Ashe Councillors J. Anderson D. Kitchen K. Mathesen. A. Robertson B. Searle K. Spratley N.C. Marshal1- J.P. Myslik Administrator-Clerk Deputy Clerk (I) ADOPTION OF MINUTES MOVED by Councillor Robertson, seconded by Councillor Matheson that the minutes of the meeting of December 15th 1975 be adopted. CARRIED (II) RESOEUTIONS - REPORT OF THE EXECUTIVE COMMITTEE OF DECEMBER 29th 1975 See Appendix 1 Resolution 1/76 MOVED by Councillor Spratley, seconded by Councillor Robertson that the recommendations of the Executive Committee Report of December 29th 1975 be adopted. CARRIED Resolution 2/76 MOVED by Councillor Robertson, seconded by Councillor Spratley that the following Department Head Reports for the month of December 1975 be adopted: Administrator-Clerk's Department Planning Department Treasury Department Legal Department Fire Department Public Works Department Recreation & Transportation Department CARRIED It was noted relative to the problem of frozen waterpipes in new houses, mentioned in the report of the Director of Public Works that there should be sufficient inspectors available to ensure that proper building standards are maintained. It was requested that the duties and moral and legal responsibilities of building and plumbing inspectors be outlined for the information of Council. It was furthermore suggested that a copy of the Building Code be available to the Mayor and Councillors. Mention was also made of the Dia1-A-Bus ridership which exceeded 2,000 on December 15,1975 and of the bus service provided from Uxbridge to the Go Transit station in Pickering. - 2 - 1/76 (II) RESOLUTIONS (Continued) Resølution 3/76 MOVED by Councillor Kitchen, seconded by Councillor Anderson that: (1) By-law 324/75 is in conformity with the Official Plan of the Town of Pickering approved and in force at the time said By-law was passed, namely the 1st day of December 1975; (2) No further Official Plan has been proposed by Council nor approved by the Ministry of Housing since the passing of said By-law 324/75 and which said By-law would not be in comformity, including the District Plan of the Town of Pickering District Planning Area, Region of Durham which was adopted by Council February 17th 1975 and recommended to the Region of Durham for approval. CARRIED (III) BY-LAWS By-Law Number 339/76 Councillor Anderson, seconded by Councillor Spratley moved for leave to introduce a By-law of the Town of Pickering to authorize the execution of an agreement between the Ministry of Housing and the Town of Pickering (Block Y, Plan M-16 Northdown Arcadia and Block J Plan M-998 Menkes Developments) and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law NUmber 340/76 Councillor Searle, seconded by Councillor Spratley moved for leave to introduce a By-law of the Town of Pickering to authorize the borrowing of $1,500,000.00 to meet, únti1 taxes are collected, the current expenditures of the Municipality for the year 1976, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. (IV) OTHER BUSINESS 1. It was noted by the Mayor that a Christmas greeting from the bank Manager past-marked December 24,1975 was received on January 5, 1976 - 3 - 1/76 (V) CONFIRMATION BY-LAW # 341/76 Councillor Matheson, seconded by Councillor Anderson moves for leave to introduce a By-law of the Town of pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the Firth day of January 1976, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. REPORT OF THE EXECUTIVE COMMITTEE OF DECEMBER 29TH 1975 ... 1. ,r , 2. 3. 4. 5. . " INSTALLATION OF SEWER LINE FOR SANDY BEACH ROAD CLUBHOUSE That the Region of Durham be requested to accept the quotation of Ange11otti Contracting Limited in the amount of $12,400.00 for the necessary work to connect the Sandy Beach Road Clubhouse to the existing sanitary sewer on Sandy Beach Road and that the Town confirm its agreement to assuming the entire cost of this contract in the amount of $12,400.00. P.A.R.U. That the Annual Report of the P.A.R.U. Organization be received and that Council extend to the Commodore and members of the P.A.R.U. Organization their sincere appreciation for the unselfish efforts of the Group in providing a very worthwhile rescue service to the boaters of the area. CIVIC RECOGNITION COMMITTEE That Civic Recognition Rings be awarded to the following outstanding citizens of the Town of Pickering: Mr. Robert Miller Mr. Alfred "Scotty" Ramage Mrs. Doris Boyd ONTARIO COUNTY SOIL AND CROP IMPROVEMENT ASSOCIATION That the report of the Ontario County Soil and Crop Improvement Association enclosed with Mr. Ivan Bell's letter of December 17th 1975, be received and that provision be made in the 1976 budget for a grant of $40.00 to this association. ACCOUNTS FOR APPROVAL That the accounts to the amount of $670,133.12, dated December 15th 1975, as presented by the Administrator- Clerk be approved. \~ '" 3
