to the abutting owner, as recommended by the Planning Board, September 20, 1973. Resolution ~260/73 CARRIED MOVED by Deputy Reeve G. Ashe, seconded by Councillor K. Matheson, that the Township Solicitor be authorized to work in conjunction with the Solicitor for the Canadian Red Cross Society for the preparation of the neceesamy documents to convey Part of Lot 18, Concession ~, in the Township of Picketing, to the Society. Resolution ~261/73 CARRIED MOVED by Deputy Reeve G. Ashe, seconded by Councillor B. Searle, that the proposed Official Plan Amendment in respect to lands on the West side of Spruce hill Road north of the Canadian National Railway (J. Jacobsen) be REFUSED as premature in the absence of municipal services or provisions for same, as recommended by the Planning Board, September 20, 1973. CARRIED Resolution #262/73 MOVED by Councillor D. Kitchen, seconded by Councillor Mrs. J.L. McPherson, that application M10/73 by A. ~ O. Byte in respect to lands in Lot 7, Concession ~, to modify the Minister's Zoning Order to permit the retention of a 1.292 acre lot having 66 ft. of frontage after conveyance of lands to Ontario Hydro be approved, as recommended by the Planning Board, September 20, 1973. CARRIED Resolution ~263/73 MOVED by Councillor K. Matheson, seconded by Councillor B. Searle, that the Township Engineer be instructed to have a street light installed on Tullo Street, as recommended by the Executive Committee, September 17, 1973, in Closed Session. CARRIED - ~ - 28/73 Resolution #26~/73 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, that the amount of $3,750.00 (25,000 x .15 per capita) be recommended for inclusion in the 197~ budget of the Town of Picketing as a contribution to the Ajax-Picketing Community Fund. CARRIED Resolution #265/73 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, that the Township Engineer be authorized to approach the District Engineer with a view to using part or all of the $167,000.00 that was allotted to the rebuilding of the 3rd Concession for purposes of landfill site access, for the shortages in the 1973 approved Ministry of Transportation and Communications subsidy, as recommended by the Executive Committee, October 9, 1973. Matheson, that the Deputy Reeve and Acting Manager be authorized to appear before the Ontario County Board of Education with respect to the proposed sale of the Bay Roads School. CARRIED Motions 1. A motion that the application by S. Eker to amend by-law 3036 to permit a townhouse development (Lot 60, Plan 509) be refused~ as recommended by the Planning Board September 20, 1973. Deferred to next meeting. 2. A motion that the Official Plan Amendment application by Bambrough and Wood to permit the development of lands at Lot 28, Concession 3, for residential purposes be REFUSED, as recommended by the Planning Board, September 20, 1.973. Deferred to next meeting. (VI) BY-LAWS By-Law Number ~26/73 Deputy Reeve G. Ashe, seconded by Councillor Mrs. J.L. McPherson, moves for leave to introduce a By-law of the Tc~nship of Picketing to authorize the execution of an agreement between the Corporation of the Township of Picketing and Frank Schofield (Pro Shop facilities - Don Beer Arena) and that same now be read a first time. - 5 - 28/73 Deputy Reeve G. Ashe, seconded by Councillom K.Matheson, moves that By-law number ~q26/73 to authorize the execution of an agreement between the Corporation of the Township of PickePing and Frank Schofield be now mead a second timer and that Council go into Committee of the Whole thereon. The Committee of the Whole amises and reports the By-law as mead. Deputy Reeve G. Ashe, seconded by Councillom B. Seamle~ moves that the mepomt of the Committee of the Whole on By-law Number q~26/73 be adopted, and that the said By-law be now mead a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of The Corporation be affixed themeto. Ashe, moves fop leave to introduce a By-law of the Township of Pickeming to authomize the execution of an Agmeement between the Hydro Electric Power Commission of Ontamio and the Corporation of the Township of Pickeming and that same now be mead a first time. Councillom D. Kitchen, seconded by Councillor K. Matheson) moves that By-law Number qq27/73 to authorize the execution of an Agreement between the Hydmo Electric Power Commission of Ontario and the CompoPation of the Township of PickePing be now ~ead a second time, and that Council go into Committee of the Whole themeon. The Committee of the Whole arises and reports the By-law as read. Councillor D. Kitchen, seconded by Councillom B. Seamle, moves that the report of the Committee of the Whole on By-law Number qg27/73 be adopted, and that the said By- law be now mead a Third Time and PASSED~ that the Reeve and Clemk sign the same, and the Seal of the Corpomation be affixed thereto. CARRIED (VII) OTHER BUSINESS 1. Reeve Williams asked that the Clerk's Report with regard to taxis be put back in for Executive Committee and furthem that the Clerk explore the possibility of extending the time limit for taxi licences in the West Rouge amea. 2. Deputy Reeve G. Ashe advised Council that Ministmy of Tmansportation and Communications approval had been meceived fop the 25 m.p.h, speed limit and No Parking on Sheppard Avenue. 3. Councillor D. Kitchen served Notice of Motion of his intention to introduce a resolution at the next Council meeting requesting the Ministry of Environment to hold full environmental hearings with regard to the proposed expansion of the Picketing Nuclear Power Station. Councillom D. Kitchen asked that the reports on the fencing and coveming of the KPosno Watercourse be brought fore, amd. - 8 - 28/73 (VIII) CONFIRMATION BY-LAW By-Law Number ~28/73 Councillor B. Searle, seconded by Councillor D. Kitchen, moves for leave to introduce a By-law of the Township of Picketing to confirm the proceedings of the meetings of September 2~, October 25 and October 9, 1973~ and that same now be read a first time. Councillor B. Searle~ seconded by Deputy Reeve G. Ashe, moves that By-law Number ~28/73 to confirm the pro- ceedings of the meetings of September 2~ October 2~ and October 9, 1973~ be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor B. Searle, seconded by Councillor Mrs. J.L. McPherson, moves that the report of the Committee of the Whole on By-law Number ~q28/73 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same~ and the Seal of The Corporation be affixed thereto.
