HomeMy WebLinkAboutJune 20, 1977 - 79 - 14/77 COUNCIL MEETING A meeting of the Pickering Town Council was held on MONDAY, JUNE 20TH 1977 at 7:30 P.M. PRESENT: Mayor G. Ashe Councillors J. Anderson L. Cahill G. Fisher D. Kitchen K. Matheson A. Robertson N.C. Marshall - J.P. Mys1ik Administrator-Clerk Deputy Clerk (I) ADOPTION OF MINUTES -..--- Moved by Councillor Robertson, seconded by Councillor Fisher that the minutes of the meeting of June 6th 1977, be adopted. CARRIED (II) DELEGATIONS The following had indicated their desire to address Council with respect to the pending vacancy for the position of Mayor: Mr. Bruce Handscombe - West Shore Association Mr. Don Yarrow MOTION Moved by Councillor Robertson, seconded by Councillor Cahill that Mr. Bruce Handscombe of the West Shore Association be heard. CARRIED Mr. Handscombe explained that the Executive of the West Shore Association had discussed the proposal of Council to appoint a Mayor. The majority of the Executive indicated their support of the appointment of a Mayor for several reasons namely: because of the lag of time between the resignation of the Mayor and the election of a new Mayor; temporary appointments do not lend themselves to good government; a person unknown to the residents may run for Mayor in the election; the representation of Regional Council is lost in the meantime; the cost of an election was also a consideration. Mr. Handscombe also pointed out that August is a very poor time for an election and that a low voter turn- out would most probably be the result. Because of the above mentioned reasons the West Shore Association supports any decision of Council. MOTION Moved by Councillor Robertson, seconded by Councillor Cahill that Mr. Don Yarrow be heard. CARRIED - 80 - 14/77 (II) DELEGATIONS (Con~Eued) Mr. Yarrow indicated that there is no need to have an election. He pointed out that while he was canvassing for the Provincial Election most of the residents were not in favour of a Municipal Election-. The cost of an election is an important consideration. He also pointed out that the candidate of Council for the appointment of a Mayor has been Acting Mayor during the absence of Mayor Ashe and thus~ had experience in the past. MOTION By Councillor Robertson, seconded by Councillor Kitchen that Mr. John Williams be heard. (IV) RESOLUTIONS ---- REPORT OF THE EXECUTIVE COMMITTEE OF JUNE 13th 1977 See Appendix II Resolution 103/77 Moved by Councillor Robertson, seconded by Councillor Fisher that the recommendations contained in the Executive Committee Report of June 13th 1977 item numbers #1 - #14 and #16, be adopted. CARRIED Resolution 104/77 - Item #15 Moved by Councillor Robertson, seconded by Councillor Fisher that item #15 of the Executive Committee Report of June 13th 1977 be adopted. CARRIED - 81 - 14/77 (IV) RESOLUTIONS (Continued) PLANNING COMMITTEE REPORT (Co~t.l Resolution 106/77 - Item #4 Moved by Councillor Anderson, seconded by Councillor Cahill that item #4 of the Planning Committee Report be referred back to the Planning Committee Meeting of June 21st 1977. CARRIED Resolution 107/77-=-l!~m #~ Moved by Councillor Matheson, seconded by Councillor Robertson that item #5 of the Planning Committee Report of June 14th 1977 be adopted. CARRIED Resolution 108/77 Moved by Councillor Cahill, seconded by Councillor Matheson that: 1) By-law 609/77 is in conformity with the Official Plan of the Town of Pickering approved and in force at the time said By-law was passed, namely the 16th day of May 1977; 2) No further Official Plan has been proposed by Council nor approved by the Ministry of Housing since the passing of said By-law 609/77 and which said By-law would not be in conformity, including the District Plan of the Town of Pickering District Planning Area, Region of Durham which was adopted by Council February 17th 1975 and recommended to the Region of Durham for approval; 3) That the objections received objecting to this By-law be considered invalid; 4) And further, that the objections be forwarded to the Ontario Municipal Board. CARRIED Resolution 109/77 Moved by Councillor Kitchen, seconded by Councillor Robertson that the week of June 25th to July 1st 1977 shall be observed as "CANADA WEEK" in the Town of Pickering. CARRIED Resolution 110/77 Moved by Councillor Anderson, seconded by Councillor Fisher that the Claremont Lions Club be granted permission to hold a Beerfest in the Claremont Community Park on July 23rd 1977. CARRIED - 82 - 14/77 (IV) RESOLUTIONS (Co~t!nued) Resolution 111/77 Moved by Councillor Fisher, seconded by Councillor Anderson that the Municipality submit an application to the Province of Ontario under the Rural Employment Incentives Program 1977-78 and that the funds secured be used for a Municipal