APPEAL OF THE REGIONAL MUNICIPALITY OF DURHAM'S PLANNING DEPARTMENT AGAINST DECISION OF LAND DIVISION COMMITTEE - - That the Region of Durham be a~~ that the Town of Pickering recommends that the appeal of the Region against the decision on LD 211/74 with respect to Part of Lot 3, Registered Plan 282 - Anders C. Anderson - be withdrawn. WEST SHORE ASSOCIATION - ACQUISITION OF LANDS That the proposal as made to Council by the West Shore Association for the transfer of lands on the West side of Frenchman's Bay to M.T.R.C.A., as indicated on the map of Frenchman's Bay, Second Stage, 1977-1982, issued by M.T.R.C.A. dated June 18th 1974, be accepted subject to the conditions spelled out in the letter from the West Shore Association of September 2nd 1974 to the Mayor and the re-negotiating of the existing lease on Dunmoore Park and the terms yet to be negotiated on the lands at the North of the Bay, specifically that the marshlands at the North end of the Bay be preserved in their natural state. PICKERING FIGURE SKATING CLUB That the request of the Pickering Figure Skating Club to incorporate the name of Pickering in their Provincial Charter be granted. SURVEY OF WELLS - BAYVIEW STREET AREA - FRENCHMAN'S BAY That the results of the survey of wells made by the Durham Regional Health Unit in the Bayview Street area of Frenchman's Bay be received for information and that further action be taken when a petition is made by the residents of the area for installation of services. ACCOm~TS FOR APPROVAL That the Accounts dated September 16th, 1974, in the amount of $1,073,876.00, as presented by the Town Manager, be adopted. DURHAM REGION ROMAN CATHOLIC SEPARATE SCHOOL BOARD- CONSTRUCTION ON EYER DRIVE, PICKERING That the Separate School Board be advised that the Municipal Building Inspector and the Officials of the Ontario Safety Branch inspect all construction in the Municipality and that all construction sites will continue to be monitored. - 145 - 25/7..4 10. VOLUNTEER FIREFIGHTERS That the recommendations as submitted by the Town Clerk in his memorandum of September 10th 1974 with respect to the Volunteer Firefighters' Agreement be approved. BANKING SERVICES That the recommendation of the Manager concerning the use of banking services and the retention of the Bank of Commerce, Pickering Village Branch, as the financial agent for the Municipality be approved. 9. Resolution 257/74 MOVED by Councillor Anderson, seconded by Councillor Kitchen that recommendations 1,3,5,7,8,9 and 10 of the Executive Committee Report of Scpteœber 24,1974 be adopted. CARRIED with respect to item 2 dealing with the fencing problem of Mr. & Mrs. J.G. Barron, Council inquired as to whether or not anything had been heard from the SChool Boards. They asked that the matter be followed up. Resolution 258/74 MOVED by Councillor Matheson, seconded by Councillor Searle that item 2 of the Executive Committee Report of September 24th, 1974 be adopted. CARRIED Recorded Vote: Yea: Messrs. Speaking with respect to item 4, which deals with the acquisition of lands by the M.T.R.C.A. within the West Shore Area, Mayor Ashe advised Council of his recent discussions with Mr. McLean of the Authority. The Authority had no difficulty with the details spelled out in the letter of the Nest Shore Association to the Mayor, but did ask that the intent with respect to the Dunmoore Park be clarified. Ashe, Anderson, Kitchen, Matheson, Robertson, Searle, Spratley Resolution 260/74 MOVED by Councillor Kitchen, seconded by Councillor Searle that the Town Manager be authorized to make a pro forma study of the feasibility of establishing a municipal electrical distribution authority to cover the Town of Pickering. CARRIED Councillor Machinery for the supply Resolution 267/74 MOVED by Councillor Anderson, seconded by Councillor Spratley that ~iHEREAS the Council of the Corporation of the Town of Pickering deems it expedient to apply for a loan under the winter Capital Projects Fund as described in the Memorandum of the Treasurer of Ontario dated March 1st, 1973, in respect of the following project, namely: Construction of Recreation centre for Lawn Bowling and Senior Citizens Centre hereinafter referred to as "the project"; AND WHEREAS the project is, in the opinion of the Council, a muncipal project within the meaning of the above- mentioned Memorandum; AND ~mEREAS the project would be additional to what was contemplated or planned previously by the Council through to May 31st, 1975; AND ~qHEREAS the other requirements of the above-mentioned Memorandum have been complied with; Nrn1 THEREFORE be it resolved that application be made to the Treasurer of Ontario for a loan in the amount of $15,000.00 to assist in the financing of the project under the winter Capital Projects Fund. CARRIED By-law read a first, second and third time and finally passed. - 152 - 2§/74 By-law Number 116/74 Councillor Kitchen, seconded by Councillor Robertson, moves for leave to introduce a By-law of the Town of Pickering to amend By-law Number 55/7~ - Prohibiting Heavy Traffic (Valley Farm Road), and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. By-law Number 117/74 Councillor Spratley, seconded by Councillor Robertson, moves for leave to introduce a By-law of the Town of Pickering to authorize the execution of a Deed in favour of the Regional Municipality of Durham, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. 0'l'BER BUSINESS Councillor Kitchen questioned the removal of the sign identifying Brock Road at Highway #401 and also the amendment to the sign leading into the Town of Ajax, immediately West of the Village of pickering, wherein the words Pickering Village had been placed underneath the sign identifying the Town of Ajax. He suggested that Council should instruct the Solicitor to take whatever action necessary against M.T.C. to prevent the use by the Town of Ajax of the name Pickering and also to pursue the restoration of the sign at Brock Road and #401. It was agreed that the matter be discussed further at the next Executive Committee meeting. Councillor Kitchen made reference to a report from the Director of Public Works addressed to the Town Manager, dated September 23, 1974 dealing with the installation of sidewalks on Liverpool Road between Bayly street and Highway #2. He emphasized that there was some urgency in authorizing the start of this work. It was agreed that this subject be referred to the Executive Committee and that copies of the report be circulated for the information of Council. Councillor Kitchen suggested that the Brock Road, South of Highway #2 to Bayly Street should be 40 m.p.h., similar to that North of Highway #2. It was agreed that this be discussed further at the next Executive Committee meeting and that in the interim a check would be made to determine what the anticipated speed limit will be on the Brock Road, South of Highway #2. Councillor Robertson suggested that the Town should re- open negotiations for the use of the park on Liverpool Road South, presently owned by Ontario Hydro. It was agreed that this matter be discussed at the next Executive Committee meeting and that in the interim the Director of Recreation and Transportation be requested to submit a report on the feasibility of using this property as a public park.
