HomeMy WebLinkAboutApril 7, 1975 (1) - 36 - 8/75 COUNCIL MEETING A meeting of the Pickering Town Council was held on Monday, the SEVENTF day of APRIL 1975 at 8:00 P.M. Present: Mayor G. Ashe Councillors - J. D. K. A. Bo K. Anderson Kitchen Matheson Robertson Searle Spratley Manager Clerk L.F. Berryman N.C. Marshall ADOPTION OF MINUTES (11) 1. 2. MOVED by Councillor Spratley, seconded by Councillor Robertson that the minutes of the meeting of March 17th 1975, be adopted. CARRIED DELEGATIONS MOVED by Councillor Robertson, seconded by Councillor Spratley that Mr. Mahood be heard, Mr. Mahood appeared before Council in support of his application for a licence to oper~te a limousine. The present taxicab by-law only provides one taxi or limousine licence per owner. MOVED by Councillor Robertson, seconded by Councillor Anderson that this subject be deferred to the Executive Committee meeting of April 28th 1975, and that the Manager prepare a report for consideration of the committee prior to this date. MOVED by Councillor Kitchen, seconded by Councillor Robertson that Mr. Jack Dobbin, President of the East Woodlands Community Centre be heard. Mr. Dobbin made reference to a letter he had sent to Mr. Bass dated March 24,1975, outlining the operation of the Community Centre and his request that this letter be distributed to members of Council. He emphasized that the Community Centre required the revenue from the Flea Market and the Carnival which were scheduled tô use the Community Centre facilities. Revenue from these two items totaled approximately $2,600.00 last year and these monies were used towards improving and maintaining the facility. He suggested that last year there were approximately 100 to 135 tables at the Flea Market, but with the anticipated competition from a similar operation at Sheridan Mall it was anticipated that tris years Flea Market would be somewhat smaller, and thus would not generate the same traffic problems which appear to be the concern of Council. / - 37 -. 8/75 (Ill) REPORTS Ontario Humane Society Report for the Month of ~ebruary 1975, with comparifJon figures for February 1974. Kerton Printing Limited in the amount of $3,294.00 for the printing of 500 copies of the District Plan be accepted. CARRIED Resolution 45/75 MOVED by Councillor Kitchen, seconded by Councillor Searle that the Kinsmen Clubs of Oshawa and Bay Ridges be granted permission to sell tickets under Provincial Lottery Licence Number 171232 CARRIED Resoluiton 46/75 MOVED by Councillor Anderson, seconded by Councillor Spratley that the request of the Federal Government for the Municipality-to close certain cemeteries be deferred for future consideration and that the Federal Government be so advised. CARRIED - 39 - 8/75 (IV) RESOLUTIONS Resolution 47/75 MOVED by Councillor Robertson, seconded by Councillor Spratley that~ (1) (2) By-law Number 186/75 is in conformity with the Official Plan of the Town of Pickering approved and in force at the time said By-l~w was passed, namely the 3rd day of March 1975. No further Official Plan has been proposed by Council nor approved by the Ministry of Housing since the passing of said By-law Number 186/75 and which said By-law would not be in conformity, including the District Plan of the Town of Pickering District Planning Area, Region of Durham which was adopted by Council February 17th 1975 and recommended to the Region of Durham for approval. CARRIED Resolution 48/75 MOVED by Councillor Robertson! seconded by Councillor Kitchen that: (1) (2) By-law Number 187/75 is in conformity with the Official Plan of the Town of Pickering approved and in force at the time said By-law was passed, namely the 3rd day of March 1975. Buckle Equipment Limited for the supply of one (1) only 36 h.p. Tractor in the amount of $6,317.28 be accepted. CARRIED (V) BY-LAtrlS By-law Number 193/75 Councillor Searle, seconded by Councillor Matheson moved for leave to introduce a By-law of the Town of Pickering to licence, regulate and govern Hawkers and Pedlars and to repeal By-law Number 3239, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-law Number 194/75 Councillor Spratley, seconded by Councillor Robertson moved for leave to introduce a By-law of the Town of Pickering to amend the provisions of By-law Number 193/75 being a by-law to licence, regulate and govern Hawkers and Pedlars and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. By-law Number 195/75 Councillor Anderson, seconded by Councillor Robertson moved for leave to introduce a By-law of the Town of Pickering for the regulation of traffic under the jurisdiction of the Town of Pickering, and that the same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. - 41 - 8/75 (V) BY-L1\WS By-law Number 196/75 Councillor Matheson! seconded by Councillor Anderson moved for leave to introduce a By-law of the Town of Pickering to regulate the construction of culverts upon highways under the jurisdiction of the Town of Pickering and to repeal To\Amship of Pickering By-'law Number 3677/69 and that same be now read a first, second and third time and that the same be now finally passed and that the ~ayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read ~ first, second and third time and finally passed. By-'law Number 197/75 Councillor Searle; seconded by Councillor T\~atheson moved for leave to introduce a By-law of the Town of Pickering to establish a Civic Recognition Committee, and that same be now read a first, second and third time and that the sam~ be now finally passed and that the Mayor and Clerk sign thÐ same and that the Seal of the Corporation be thereto affixed. By-law Number 199/75 Councillor Spratley, seconded by Councillor Kitchen moved for leave to introduce a By.