RESOLUTIONS (Continued)
Item #4 - Bay Ridges Plaxa Area,
Fairport Community Secondary Plan.
It was suggested that the Bay Ridges Area should not be fragmented
but that a study be made of the total area. It was, however,
noted that this is only a study and that it will consider the
impact on the rest of the Bay Ridges Area. Furthermore the
conclusions and recommendations of the study can be rejected
by Council. 'Finally it was also noted that the study will
not cost the taxpayers any money.

Town Works Centre in the amount of $6,675.57 be accepted, as
recommended by the Director of Public Works in his report of
December 11th 1975.

that:
By-law Number 307/75 is in conformity with the Official Plan
of the Town of Pickering approved and in force at the time said
By-law was passed, namely the 20th day of October 1975;
(2 )
No further Official Plan has been proposed by Council nor
approved by the Ministry of Housing since the passing of
said By-law 307/75 and which said By-law would not be in
conformity, including the District Plan of the Town of Pickering
District Planning Area, Region of Durham which was adopted by
Council February 17th 1975 and recommended to the Region of
Durham for approval.

authorize the execution of an Agreement between the Corporation
of the Town of Pickering and the IBI Group (Housing Policy Study)
and that same be now read a first, second and third time, and
that the same be now finally passed and that the Mayor and Clerk
sign the same and that the Seal of the Corporation be thereto
affixed.

authorize the construction of a Public Library at an estimated
cost of $2ll,OOO.OO,;and that same now be read a first and
second time, and that Council go into Committee of the Whole
thereon.

for leave to introduce a By-law of the Town of Pickering to
authorize the borrowing of money by way of temporary advances

Councillor Spratley, seconded by Councillor Anderson moves
for leave to introduce a By-law of the Town of pickering to
amend By-law Number 72/74 respecting the licencing and
registration of dogs, and that same now be read a first and
second time, and that Council go into Committee of the Whole
thereon.
In the Committee of the Whole debate several amendments were
proposed.

It was noted that the schedule of fees would make the
Town of Pickering uniform with the Towns of Whitby and
Ajax for this year. It was furthermore suggested that
the Animal Control Committee in conjunction with the
Humane Society bring forth a specific policy for a
neutering clinic.

second and third time, and that the same be now finally passed
and that the Mayor and Clerk sign the same and that the Seal

Councillor Searle, seconded by Councillor Matheson moves
for leave to introduce a By-law of the Town of Pickering
to authorize the execution of an Indemnification Agreement
between the Corporation and Bramalea Consolidated Developments
Limited with respect to the pipe crossing on C.N.R. lands
necessitated by the Amberlea Subdivision, and that same be now
read a first, second and third time, and that the same be
now finally passed and that the Mayor and Clerk sign the same
and that the Seal of the Corpo~ation be thereto affixed.

The Mayor brought to the attention of the public the new
carpet on the floor and the stairs of the Council Chambers.
The question was raised whether there would be any more
council meetingsin the year 1975. It was noted that
Monday, December 22nd would regularly be an Executive
Committee Meeting; however this was left open pending
sufficient amount of material for discussion.
Councillor Kitchen submitted a letter dated October 16th
written by Mr. H. Barnard, relative to traffic signals
at Glenview and Fieldlight. This letter will be referred
to the Director of Public Works for comment.
It was noted that traffic signals are being installed at
Glenanna Road and highway #2 to facilitate traffic to
and from Sheridan Mall.
The Town of Pickering staff dance was held on December 13th 1975.
There was a very good turn-out.
A report was received from Mr. K.Rawsen- of Bell Canada
indicating that the Glendale Subdivision will have telephones
by Christmas and that the Amberlea and Sprucehill Heights
Subdivisions should have telephone service by mid-April.
The highrise on Radom Street has already been serviced by
the telephone company and the rest of the Town is receiving
service on demand.

for leave to introduce a By-law of the Town of Pickering to
confirm the proceedings of the of the Council of the Corporation
of the Town of Pickering at its meeting held on the 15th däy
of December 1975, and that same now be read a first, second and
third time and PASSED, and that the Mayor and Clerk sign the
same, and the Seal of the Corporation be affixed thereto.

THE METROPOLITAN TORONTO & REGION CONSERVATION AUTHORITY
RECOMMENDED PLAN FOR NORTH PICKERING
That the report of the Metropolitan Toronto and Region
Conservation Authority dated October 19th 1975, dealing
with the North Pickering Project Recommended Plan be
received and that it be recommended to the Board of the
North Pickering Project that the Director of Recreation
and Transportation be involved in the planning and
development of any Regional park under the Board's
direction, which is within the Town of Pickering.
TOWN WORKS CENTRE
That the report of the Director of Public Works dated
November 27th 1975 with respect to the installation of
an additional gas tank at the Town Works Centre at a
cost of $12,779.37 be approved.
REGIONAL MUNICIPALITY OF DURHAM
WATER AND SEWER CONNECTION CHARGES
That the Region of Durham Policy with respect to the extension
of payment terms for Regional water and sewer connection
charges, as outlined in their letter of November 18th 1975
to the Clerk, be approved.
TENDER - ONE TON TRUCK - RECREATION DEPARTMENT
That the tender of MacDonald Ford Sales Limited for the
supply of one I-Ton Truck in the amount of $10,676.89
accepted, as recommended by the Town Buyer in his report
dated December 5th 1975.
REGIONAL MUNICIPALITY OF DURHAM-
DEVELOPMENT CHARGE LEVIES
That the report of the Town Solicitor dated December 4th 1975
dealing with Lot Levy Fees be approved.
6.
ACCOUNTS
That the Accounts submitted by the Administrator-Clerk
dated November 28th 1975, to the amount of $642,514.20
be approved.
7.
T.W. BEDDALL AGREEMENT - BAY RIDGES LIBRARY
That the Mayor and Clerk be authorized to sign an agreement
between the Corporation and Mr. T.W. Beddall covering his
services as an Architect for the Library contemplated for
the Bay Ridges Community Centre.
8.
NEGOTIATING TEAM
That the Mayor and Councillor Anderson and the Administrator-Clerk
