Mysìik Administrator-Clerk Deputy Clerk (I) ADOPTION OF MINUTES Moved by Councillor Cahill, seconded by Councillor Matheson that the minutes of February 21st 1977 meeting be adopted. CARRIED (II) RESOLUTIONS REPORT OF THE EXECUTIVE COMMITTEE OF FEBRUARY 28th 1977 See Appendix I Resolution 33/77 Moved by Councillor Matheson, seconded by Councillor Anderson that the recommendations contained in the Executive Committee Report of February 28th 1977 item #1, #3 - #8, #10, #12-#*5 be adopted. CARRIED Resolution 34/77 - Item #2 Moved by Councillor Matheson, seconded by Councillor Anderson that the recommendations contained in the Executive Committee Report,of February 28th 1977 item #2, be adopted. CARRIED Recorded Vote: Yea: Nay: Messrs. Anderson, Kitchen, Matheson, Robertson, Cahill, Fisher. Mayor Ashe. Item #9 - Amendment Moved by Councillor Kitchen, seconded by Councillor Cahill that the motion be changed to read: "Bay Ridges Community Centre and Library". LOST - 27 - 6/77 ( II) RESOLUTIONS (Continued) Resolution 35/77 - Item #9 Moved by Councillor Kitchen, seconded by Councillor Fisher that item #9 of the Executive Committee report of February 28th 1977, be tabled and that the East Shore Community Association be requested to explore a proposal for signs at the Community Centre and Library on Liverpool Road and that an es'timate of cost be presented to Council. CARRIED Resolution 36/77 - Item #11 Moved by Councillor Matheson, seconded by Councillor Anderson that the recommendations contained in the Executive Committee Report of February 28th 1977 item #11, be adopted. Resolution 37/77 Moved by Councillor Anderson, seconded by Councillor Fisher that the following Department Head reports for the month of February 1977, be adopted. Administrator-Clerk's Department Planning Department Treasury Department Legal Department Fire Department Public Works Department Recreation & Transportation Department CARRIED Resolution 38/77 Moved by Councillor Anderson, seconded by Councillor Fisher that the Mayor and Clerk be authorized to petition the Ministry of Transportation and Communications for subsidy for the amount of $969,086.84 for 1976 expenditures. CARRIED - 28 - 6/77 (III) BY-LAWS By-Law Number 562/77 Councillor Matheson, seconded by Councillor Cahill moved for leave to introduce a By-law of the Town of Pickering to authorize the execution of a Site Plan Agreement between the Corporation of the Town of Pickering and Robert Philip Jones with respect to Part Lot 29, Plan 228, Town of Pickering (LD 318/76) and that same be now read a first, second and third time and that the same be now finally passed and thàt the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law Number 563/77 Councillor Anderson, seconded by Councillor Fisher moved for leave to introduce a By-law of the Town of Pickering to establish a Museum Advisory Committee, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law Number 564/77 Councillor Fisher, seconded by Councillor Anderson moved for leave to introduce a By-law of the Town of Pickering to appoint members to the Town of Pickering Museum Advisory Committee, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. By-Law Number 565/77 Councillor Robertson, seconded by Councillor Anderson moved for leave to introduce a By-law of the Town of Pickering to name members to comprise the Plumbers' Licensing Board of the Town of Pickering, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. - 29 - 6/77 (III) BY-LAWS (Continued) By-Law Number 566/77 - Two Readings Only Councillor Kitchen, seconded by Councillor Matheson moved for leave to introduce a By-law of the Town of Pickering to appoint a Community Centres Board to manage and administer certain Community Centres and Athletic Fields within the Community Recreation Centres Act Regulation madè:~ereunder, and that same now be read a first and second time, and the Council go into Committee of the Whole thereon. CARRIED MOTION Moved by Councillor Robertson, seconded by Councillor Cahill that the By-law be tabled in second reading. CARRIED By-Law Number 567/77 Councillor Anderson, seconded by Councillor Fisher moved for leave to introduce a By-law of the Town of Pickering to appoint Valuers of Live Stock and Poultry in the Town of Pickering, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law