Myslik ADOPTION OF MINUTES Administrator-Clerk Deputy Clerk Moved by Councillor Cahill, seconded by Councillor Matheson that the minutes of the meetings of June 20th and 27th 1977, be adopted. CARRIED (II) DELEGATIONS The Delegations from Runnymede and Captain Developments were not present. Mr. D. Willis representing Orangebrook Developments was present, however he indicated that since the item concerning the Brock Industrial Study is to be tabled to another Council Meeting that he will be present at the subsequent Council Meeting. ( III) RESOLUTIONS REPORT OF THE EXECUTIVE COMMITTEE OF JUNE 20th 1977 -- See Appendix I Resolution 123/77 Moved by Councillor Matheson, seconded by Councillor Fisher that the recommendations contained in the Executive Committee Report of June 20th 1977 be adopted. CARRIED REPORT OF THE EXECUTIVE COMMITTEE OF JUNE 27th 1977 See Appendix II Resolution 124/77 Moved by Councillor Cahill, seconded by Councillor Matheson that the recommendations contained in the Executive Committee Report of June 27th 1977, items #1 and #4 to #10, be adopted. CARRIED PLANNING COMMITTEE REPORT OF JUNE 24th 1977 See A7)?endiX III Resolution 127 77 Moved by Councillor Matheson, seconded by Councillor Robertson that the recommendations contained in the Planning Committee Report of June 24th 1977, items #2 to #7, be adopted. CARRIED Resolution 128/77 Moved by Councillor Fisher, seconded by Councillor Matheson that the item pertaining to the Brock Industrial Study be tabled. CARRIED Resolution 129/77 Moved by Councillor Fisher, seconded by Councillor Robertson that the Department Head Reports for the month of June 1977 be adopted: Administrator-Clerk's Department Treasury Department Legal Department Fire Department Public Works Department Recreation and Transportation Planning Department Department CARRIED Resolution 130/77 Moved by Councillor Cahill, seconded by Councillor Fisher that the letter of credit in the amount of $150,000.00 held by the municipality to guarantee the completion of outstanding works associated with the Lincoln/Governor Condominium located on Oklahoma Drive be reduced to $30,000.00. CARRIED - þ - 94 - 17/77 (III) RESOLUTIONS (Continued) Resolution 131/72 Moved by Councillor Cahill, seconded by councillor Robertson that the Mayor and Clerk be authorized to petition the Ministry of Transportation and communications for a supplementary allocation of subsidy monies for the year 1977 in the amount of $9,566.10 and that Resolution #101/77 passed by council of the 6th day of June 1977, be repealed. CARRIED Resolution 132/77 Moved by Councillor Robertson, seconded by Councillor Fisher that the Mayor be authorized to declare Monday, August 1st 1977, a Civic Holiday in the Town of pickering. CARRIED Resolution 133/77 Moved by Councillor Robertson, seconded by Councillor Fisher that whereas the Provincial Government has indicated its willingness to participate in the Town Centre study to a possible maximum of $50,000.00, and: WHEREAS a portion of the cost of the secondary plan for the Town Centre is being assumed by the J.D.S. Corporation, and; WHEREAS it is equitable that the Town participate financially in this study be it therefore recommended That an amount of $15,000.00 be authorized as a contribution towards the completion of the Town Centre Study which is being conducted by Norman Pearson and Peter Walker and Associates. CARRIED Resolution 134/77 Moved by councillor Fisher, seconded by councillor Robertson that the Glengrove Community Association be allowed to hold a parade on the occasion of the opening of G1engrove Park on Saturday, July 23rd 1977. CARRIED Resolution 135/77 Moved by Councillor Cahill, seconded by councillor Fisher that staff be requested to report on the use of aluminum wiring for electrical installations. CARRIED Resolution 136/77 Moved by Councillor Robertson, seconded by councillor Fisher that the Town Personnel Policy pertaining to the prohibition of hiring relatives on Town staff be reviewed. CARRIED - 95 - 17/77 (III) RESOLUTIONS (Contin~ed) Resolution 137/77 Moved by Councillor Matheson, seconded by Councillor Fisher that the following individuals be designated as delegates of the Town of Pickering to the Annual Conference of the Association of Municipalities of. Ontario: Mayor J.E. Anderson Councillor A. Robertson Councillor L. Cahill N.C. Marshall - Administrator-Clerk. CARRIED (IV) BY-LAWS Councillor Robertson, seconded by Councillor Fisher moved for leave to introduce By-laws of the Town of Pickering By-Law Number 646/77 To prohibit the use of any lands or structures for storing used motor vehicles for the purpose of wrecking or dismantling them or salvaging parts thereof for sale or other disposal. By-Law Number 647/77 To appoint a Director of Recreation. By-Law Number 648/77 To appoint a Transit Director. By-Law Number 649/77 To amend By-law 3071 regulated and licensing the erection and maintenance of signs. By-Law Number 650/77 To exempt certain parts of Plan M-110S from part lot control. By-Law Number 651/77 To authorize the execution of Releases in favour of Jovial Investments Limited and E-So1 Development Limited with respect to the land comprising Plan M-l105. By-Law Number 652/77 To amend By-Law 3036, as amended to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham in Part Lot 24, Concession 1, Town of Pickering. - 96 - 17/77 (IV) BY-LAWS (Continued) The Committee of the Wtt<:~- arises and reports the By-laws as read. THIRD READING Councillor Robertson, seconded by Councillor Fisher moved that the report of the Committee of the Whole on By-law Numbers 646/77 to 652/77 inclusive, be adopted, and that the said By-laws be now read a Third Time and PASSED, that the Mayor and Administrator- Clerk sign the same, and that the Seal of the Corp- oration be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. By-Law Number 653/77 Councillor Robertson, seconded