Anderson D. Kitchen K. Matheson A. Robertson B. Searle J.P. Myslik Deputy Clerk (I) ADOPTION OF MINUTES Moved by Councillor Kitchen, seconded by Councillor Matheson that the minutes of the meeting of November 15th 1976 be adopted. CARRIED ( II) PRESENTATIONS ;-,Representatives of the Pickering Panthers Hockey Club were in attendance to donate funds secured from their bingos to various hockey organizations. Mr. Don Yarrow of the Pickering Panthers Junior "B" Hockey Club presented the following associations with cheques to the respective amounts: Pickering Hockey Association $4,511.96 Holy Redeemer Hockey Association: 637.73 Pickering Village Minor Hockey Assoc~: 850.31 $6,000.00 The formula for distribution of the funds was the percentage of registration of each organization over the total registration. (III) RESOLUTIONS REPORT OF THE EXECUTIVE COMMITTEE OF NOVEMBER 15th 1976 See Appendix I Resolution 180/76 Moved by Councillor Matheson, seconded by Councillor Robertson that the recommendations contained in the Executive Committee Report of November 15th 1976, be adopted. CARRIED - 140 - 34/76 (III) RESOLUTIONS (Continued) Resolution 181/76 Moved by Councillor Searle, seconded by Councillor Matheson that: 1) By-law 519/76 is in conformity with the Official Plan of the Town of Pickering approved and in force at the time said By-law was passed, namely the 15th day of November 1976; 2) No further Official Plan has been proposed by Council nor approved by the Ministry of Housing since the passing of said By-law 519/76 and which said By-law would not be in conformity, including the District Plan of the Town of Pickering District Planning Area, Region of Durham which was adopted by Council February 17th 1975 and recommended to the Region of Durham for approval. CARRIED Resolution 182/76 Moved by Councillor Anderson, seconded by Councillor Matheson that the following Department Head reports for the month of November 1976 be adopted: Administrator-Clerk Planning Department Treasury Department Legal Department Fire Department Public Works Department Recreation & Transportation Department CARRIED Resolution 183/76 Moved by Councillor Robertson, seconded by Councillor Anderson that the resolution of the Town of Wallaceburg dealing with the Ontario Hydro rate increase not be endorsed and that they be referred to the earlier resolution submitted for the consideration of all municipalities in Ontario by the Association of Municipalities of Ontario, which has been endorsed by the Town of Pickering. CARRIED Resolution 184/76 Moved by Councillor Kitchen, seconded by Councillor Anderson that the Administrator-Clerk be authorized to reduce the Letter of Credit held by the Municipality for the Brock Subdivision from $450,000.00 to $360,000.00, as recommended by the Director of Public Works in his report of November 18th 1976. CARRIED - 141 - 34/76 (III) RESOLUTIONS (Continued) Resolution 185/76 Moved by Councillor Robertson, seconded by Councillor Kitchen that the accounts dated November 30th 1976 in the amount of $1,344,943.87, as presented by the Administrator-Clerk, be approved. CARRIED (IV) BY-LAWS By-Law Number 329/75 - Third Reading The Committee of the Whole arises and reports the By-Law as read~ Councillor Kitchen seconded by Councillor Robertson moved that the report of the Committee of the Whole on By-law Number 329/75 to authorize the construction of a Public Library at an estimated cost of $211,000.00, and moved that the said By-law be now read a ThiItlTime and PASSED, that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED AS AMENDED IN COMMITTEE By-law read a first, second and third time and finally passed. By-Law Number 422/76 - Third Reading The Committee of the Whole arises and reports the By-Law as read. Councillor Robertson, seconded by Councillor Searle moved that the report of the Committee of the Whole on By-law Number 422/76 to authorize the purchase of one Ford Model C915 Diesel Aerial Fire Vehicle for use by the Town of Pickering Fire Department and moved that the said By-law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED AS AMENDED IN COMMITTEE By-law read a first, second and third time and finally passed. By-Law Number 521/76 Councillor Anderson, seconded by Councillor Searle moved for leave to introduce a By-law of the Town of Pickering to appoint a Planning Director (Carlyle W. Warner) and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. - 142 - 34/76 (IV) BY-LAWS (Continued) By-Law Number 522/76 Councillor Kitchen, seconded by