Kitchen, seconded by Councillor K. Matheson, that authorization be given to the purchase of Auxiliary Transmission 0il Coolers for the Dial-A-Bus Units subject to approval of a capital cost subsidy by the Ministry of Transportation and Communications, as recommended by the Executive Committee, August 7, 1973. CARRIED Resolution #232/73 MOVED by Councillor K. Matheson, seconded by Councillor D. Quick, that the Township Engineer's Report of August 3, 1973, with respect to Rougemount Drive be adopted, and that the road base of Rougemount Drive be reconstructed in 1973, and further, that the 1973 funds approved for Oakwood Drive be re-allocated to Rougemount Drive for said reconstruction, as recommended by the Executive Committee, August 7, 1973. CARRIED Resolution #233/73 MOVED by Councillor Mrs. J. L. McPherson, seconded by Councillor D. Kitchen, that Council concur with recommendations 1 and 2 of the joint report of the Treasurer-Collector and the Director of Recreation and Transportation dated June 5, 1973~ and further, that the Agreement between the Township of Picketing and the Ontario County Board of Education as it presently exists remain in force subject to adjustments being made in the 1973 operating costs for locker room, sauna and pool ~oom maintenance; and further, that said agreement be reviewed by Council in early 1974 after the operating costs of 1973 have been ascertained, as recommended by the Executive Committee, August 7, 197~. McPherson, that Part Lot 22, Concession 1 be offered for sale to the Ontario Housing Corporation and that the Reeve and Clerk be authorized to sign the vendor's offer submitted by Ontario Housing CcPporation, conditional upon: a) A commitment by Ontario Housing Corporation to build the Senior Citizen units within a specified time schedule~ and b) Ontario Housing Corporation successfully acquiring any other lands needed in order to build the fifty unit project. Matheson, that the Acting Manager and Township Engineer be directed to implement the hiring of consultants and an additional engineer on a temporary basis~ as recommended by the Executive Committee, August 20, 197~. CARRIED Resolution #236/73 MOVED by Councillor D. Kitchen, seconded by Deputy Reeve G. Ashe, that whereas it is the desire of the Council of the Township of Picketing to provide assistance to its senior citizens wherever possible and practicable, and WHEREAS it would be of assistance to the senior citizens if they could travel in the urban areas of Picketing Township at no cost; BE IT HEREBY RESOLVED that all residents of ~ickering Township who have reached the age of 65 be gxven free passage on the Dial-A-Bus system as of Deoe~ber 1, 197q, and that the Director of Transportation be directed to report on a method to accomplish this resolution. CARRIED Resolution #237/73 MOVED by Deputy Reeve G. Ashe, seconded by Councillor K. Matheson~ that whereas the intersection of White's Road and Oklahoma Drive has become an exceedingly dangerous intersection with numerous vehicular accidents; AND WHEREAS traffic volumes in the area are rising and will continue to rise due to increased development and greater use of Dun-Moore Park; BE IT THEREFORE RESOLVED that the County of Ontario be requested to conduct, in co-operation with the Ministry of Transportation and Communications and the Township Police Department~ a traffic study to determine and correct the problem of traffic movement so that said intersection can be made safer for all concerned. CARRIED Resolution #238/73 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, that whereas there exists an area traffic problem in the vicinity of Krosno Blvd- Bayly St. and the G.O. Station entrance; AND WHEREAS the construction and operation of the Art Thompson Arena has added to the vehicular problem as well as generating considerable pedestrian activity, particularly by younger people; AND WHEREAS it is the intention of the Ministry of Transportation and Communications to improve the access of the G.0. Station including the installation of wiring, etc. for the possible signalization of the entrance; .......... Continued - U - 23/73 Resolution #238/73 - Continued BE IT THEREFORE RESOLVED that the County of Ontario in co-operation with the Ministry of Transportation and Communications conduct a traffic study in the above mentioned area with particular emphasis on the determina- tion whether the signalization of the Krosno Blvd. - Bayly St. intersection would more suitably solve the traffic and safety problem in the area. CARRIED Resolution #239/73 MOVED by Councillor J. Anderson, seconded by Councillor Mrs. J. L. McPherson, that the Dial-A-Bus service be extended on a fixed route basis to serve Claremont, Brougham, Whitevale, Martin Subdivision, and Greenwood on a one-day-a-week basis for a trial period of eight weeks, destination -- Sheridan Mall; this motion to be directed to the Director of Recreation and Transportation. CARRIED Resolution #2~0/73 MOVED by Councillor Mrs. J. L. McPherson, seconded by Councillor K. Matheson, that the Township Engineer be authorized to investigate and take the necessary action to correct the problem re 768 Hillcrest Road, Swales if such was a field tile as outlined in his report of August 16, 1973, as recommended by the Executive Committee, August 27, 1973. Anderson, that the Clerk be instructed to prepare a By-law closing part of Blocks G $ R, Plan 331, Township of Picketing, and that arrangements be made to convey to Mr. Gordon Kirk that part of the road allowance so closed subject to Mr. Kirk paying all costs thereby involved, as recommended by the Executive Committee, August 27, 1973. McPherson, moves for leave to introduce a By-law of the Township of Picketing to amend By-law #4331/73, being a by-law to regulate traffic under the jurisdiction of the Township of Picketing (no parking on Sheppard Ave. between Fairport Rd. and White's Rd.) and that same now be read a first time. Councillor D. Kitchens seconded by Deputy Reeve G. Ashe, moves that By-law Number 4415/73 to amend By-law ~4331/73, being a by-law to regulate traffic under the jurisdiction of the Township of Picketing be now read a second time, and that Council go into Committee of the Whole thereon. Ashe, moves for leave to introduce a By-law of the Township of Picketing to amend By-law #4276/73, being a by-law for limiting the number of Automobile Service Stations and Public Garages and that same now be read a first time. Councillor K. Matheson, seconded by Councillor D. Quick, moves that By-law Number 4318/73 to amend By-law ~4276/73 be now read a second time~ and that Council go into Committee of the Whole thereon. CARRIED By-Laws 1. A by-law to authorize the execution of an Agreement between the Township of Picketing and Rulor Developments Limited. Deferred pending receipt of report from the Planning Director. (IV) OTHER BUSINESS 1. Councillor D. Kitchen raised the following matters: a) The Engineer's report on the Krosno Watercourse. The Acting Manager informed Council that he was now in receipt of it and it would be distributed to Council. b) Proposed Duffins Creek Sewage Treatment Plant. He suggested that the Township should insist on a design which included the covering up of processing facilities and that Mr. Patterson of the Ministry of the Environment be requested to attend a future Executive Committee meeting. c) He informed Council of complaints he had received of speeding cars on Krosno .Blvd. d) To be informed of the status of the Ontario Board of Education - Township of Pickering Agreement on the Bay Ridges Community Centre and the enabling by-law. 2. Councillor J. Anderson informed Council that the Federal Government was now providing a patrolling service for the lands it had expropriated. - io - 23/73 (V) CONFIRMATION BY-LAW By-Law Number 4~19/73 Councillor D. Quick, moves for leave to introduce a By-law of the Township of Picketing to confirm the proceedings of the Council of the Township of Picketing at its meetings held on the 28th of August and the 4th of September, 1973, and that same now be read a first time. Anderson, moves that By-law Number 4319/73 to con- firm the proceedings of the Council of the Township of Picketing at its meetings held on the 28th of August and the 4th of September, 1973, be now read a second time, and that Council go into Con~nittee of the whole thereon.