-law of the Town of Pickering to authorize the execution of an Agreement between the Corporation of the Town of Pickering and Erich Otto Reprich with respect to well on property, and that the same be now read a first, second' and third time and that the same be now fine1ly passod and that 'the Mayor and Clerk s~9n the hame anð thät the Seal of the Corporation be thereto affixed. (V) - 42 - 8/75 BY-LAWS By-Law Number 200/75 Councillor Anderson, seconded by Councillor Matheson moved for leave to introduce a By-law of the Town of Pickering to dedicate certain lands as public highway pursuant to 5.443 of the Municipal Act, R.S.O. 1970 (Radom Street) and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law Number 201/75 Councillor Kitchen, seconded by C~unci1lor Anderson moved for leave to introduce a By-law of the Town of Pickering to amend restricted area By-law By-law 2511 to provide for retailing as an accessory use in specific locations within the Industriallæea, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. By-Law Number 202/75 (Vl) Councillor Robertson seconded by Councillor Anderson moved for leave to introduce a By-law of the Town of Pickering to give names to the various streets within the Town, and that the same be now read a first, second and third time and that the same be no~ finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. OTHER BUSINESS 1. 2. 3. Mr. Searle read for the benefit of the Council a letter of thanks received from Mr. Derek Lapper, Chairman of the 1st Westshore Scout and Cub Group Committee, for the Council donation in support of the boys going to the World Jamboree in Norway. Councillor Kitchen asked that a draft resolution be prepared for consideration at the next executive committee meeting, seeking a private wembers bill similar to that requested by the Borough of Etobicoke authorizing the Municipality to pass by-laws assuming the expense of the removal of snow from the sidewalks of certain classes of people, primarily Senior Citizens. Councillor Kitchen requested that the question of the use of the Don B~er Arena by the ~est Rouge Hockey Association be considered at the nex~ Executive C~~mittee meeting. - 43 - 8/75 (VI) OTHER BUSINESS (Continued) ;} . Councillor Anderson informed the Council of the change in date of the meeting being held at Claremont with the Federal Government concerDing the Airport which had been changed to April 17, 1975. 5. Mayor Ashe informed the Council that he had been invited to attend an A.r.~.O. Seminar in 'roronto on April 25th and 26th 1975, dealing with the decision making process in local government. HE.~ intended to charge the expenses of this seminar to his budget allowance for such events. Date~ Appendix 1 REPORT OF THE EXECUTIVE COMMITTEE OF MARCH 24th 1975 The Executive Committee presents its Report and respectfully reports and recommends as follows: 1. RECOMMENDATIONS - (For Council Approval) SALVATION ARMY 2. That the Salvation Army be granted permission to canvass for funds in the Town of Pickering in aid of their annual Red Shield Appeal during the evening of May 5th 1975. PALM DRIVE DEVELOPMENTS - BAYLY STREET & BROCK ROAD That Motion t 85/75 dealing with the one foot reserve on property owned by Palm Drive Developments be rescinded. 3. DICKIE DEE ICE CREAM OPERATION That By-law Number 4384/73 be amended to permit Dickie Dee Ice Cream (Canada) Limited to sell ice cream and cream cones in the Town of Pickering on all roads governed by a 30 mile per hour or less speed limit. 4. CIVIC RECOGNITION That the By-law be re-drafted to read "at least one citizen member will be a representative of the news media, but said member does not necessarily have to be a resident of the Munic1palityw. 5. ONTARIO COUNTY FARM SAFETY COUNCIL That a grant in- the amount of $~5.00 be paid to the Ontario County Farm Safety Council. 6. ATKA COMMUNITY CENTRE That the Federal Government be advised that the Town of Pickering will no longer require the use of the Atha Community Centre after June 30th 1975, as recommended by the Director of Recreation and Trans- portation in his report to the Manager dated March 14th 1975. 7. BY-LAWS - CULVERTS 8. That a By-law be prepared regulating the construction of culverts upon highways under the jurisdiction of the Town of Pickering and that the fee for a standard culvert be increased to $175.00, as recommended by the Director of Public Works in his report to the Manager dated March 17th 1975. BAYVIEW AVENUE - STREET LIGHTING That the Director of Public Works investigate the residential roads in Frenchman's Bay area that do not have lights and report on cost of installing same. 9. TAX WRITE-OFFS That the taxes amounting to $2,165.07 contained in the Treasurer's report to the Manager dated March 20th 1975, be written off as uncollectable.