Tree Planting Program. CARRIED Resolution 112/77 Moved by Councillor Fisher, seconded by Councillor Robertson that the Region of Durham be requested to install 3 vehicle pre-exemption units as directed by the Fire Chief for the Town of pickering, on the understanding that the Town will assume all installation and maintenance costs associated with the system. CARRIED Resolution 113/77 Moved by Councillor Anderson, seconded by Councillor Robertson that a grant of $1,300.00 be given to the Ajax-Pickering-Whitby Assocation for the Mentally Retarded, that the amount be charged to Account Number 2195 and that an over-expenditure be allowed on that budget i tern. AMENDMENT Moved by Councillor Matheson, seconded by Councillor Cahill that this be a one time only grant. CARRIED AS AMENDED Resolution 114/77 Moved by Councillor Matheson, seconded by Councillor Cahill that the recommendations of the report of the Town Fire Chief dated June 12th 1977, relative to the telephone service be approved and that the Fire Depart- ment be allowed to upgrade their telephone service, consistent with the report. CARRIED (V) BY-LAWS Councillor Robertson, seconded by Councillor Anderson moved for leave to introduce By-laws of the Town of Pickering. By-Law Number 628/77 To authorize the execution of an Offer to Purchase between the Corporation of the Town of Pickering and Her Majesty the Queen, in right of the Province of Ontario, as represented by the Minister of Housing with respect to road widening on the 5th Concession (Part 1, 2, 4, 5 and 6, Reference Plan 40R-3579) - 83 - 14/77 (V) BY-LAWS (~9Etinued) By-Law Number_629/77 To revoke By-laws 391/76, 427/76 and 474/76 (Parking) By-Law Number 630/77 To amend By-law Number 195/75 respecting the regulation of traffic (parking) By-Law Number 631/77 To authorize the execution of an Option Agreement between the Corporation of the Town of pickering and Her Majesty the Queen in right of Ontario as represented by The Minister of the Environment with respect to an easement over Block A, Plan M-106. By-Law Number 632/77 To authorize the execution of an Agreement of Purchase and Sale between the Corporation of the Town of Pickering, as Vendor and Giuseppe Nesci, as Purchaser, respection Lot 95, Plan 816, Town of Pickering. By-Law Number 638/77 A street numbering By-law to amend the street numbers on Fay1ee Crescent in Registered Plan M-997. (V) - 84 - 14/77 BY-LAWS (Continued) By-Law Number 639/7] To authorize the execution of an Agreement between the Corporation of the Town of Pickering on the one hand and Murray V. Jones and Associates Limited and the Environmental Applications Group Limited on the other hand with respect to the preparation of the Frenchman's Bay Water and Shoreline Development Plan for the Town of Pickering. The Committee of the Whole arises and reports the By-laws as read. THIRD READING (VI) 1. Councillor Robertson, seconded by Councillor Fisher moved that the report of the Committee of the Whole on By-law Numbers 628/77 to 639/77 inclusive, be adopted, and that the said By-laws be now read a Third Time and PASSED, that the Mayor and Administrator- Clerk sign the same, and that the Seal of the Corp- oration be affixed thereto. CARRIED By-Laws read a first, second and third time and finally passed. OTHER BUSINESS Mayor Ashe - Res~SE~~i~ Mayor Ashe addressed the Members of Council and the public and he indicated that he is leaving the Town in excellent financial condition. He indicated that this is a result of the co-operative spirit of past Councils and because of the excellent staff and the excellent leadership of Mr. N.C. Marshall the Administrator-Clerk. He indicated that he hoped that the development of the Town Centre would proceed expeditiously and he also recommended that the Recreation Complex proceed as the Town's capabilities grow and needs appear. He expressed a concern about the confidence of Council going astray. He concluded in hoping that Council will take their prerogative and appoint a successor. The Letter of the Mayor The Members of Council Gentlemen: It is with mixed feelings that I herewith submit my resignation as Mayor of the Town of Pickering. I would ask that said resignation become effective immediately follaring the regular Council Meeting of Monday, June 20th 1977. It has been my honour and privilege to have served the people of Pickering approximately 7~ years as Deputy Reeve and Mayor. May I take this opportunity to sincerely thank the Council and staff for all the help and support over the past number of years. In my new position as M.P.P. for Durham West Riding I will attempt to serve with enthusiasm, dedication and concentrated effort for the benefit of all our people and all the Municipalities that comprise Durham West.
