HomeMy WebLinkAboutJuly 16, 1973 20/73 COUNCIL MEETING A meeting of the Picketing Township Council was held on MONDAY the SIXTEENTH day of JULY, 197S, at the hour of 8.00 p.m. PRESENT: Reeve J.R. Williams Deputy Reeve G. Ashe Councillors - J. Anderson Mrs. J.L. McPherson D. Kitchen K. Matheson D. Quick Acting Township Manager - R.D. Willis,M.T.P.I~C., Acting Township Clerk - J.R. BOxma (Solicitor) (I) Councillor D. Kitchen addressed Council on a point of personal privilege with respect to the circumstances surrounding the resignation of Mr. D.J. Plitz as Clerk of the Township. Reeve J.R. Williams read a statement he had prepared for the Press. Each Member of Council made comments in tuz~n, with respect to the resignation. (II) ADOPTION OF MINUTES Moved by Deputy Reeve G. Ashe and seconded by Councillor Mrs. J.L. McPhemson that the Minutes of the Council meeting held on July S~d, 197S, be adopted as amended. Bottom of page 1 to read:- "See resolution numbers 176 and 177.'.' (III) RESOLUTIONS Resolution #196/73 MOVED by Deputy Reeve G. Ashe and seconded bM Councillor Mrs. J.L. Mc?herson that the tender of Aprile Contracting in the amount of $2,467.50 he accepted for the construction of watermains in the Dunchurch Street Local Improvement Area. CARRIED. Continued ..... 2 Resolution #197/73 MOVED by Councillor J. Anderson and seconded by Councillor K. Matheson that the following be appointed to form a Steering Committee to review and report on the matters of by-laws, inventories, assets, capital commitments expenditure commitments, income requirements, organization and administration, area rating, and insurance coverage for the purpose of preparation for the entry into Regional Government. "Reeve and Acting Township Manager or his delegate". CARRIED Resolution #198/73 MOVED by Councillor D. Kitchen and seconded by Councillor K. Matheson that Council concurs with the Ministry of Transportation and Communications proposal to close by Order-in-Council a portion of Highway No.2 and to dispose of this land to the adjacent owner subject to easements being provided to the utility companies affected, as outlined in a letter and attached plan from the Ministry dated June 28th, 1973, placed on file. CARRI~ Resolution #199/73 MOVED by Councillor K. Matheson and seconded by Councillor D. Quick that the Council of the Township of Picketing inform the Ministry of the Environment that it concurs with the Ministry as to the existing capacity for 562~ persons (subject to increase as a result of the findings of the study by Oliver Lloyd $ Associates) and as to the concept of phasing with allocations to be agreed upon at the Township level. CARRIED Resolution #200/73 MOVED by Councillor D. Quick and seconded by Councillor K. Matheson that Oliver Lloyd $ Associates be retained by the Township of Picketing to conduct a feasibility study regarding existing and future sewage treatment plant capacities within the Township on the terms agreed to between Council and the four developers as outlined in their letter of July 6th, 1973, on file, and further that the terms of reference for the study be subject to the approval of the Council of the Township of Picketing. CARRIED Continued .... 3 Resolution ~201/73 MOVED by Councillor Mrs. J.L. McPherson and seconded by Deputy Reeve G. Ashe that further to Council's Resolution #151/73 the Township pay the cost of mailing questionaires provided by Ontario Housing Corporation and for the advertising of the survey. CARRIED Resolution #202/73 MOVED by Councillor D. Quick and seconded by Councillor D. Kitchen that the resignation of C.I. Shelley, Township Manager, be and is hereby accepted with regret and Council herewith expresses its deep appreciation of the valuable services he has rendered the Township of Picketing. CARRIED Resolution #203/73 MOVED by Deputy Reeve G. Ashe and seconded by Councillor J. Anderson that the signing officers for the Township of Picketing, effective July 18th, 1973, be any two of the following persons: Reeve Deputy Reeve Treasurer Deputy Treasurer Director of Social Services Planning Director AND THAT Resolution No. 29~/72, passed in Council on September 18th, 1972, be rescinded. CARRIED Resolution MOVED by Deputy Reeve G. Ashe and seconded by Councillor K. Matheson that Council confirm the appointment by Mr. C.I. Shelley, P. Eng.~ of Mr. O~.D. Willis as Acting Township Manager. CARRIED Mr. Willis addressed Council and thanked them for the honour of being appointed Acting Manager. Mr. Willis asked that his appointment not extend beyond the end of July. Continued ..... ~ (,!V~ OTHER BUSINESS (a) Councillor D. Quick-expressed his concern over comments appearing in the North Picketing Development Community Newsletter with respect to a liquid sewage site. - spoke on the matter of the resignation of Sergeant Pugh from the Township of Picketing Police Force. -raised the matter of the sidewalk to be constructed at Highway ~2 and Rougemount Drive. Resolution # 205/73 MOVED by Councillor D. Quick and seconded by Councillor D. Kitchen that the construction of the sidewalk at Highway #2 and Rougemount Drive be proceeded with. CARRIED (b) Councillor J. Anderson-questioned the Acting Clerk as to when the Farm Assessment Appeals would be heard. The Acting Clerk to report on same. - served notice of Motion that he will move to repeal By-law ~09~71 at the next Council meeting. (c) Councillor D. Kitchen-questioned whether or not the Township could issue marriage licences. The Acting Clerk advised that application had been made for an 0r~er-in-Council authorizing the Acting Clerk to issue licences. - read a letter from the Minister of the Environment to Mr. W~ Newman M.P.P., with respect to the Central York-Picketing Sewage System. (d) Councillor Mrs. J.L. McPherson-served notice of Motion that at the next meeting of Council she would move to have the Supreme Court Action of the Township against Miss Violet Swan dropped. The Township Solicitor was asked to report to Council on the status of this action. - showed Members of Council the architect's plans for the proposed senior citizens housing. (V) CONFIRMATION BY-LAW By-law Number 4405/73 Councillor D. Quick, seconded by Councillor D. Kitchen, moves for leave to introduce a By-law of the Township of Picketing to confirm the proceedings of the Council of the Corporation of the Township of Picketing at its meetings held on the 28th June, and lSth July, 1973, and that same now be read a first time. Continued ..... 5 Councillor D. Quick, seconded by Councillor K. Matheson, moves that By-law Number ~405/73 to confirm the proceedings of the Council of the Corporation of the Township of Picketing at its meeting held on the 25th June 1973, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor D. Quick, seconded by Councillor J. Anderson, moves that the report of the Committee of the Whole on By-law Number g~05/73 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Acting Clerk sign the same, and the Seal of the Corporation be affixed thereto.