by Councillor Fisher moved for leave to introduce a By-law of the Town of Pickering to appoint a Board of Management for the Pickering Museum and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. (V) OTHER BUSINESS 1. Glengrove Commun~Association Parade The Glengrove Community Association have requested permission to hold a parade on Saturday, July 23rd 1977, for the opening of Glengrove Park. Confer Resolution #134/77 2. Aluminum Wiring for Electrical Installations MOTION Moved by Councillor Cahill, seconded by Councillor Matheson that all new Subdivision Agreements specify the requirement of copper wiring for electrical installations. LOST MOTION Moved by Councillor Robertson, seconded by Councillor Fisher that the Motion pertaining to the use of aluminum wiring for electrical installations be dealt with. CARRIED See Resolution #135/77 - 97 - 17/77 (V) 3. OTHER BUSINESS (Co~ti~ed) Town Personnel Study - Hirin9 of Relatives 4. Confer Resolution #136/77 Outdoor Campin~ - Ba~ Ridges It was reported that individuals had been camping on an island on a Creek east of the Bay Ridges Area. At the same time an, increase of vandalism had been reported in the Kinsmen Park Area. 5. Association ~f Municipalities of Ontario - Annual Conference Voting delegates to the meeting were nominated. Confer Resolution #137/77. 6. Canada Day Celebratio~ The Mayor complimented the Kinsmen Club and Recreation and Tranportation Department on their efforts in pre- paring the festivities for Canada Day which where very successful. 7. Postal Service - Amberlea Subdivision It was noted that improved postal service to the Amberlea Subdivision was to begin within a month. 8. Meeting between Council and Department !.leads It was suggested that a meeting be held between members of Council and Department Heads after the election on August 22nd 1977. A Saturday was suggested as a suitable day for this meeting. (VI) CONFIRMATION BY-LAW By-Law Number 654/77 - --> ,c- Councillor Fisher, seconded by Councillor Robertson moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its Meeting held on the 27th day of June and the 4th day of July 1977, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. STAFF COMPLEMENT - RECREATION DEPARTMENT That the report of the Administrator-Clerk dated June 17th, 1977 with respect to the retention of a Parks Co-ordinator be approved and the complement of staff of the Recreation Department be increased by the addition of a Parks Co- ordina tor. STAFF - PLANNING DEPARTMENT - ----- That the staff complement of the Planning Department be increased by the addition of a Planner - Long Range Section and a Planner - Implementation Section, as provided for in the 1977 budget. OWEN, ARCHITECT - RELOCATION OF PICKERING MUSEUM That the Federal Government be advised that the Municipality is prepared to assume the cost of the conceptual work done in the amount of $6,500.00 by Derrick R. Owen in connection with the relocation of the Pickering Museum to the Hamlet of Greenwood on the understanding that the remaining $9,558.44 of his account dated April 27th, 1977 for work done in con- nection with the settlement of the expropriation of the Pickering Museum by the Federal Government will be paid by the Federal Authorities. PLAYGROUND EQ!:!!!,MEN~.:.SQMMUNITY PARKS That the reports of the Director of Recreation and Transportation dated June 6th, 1977 and the Treasurer- Collector dated June 13th, 1977 with respect to the Lot Levy Program - Community Parks be adopted and that the Treasurer-Collector be authorized to transfer an amount of up to $25,000.00 from the excess funds still remaining in the Reserve Fund for Lot Development Fees, after allowing for the annual debt charge requirements, to the Playground Equipment Capital Account. BRUNSWICK HILL CE~TERy,~OT 2~ CONCESSION 6 That the Administrator-Clerk be authorized to negotiate the transfer of assets and liabilities of the Brunswick Hill Cemetery, located in Lot 29, Concession 6 of the Town of Pickering and that the Municipality secure the approval of the Minister of Consumer and Commercial Relations to the assumption of this cemetery by the Town, subject to the right of the existing five Trustees to interment in the cemetery in the future. DEDICATION - ROAD PURPOSES That a by-law be passed dedicating Parts 1, 2, 3 and 4, Plan M-1057 and Part 2, Plan 40R-3448, for road purposes. TENDER - ERECTION OF STREET LIGHTS That the tender of Guild Electric Limited in the amount of $14,388.00 be accepted for the erection of Street Lights, as recommended by the Town Buyer in his report of June 16th, 1977. 6. AGREEMENT - J. &R. LICKLEY That a by-law be passed authorizing the Mayor and Clerk to execute an agreement between the Town and J. & R. VERBANCIC That a by-law be passed authorizing the Mayor and Clerk to execute an agreement guaranteeing the demolition of an existing home on property owned by Joseph and Ingrid Verbancic on Part Lot 32, Concession 1, following the completion of a new home being built on the property. AGREEMENT - SILVIO TACHELLA --- That a by-law be passed authorizing the Mayor and Clerk to execute an agreement between the Town and Silvio Tachella, LD 107-108/76, Lots 89-91, Plan 816, finalizing conditions attached to a Land Division Committee decision. AGREEMENT - PICKERING PANTHERS CLUB That a by-law be passed authorizing the Mayor and Clerk to execute an agreement between the Town of Pickering and the Pickering Panthers Junior Hockey Club covering the construction of an additional change-room at the Don Beer Sports Arena. SUBDIVISION AGREEMENT - ELVIN CONSTRUCTION LIMITED That a by-law be passed authorizing the Mayor and Clerk to execute a Subdivision Agreement between the Town of Pickering and Elvin Construction Limited dealing with a Plan of Subdivision parts of Lots 79, 80, 81 and 84 and all of Lot 82 and part of Milton Road, Registered Plan 350. ,..
