Ettinger ~ Prior to commencement of the regular Council business, Deputy Reeve G. Ashe welcomed and introduced to Council the 2nd Bay Ridges Scout Troop and the Scout Leader, Mr. H. Wendland. (I) .. ADOPTION OF MINUTES 1. Moved by Deputy Reeve G. Ashe, seconded by Councillor K. Matheson, that the Council minutes of De~ember 19, 1972 be adopted as amended. Anderson ~-- Councillor Mrs. J. L. McPhe~son CARRIED (II) DELEGATIONS Moved by Councillor D. Quick, seconded by Councillor D. Kitchen., that Mr. W. E. Griswold be heard. Mr. Griswold, Consultant of Tramco Inc., was ~etained by the Ministry of Transportation and Conununications and the Township of Picketing to report on the feasibility of the Township assuming the Dial-A-Bus System. Mr. Griswold repo~ted that the Dial-A-Bus system now ope.ratinE by M.T.C. sponsorship will terminate on March 31st, 1973. He reported that the Township would have the opportunity to take ove~ the system and if the Township did decide to assume the operation, the Province would provide an operational subsidy on the basis of: 50% of Loss 75% of Capital and will meet the ' Township more than halfway on start-up costs. The M.T.C. would offer the system to the Township, and Mr. Griswold would therefore recommend that the Township prepare an orderly transition. The recommendation - 2 - 1/73 made to the Township would be to taAe over the operation as at January 27~ 1973, which coincides with the regular pay period. Mr. Griswold provided the following operating figures - (estimated) $85,000.00 Expenditures 35.,000.00 Revenue ~0,000 00 Deficit of which the Province would assume or subsidize up to 50%. M~. Griswold advised that other types of services could be provided during off-peak hours namely 8:20 a.m. to 4:20 p.m. during which time three buses are not in use. The service he referred to would be to put a shuttle service of one bus during these hours to Sheridan Mall, but he cautioned Council of too rapid an expansion, they should operate a year without expansion of service. It was also recommended that a transportation manager be hired, and that until the operation was under the control of the Township and operating smoothly, he would be available to the Township for several months. The Township by assuming the Dial-A-Bus system was acquiring the five buses now servicing the area. These would be offered to the Township at a nominal outlay by the Township. See Resolution #7/73 and Minutes of Transit Committee dated January 8, 1973. 2. Moved by Councillor J. Anderson, seconded by Deputy Reeve G. Ashe, that Mr. A. S. Blott, solicitor: representing Ballycliffe Lodge Limited be heard. Mno. Blott gave Council a chronological report on the events leading up to his appearance before Council at this time. He requested Council to reconsider his clients' application by allowing them to expand the accommodation of the Ballyeliffe Lodge, stating that this location is ideally suited to this type of development. After a brief dialogue between Council and Mr. Blott, the matter was left without change to Council's previous decision made at their meeting of November 20, 1972, Resolution #369/72. Copies to Council and News Media. - 3 - 1/73 Resolution #1/73 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, that whereas the Township of Picketing in co-operation with the Ministry of Transportation and Communications is arranging with the Canadian National Railways for the construction of approximately 6800 feet of lead track (rail spur) into the industrially zoned lands of the Township of Picketing; AND WHEREAS the Ontario hydro Commission proposes to construct a Service Centre on their land immediately South and West of the Township owned lands; AND WHEREAS the Ontario Hydro Commission is desirous of utilizing the Pail spur and further require the rail spur to enter upon their lands commencing from the Township's termination point to the West side of Brock Road; AND WHEREAS the Ontario Hydro Commission will retain the right to use the siding in its entirety and in perpetuity being that portion on the S~uth side of Highway ~01 to the West side of Brock Road~ ~ND WHEREAS the Commission is prepared to share in the cost of approximately 1900 feet of rail siding to the extent of $70,000.00% BE IT THEREFORE RESOLVED that the Township be responsible for arranging with Canadian National Railways for the construction and payment of a rail spur line to include that portion required by the Hydro Commission and further agree to give the Commission full use of the entire spur in perpetuity. CARRIED Resolution #2/73 MOVED by Councillor J. Anderson, seconded by Councillor K. Matheson, that whereas Council by Resolution ~257/72 agreed to sell 1.099 acres of industrial lands to Pedan Enterprises Ltd.; ~D WHEREAS the Industrial Commissioner advises Council of the delays in exercising the contract and lease agreenent resulting in a stale-dated agreement; BE IT THEREFORE RESOLVED that Council rescind its Resolution #2S7/72 and advise the proposed purchaser accordingly. CARRIED Resolution #3/73 MOVED by Councillor K. Matheson, seconded by Councillor Mrs. J. L. McPherson, that the Council of the Township of Picketing accept the Agreement of Purchase and Sale for one acre of industrial land at the price of $12,800.00 as submitted by Waterhouse and May Ltd., and further that authority be granted to have the legal plan of survey and legal documents prepared and that the Reeve and Clerk be authorized to execute the necessary documents to bring this transaction to a satisfactory conclusion, as recommended by the Executive Committee, December 11, 1972. Ashe, that the Council of the Township of Picketing accept the Agreement of Purchase and Sale for ~2.~06 acres of industrial land at $10~500.00 per acre as submitted by F.M.C. of Canada Ltd.~ for the land known as Part Lot 18~ Range 3, B. F. Concession~ of the Township of Picketing, in their offer dated November 20th, 19729 and modified in their letter dated December 19th, 1972~ and further that authority be granted to have the Legal Plan of Survey and Legal Documents prepared and that the Reeve and Clerk be authorized to execute the necessary documents to bring this transaction to a satisfactory eonclusion~ as recommended by the Executive Committee in Closed Session, December 19~ 1972. CARRIED NOTE: Reeve Williams advised Council that M.T.R.C.A. have been holding certain of their meetings in the various municipalities which come under their jurisdiction, and that it has been approximately five years since such a meeting was held at the Township of Picketing. The Reeve thought that perhaps the Council should consider hosting another M.T.R.C.A. meeting here. The matter was left for Council consideration. By-Law Number 4298/73 Councillor D.