Number 568/77 Councillor Cahill, seconded by Councillor Matheson moved for leave to introduce a By-law of the Town of Pickering to appoint members to the Town of Pickering Public Library Board, and to repeal By-law Number 362/76, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law Number 569/77 Councillor Robertson, seconded by Councillor Fisher moved for leave to introduce a By-law of the Town of Pickering to amend By-law 266/75 limiting the number of automobile service stations and public garages, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. Councillor Cahill, seconded by Councillor Anderson moved for leave to introduce a By-law of the Town of Pickering to authorize the execution of a Quit Claim Deed between the Corporation of the Town of Pickering and the Metropolitan Toronto and Region Conservation Authority with respect to Part 2, Reference Plan 40R-3430, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-låw read a first, second and third time and finally passed. OTHER BUSINESS Ministry of Tranportation and Communications - Subsidy - Confer Resolution #38/77 Notice of Motion Councillor Kitchen requested that his Notice of Motion relative to Water and Sewer Billing should be dealt with in Council. Presentations for Sports Complex - Architects It was noted that the architects will be making their presentations on March 8th 1977 beginning at 9:00 a.m. It was agreed that the presentations would be open to the news media if the media took an oath of secrecy until after the last presentation. MOTION Moved by Councillor Cahill, seconded by Councillor Kitchen that the press be invited to the presentations of the architects on March 8th 1977 and that they be sworn to secrecy until after the fifth presentation. CARRIED Operation Update - 1090 U.A.W. Ajax & G.R.S. Operators It was noted that the West Shore Community Centre was donated for a dance on March 25th 1977; other organizations are also contributing to this project. The proceeds of the Pickering Panthers' Bingo on March 30th 1977, will be split 50/50 between the minor hockey and the hospital project. On this occasion the jackpot of $1,000.00 must go. Telephone Number - Police It was noted that the reason for the change in the Police telephone number was to allow more flexibility in allotting other numbers. The question was raised whether a three digit emergency number could not be obtained. (IV) 6. 7. 8. (V) - 31 - 6/77 OTHER BUSINESS Sunoco Station - Bay Ridges Plaza It was noted that this service station is vacant at the present time. Sale of Maps - Second Bay Ridges Scout Group The question was raised whether maps of Pickering by the 2nd Bay Ridges Scout group could - be sold-at the counter in the municipal building. The request will be submitted to the Treasurer. Signs - Whites Road and Highway #2 The question was raised whether the signs put up by developers at the intersection of #2 highway and Whites Road have been checked by the By-law Officer. CONFIRMATION BY-LAW By-Law Number 571/77 (VI) Councillor Fisher, seconded by Councillor Anderson moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 7th day of March 1977, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. RE-NAMING OF SHEPPARD AVENUE WEST OF ALTONA ROAD That Sheppard Avenue, west of Altona Road, be re-named Twyn Rivers Drive and that the appropriate action be taken to implement this recommendation. BY-LAW AMENDMENT APPLICATION A 18/76 DRAFT PLAN OF SUBDIVISION l8T-76062 JACK JACOBSEN CONSTRUCTION LIMITED That Draft Plan of Subdivision 18T-76062 by Jack Jacobsen Construction Limited in respect to lands on the south side of Finch Avenue, east of Dixie Road and west of Glendale Drive, be APPROVED, subject to:- a) The development of this plan shall be the subject of an amendment to Restricted Area By-law 3036, as amended, to implement the Official Plan to provide for the following:- The existing "A" (Agricultural zone) be substituted by an appropriate zoning to permit the development of eight single family dwelling lots and should include:- Lots 1 to 5 inclusive - minimum 45 foot lot frontage @ the 20 foot setback line Lots 6 to 8 inclusive - minimum 50 foot lot frontage @ the 20 foot setback line. 55 ft. minimum lot frontage for corner lots Minimum 5,000 sq. ft. lot area per dwelling - .