Councillor Robertson moved for leave to introduce a By-law of the Town of Pickering to authorize the execution of a Licence Agreement between the Corporation of the Town of Pickering and Charles McArthur Johnston and Maureen Margaret Johnston with respect to Lot 152, Plan M-20 and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law Number 523/76 Councillor Matheson, seconded by Councillor Anderson moved for leave to introduce a By-law of the Town of Pickering to authorize the execution of a Lot Grading Agreement between the Corporation of the Town of Pickering and Donald George Cartier and Mary Jo Cartier with respect to Part Lot 27, Concession 1, Part Block 3, Plan 353 (LD 248/76 and LD 249/76) and that same be now read a first, second and third time and thAt the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law Number 524/76 Councillor Matheson, seconded by Councillor Robertson moved for leave to introduce a By-law of the Town of Pickering to repeal By-law 3938/71 and By-law 4142/72 and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law Number 525/76 Councillor Robertson, seconded by Councillor Kitchen moved for leave to introduce a By-law of the Town of Pickering to repeal By-law 330/75, a by-law authorizing the borrowing of money by way of temporary advances pending the issue and sale of debentures in support of the cost associated with the Bay Ridges Public Library and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. - 143 - 34/76 (IV) BY-LAWS (Continued) By-Law Number 526/76 Councillor Anderson, seconded by Councillor Kitchen moved for leave to introduce a By-law of the Town of Pickering to establish certain benefits for those employees of the Town of Pickering not covered by the Union Agreement and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law Number 52J/76 Councillor Robertson, seconded by Councillor Kitchen moved for leave to introduce a By-law of the Town of Pickering to authorize the execution of a Site Plan Agreement between the Corporation of the Town of Pickering and Sheridan Chevrolet Oldsmobile Limited with respect to part of Lot 18, Concession 1, (Gazarek) and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law Number 52:8/76 Councillor Searle, seconded by Councillor Anderson moved for leave to introduce a By-law of the Town of Pickering t9 authorize the execution of an Agreement of Purchase and Sale between the Corporation of the Town of Pickering and Jacqueline Elizabeth Shaw with respect to Lot 6, Plan 818 and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. (V) OTHER BUSINESS 1. Polling Stations There was anço.pi!iian expressed that some of the polling stations were in inappropriate locations. There was some concern relative to the distance and the location. 2. Bay Ridges Community Centre - Opening The Official Opening of the Bay Ridges Community Centre will take place on Saturday, December 11th 1976 from 2 . ,00 p. m ~ to 4. 0 0 p. m . - 144 - 34/76 (v) 3. OTHER BUSINESS (Continued) Public Library - Bay Ridges - Official Opening The Official Opening of the Bay Ridges Public Library will take place in 1977, but the Library is to be open for business on December 14th 1976. 4. Response time - Ambulance and Police Councillor Robertson wanted to clarify the record relative to the response time of the ambulance and the police on the occasion of an accident in the Bay Ridges area. The ambulance response time was six minutes. The police response time was twenty-seven minutes. The longer response time for the police was because of other obligations by the police at the same time. 5. Date of Election A change of date for municipal elections was recommended for future. It was indicated that the Association. of Municipalities of Ontario has been discussing this matter for some time already. 6. Congratulations The Mayor congratulated the members of Council who were successful in the recent elections, ande~s hope for a successful operation of Council for the next two years. (VI) CONFIRMATION BY-LAW By-Law Number 529/76 Councillor Searle, seconded by Councillor Robertson moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting on Tuesday, December 7th 1976, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. held CARRIED By-law read a first, second and third time and finally passed. That the Administrator-Clerk be authorized to proceed with improvements to the old section of the Eastshore Community Centre and Library to the amount of $5,185.00, as recommended in Items # 2 - 28 in the letter of Mr. T.W.
