CARRIED .1W RESOLUTIONS Resolution 133/75 MOVED by Councillor Kitchen, seconded by Counci11o~ Anderson that the following Department Head Reports for the month of August 1975 be adopted: Administrator-Clerk's Department Planning Department Treasury Department By-law Department Fire Departm~nt Public ~orks Department Recreation and Transportation Departmen~ CARRIED' Resolation 134/75 MOVED by Councillor Robertson, seconded by Councillor Anderson tha t : WHEREAS the Town Negotiating Team and the Town of Pickering Professional Firefighters' Association have reached an agreement on salaries for the year 1975; and WHEREAS the Association Membership has ratified this ag~.ement. BE IT THEREFORE RECOM!1.ENDED TO COUNCIL that the Aqr._en~ reached with the Firefighters on August 19th 1975 be confirmed and that effective January 1st 1975, the following rates of pay apply: 1st Class Firefighter Dispatchers: a) 1st si~ months b) six months and thereafter $15,250.00 60' of First Class Pirefiqhter 65' of First Class Pirefiqhter CARRIED (II) RESOLUTIONS (CONT.) - 105 - 21/75 Resolution 135/75 MOVED by Councillor Spratley, seconded by Councillor Robertson that the Administrator-Clerk be instructed to obtain a written legal opinion on the TOwns legal rights in respect to the relocation of the C.P.R. line that presently runs through the Airport site. CARRIED (III) BY- LAtiS By-law Number 281/75 Councillor Robertson, seconded by Councillor Spratley moves for leave to introduce a By-law of the TOwn of Pickering to authorize the execution of a Site Plan Agreement between the Corporation of the TOwn of Pickering and North Keele Investments Limited, J.D.S. Investments Limited, "1albi Holding Company Limited and Janbi Holding Company Limited with respect to Blocks AD and AE, Plan M-'" and that the same be now read a first, second and third time, and that the same be now finally passed and that the l-layor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-law Number 282/75 (Two Readings) Councillor Kitchen, seconded by Councillor Robertson moved for leave to introduce a By-law of the TOwn of Pickering to authorize the borrowing of money by way of temporary advances pending the issue and sale of deben~.. and pending receipt of grants and contributions with respect to the construction of a Community Centre in the Bay Ridges Area and Repeal By-law 257/75, and that same now be read a first and second time, and that Council go into Committee of the ~fuole thereon. CARRIED. B¥-law Number 283/75 Councillor Matheson, seconded by Councillor Kitchen moved for leave to introduce a By-law of the TOwn of Pickering to authorize the execution of an Easement Agreement between the Corporation of the TOwn of Pickering and The Regional Municipality of Durham, Block O. Plan M-12, for the purposes of servicing a sanitary sewer. and that same be now read a first, second and third time. and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corpora~ion be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. - 106 - 21/75 (III) BY-LAWS (Continued) By-law Number 284/75 Councillor Matheson, seconded by Councillor Searle moved for leave to introduce a By-law of the Town of Pickering to authorize the execution of a Lease Agreement bet~een the Corporation of the Town of Pickering and Randolph Martin on Part of Block 0, Plan M-12 (Krosno-Balaton) and that same be now read a first, second and third time, and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRI ED By-law read a first, second and third time and finally passed. By-law Number 285/75 Councillor Searle, seconded by Councillor Kitchen moved for leave to introduce a By-law of the Town of Pickering to authorize the execution of a Lease Agreement between the Corporation of the Town of Pickering and Thomas Clements on Part of Block 0, Plan M-12 (Krosno-Ba1aton) and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-law Number 286/75 Councillor Searle, seconded by Councillor Robertson moved for leave to introduce a By-law of the Town of Pickering to authorize the execution of a Lease Agreement between the Corporation of ths Town of Pickering and George William Belbin on Part of Block 0, Plan M-12 (Krosno-Balaton), and that same be now read a first, second and third time, and that the same be now finally passed and that the Mayor and Clerk sign the same and that ~1e Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-law Number 287/75 Councillor Spratley, seconded by Councillor Robertson moved for leave to introduce a By-law of the Town of Pickering to authorize the execution of a Lease Agreement between the Corporation of the Town of Pickering and Robert william Youngberg on Part of Block 0, Plan M-12 (Krosno-Balaton), and that same be now read a first, second and third time, and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. - 107 - 21/75 (III) BY-LA1I1JS (Continued) By-law Number 288/75 Councillor Searle, seconded by Councillor Robertson moved for leave to introduce a By-law of the Town of Pickering to redefine wards within the Town of Pickering and that the same be now read a first, second and third time, and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. Recorded Vote: Yea: Nay: Messrs. Ashe, Kitchen, Matheson, Robertson, Searle Messrs. Anderson and Spratley. By-law Number 289/75 Councillor Anderson, seconded by Councillor Kitchen moved for leave to introduce a By-law of the Town of Pickering to amend By-law Number 151/75 with respect to the Committee of Adjustment Members (Mileage Allowance) and that same now be read a first and second time and that Council go into Committee of the 1'1hole thereon. MOTION MOVED by Councillor Matheson, seconded by Councillor Spratley that the change of ~aleage Allowance for Committee of Adjustment Members would be effective from July 1st 1975. CARRIED The Committee of the Whole arises and reports the By-law as read. Councillor Anderson seconded by Councillor Kitchen moves that the report of the Committee of the tlhole on By-law Number 289/75 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and that the Seal of the Corporation be affixed thereto. CARRIED By-law Number 290/75 Councillor Anderson, seconded by Councillor Kitchen moved for leave to introduce a By-law of the Town of Pickering to allow a uniform credit in respect to real property taxes to certain elderly residents and to further amend By-law Number 185/75, and that same be now read a first, second and third time, and that the same be now finally passed and that the ~~yor and Clerk sign the same and. that the Seal of the Corporation be thereto affixed. (V) - 108 - 21/75 OTHER BUSINESS Several residents of the Pickering Developments Subdivision Plans M-997 and M-998, have expressed concern relative to their property assessment. The Administrator-Clerk has contacted Mr. Parnell of the Assessment Department. A meeting will be set up in the Council Chambers for all interested residents. Councillor Spratley discussed the proposed C.P. Railway relocation around the Airport Site. He said that he would like to have a legal opinion on the matter in view of the new Railways Act. Councillor Robertson concurred that the Municipality should maintain its rights in this matter. Resol ution See 1135/75 above. A letter dated August 19th 1975 was received from Mr. Don Eyes expressing his appreciation for the manner in which the Fire Department controlled and contained a fire on his property. The Mayor announced that the Minister of Housing sent a cheque for $5,375.00 to the tmnicipa1ity. This is a 25% advance payment towards the Housing Study grant. A letter was received from Mr. T. Bain of 808 Modlin Avenue expressing his praise and appreciation for the Arts Awakening '75 Program sponsored by the Department of Recreation and Transportation during the Summer. Relative to the demolition of buildings on Rodd Avenue, Mr. Russ Holder has approached the Municipality with the proposal of relocating one of the houses which the Metropolitan Toronto and Region Conservation Authority wanted demolished. This matter is to be discussed at the Executive COm:nittee Meeting of September 8th 1975. COuncillor Spratley annouced that there is to be a mee~lÐ9 of the Liaison Committee of the Ontario Humane Society on Monday, September 8th 1975 at 9.30 a.m. CONFIRMATION BY-LAW By-Law Number 291/75 (VI) COuncillor Anderson, secondeð by Councillor Searle moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meetings held on the 25th day of August 1975 and the 2nd day of Septe.:"'.ber 1975, and that same ne now read a first, second and third time, and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the COrporation be thereto affixed.
