Ashe Councillors J. Anderson D. Kitchen K. Matheson A. Robertson B. Searle K. Spratley N.C. Marshall J.P. Myslik Administrator-Clerk Deputy Clerk (I) ADOPTION OF MINUTES Moved by Councillor Robertson, seconded by Councillor Matheson that the minutes of the meeting of August 3rd, 1976 be adopted. CARRIED (II) PRESENTATIONS Certificates of Appreciation were presented by Mayor Ashe to the following members of the Pickering- Ajax Rescue Unit: Mr. John Hanbidge Mr. Keith Warner MOTION Moved by Councillor Robertson, seconded by Councillor Spratley that Council adjourn to Executive Committee Meeting at the hour of 8:15 p.m. CARRIED Council reconvened at 9:55 p.m. (III) RESOLUTIONS REPORT OF THE EXECUTIVE COMMITTEE OF AUGUST 3rd 1976 See Appendix I Resolution 124/76 Moved by Councillor Anderson, seconded by Councillor Kitchen that the recommendations contained in the Executive Committee Report (Closed Session) of August 3rd 1976 be adopted. CARRIED Resolution 125/76 REPORT OF THE EXECUTIVE COMMITTEE OF AUGUST 16th 1976 See Appendix II Moved by Councillor Searle, seconded by Councillor Matheson that the recommendations contained in the Executive Committee Report of August 16th 1976 Item # 1, #3 - #6, #8, #9 and #11 - #13 be adopted. CARRIED -~~-- - 93 - 22/76 (III) RESOLUTIONS (Continued) Resolution 126/76 Moved by Councillor Searle, seconded by Councillor Matheson that Item 2a & 2bofthe Executive Committee Report of August 16th 1976 be adopted. CARRIED Resolution 127/76 Moved by Councillor Searle, seconded by Councillor Matheson that Item # 7 of the Executive Committee Report of August 16th 1976 be adopted. CARRIED Recorded Vote Yea: Nay: Messrs. Ashe, Anderson, Spratley and Searle Messrs. Kitchen, Matheson, Robertson Resolution 128/76 Moved by Councillor Searle, seconded by Councillor Matheson that Item # 10 of the Executive Committee Report of August 16th 1976 be adopted. CARRIED Recorded Vote Yea: Nay: Messrs. Ashe, Anderson, Robertson, Spratley, Searle Messrs. Kitchen, Matheson. Resolution 129/76 Moved by Councillor Matheson, seconded by Councillor Anderson that the Mayor be authorized to declare September 8th 1976 as "International Literacy Day" in the Town of Pickering. LOST (IV) BY-LAWS By-Law Number 454/76 Councillor Anderson, seconded by Councillor Searle moved for leave to introduce a By-law of the Town of Pickering to authorize the execution of a Site Plan Agreement between Walter Grieve Limited and the Corporation of the Town of Pickering with respect to the development of an automotive centre, Part Lot 19, Concession 1. (north-west corner of Brock and Bayly), and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. Recorded Vote Yea: Messrs. Ashe, Anderson, Kitchen, Matheson, Spratley, Searle. Nay: Councillor Robertson. - 94 - 22/76 (IV) BY-LAWS (Continued) By-Law Number 455/76 Councillor Searle, seconded by Councillor Anderson moved for leave to introduce a By-law of the Town of Pickering to authorize the execution of a Site Plan Agreement between High City Holdings Limited and the Corporation of the Town of Pickering with respect to a Townhouse Development on Eyer Drive and Oklahoma Drive and to repeal By-law #452/76, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-law Number 456/76 Councillor Spratley, seconded by Councillor Anderson moved for leave to introduce a By-law of the Town of Pickering to authorize the execution of a Development Agreement between Sophie Sarvanis and the Corporation of the Town of Pickering with respect to certain conditions to be fulfilled relative to an amendment to the Minister's Zoning Order - M18/75, Part Lot 33, Concession 2, and that the same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law Number 457/76 Councillor Robertson, seconded by Councillor Spratley moved for leave to introduce a By-law of the Town of Pickering to authorize the execution of an Offer to Purchase between the Corporation of the Town of Pickering and Reed Lumber Company Limited, Plan 40R-3158, Parts 2 and 3, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. Recorded Vote Yea: Messrs. Ashe, Anderson, Matheson, Robertson, Spratley and Searle. Councillor Kitchen. Nay: - 95 - 22/76 (V) 1. OTHER BUSINESS Equalized Assessment Councillor Kitchen indicated that he was unhappy with the Assessment Equalization Factor. It was pointed out that the Municipality had appeal1ed this factor to the O.M.B. previously and that the factor had been modified to the benefit of the Municipality. (VI) CONFIRMATION BY-LAW By-Law Number 458/76 Councillor Kitchen seconded by Councillor Anderson moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Town of Pickering at its meeting held on the 16th day of August 1976, and that same be now read a first, second and third time and that same be now finally passed and that the Mayor and Clerk sign the same and passed and that the Seal of the Corporation be thereto affixed.
