HomeMy WebLinkAboutOctober 20, 1976 1. BY-LAW - 126 - 31/76 COUNCIL MEETING A Special Meeting of the Pickering Town Council was held on WEDNESDAY, OCTOBER 20TH 1976 at 6:00 P.M. PRESENT: Mayor G. Ashe Councillors J. Anderson D. Kitchen K. Matheson A. Robertson B. Searle K. Spratley N.C. Marshall - Administrator-Clerk The purpose of the meeting was to consider an amend- ment to the Town anti-noise By-law Number 3821/70 which would permit Council to declare an emergency, thus grant relief from the provisions of the anti- noise By-law where conditions warranted it. The previous night the Claremont Co-op had been forced to close down its corn drying operation by the police department as they were violating the anti-noise By-law in operating beyond 6:00 p.m. in the evening. A complaint evidently had been lodged by abutting property owners. A call had been received from the Minister of Agriculture and Food by the Mayor, outlining the grave situation which faced the farmers in Ontario in harvesting their corn crop in view of the unusually wet year which had been experienced and the exceptionally high moisture content present in the corn crop. Many farmers would suffer significant financial loss, if they were not able to avail themselves of the corn drying facilities presently available, including that operated by the Co-op. By-Law Number 497/76 Councillor Robertson, seconded by Councillor Matheson moved for leave to introduce a By-law of the Town of Pickering to amend By-law 3821/70 respecting the operation of noisy machinery and noises, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. - 127 - 31/76 2. RESOLUTIONS Resolution 166/76 Moved by Councillor Kitchen, seconded by Councillor Searle that pursuant to the provisions of section 6 (b) of By-law 3821/70, as amended, the operation by United Co-operatives of Ontario of corn drying facility composedof one corn dryer located in Lot 18, Concession 9, on the south side of Hoxton Street in the Hamlet of Claremont, is hereby declared an emergency for the purposes of section 6 (a) thereof, but the relief granted under this resolution shall not extent beyond December 15th 1976 nor will the corn drying facility be operated between the hours of 12:00 a.m. and 6:00 a.m. of any day.
