Berryman N.C. 1-1arshall (I) ADOPTION OF MINUTES MOVED by Councillor Spratley, seconded by Councillor Robertson that the minutes of the meeting of August 7th 1974 be adopted. RESOLUTIONS (II) Resolution 231/74 MOVED by Councillor Anderson, seconded by Councillor Searle that the Director of Public Works be instructed to proceed with the installation of street lights on Finch Avenue from Rosebank Road to ~fuites Road with the cost to be charged against the Street Light Budget. CARRIED Resolution 232/74 MOVED by Councillor Spratley, seconded by Councillor Anderson that the Dunbarton Kiwanis be permitted to apply for a liquor licence in connection with the Bar-B-Q sponsored by them at the History in Action Day Celebrations being held on September 14th at the Museum grounds. CA."RRIED Resolution 233/74 MOVED by Councillor Kitchen, seconded by Councillor Searle that the method of repayment of the net cost of renovations to the Rouge Hills Library in the amount of $10,937.29 be repaid as follows: 1974 $3,000.00 1975 $4,000.00 1976 $3,937.29 Total $10,937.29 and that these costs be charged to the Library budget for each of the years indicated, as recommended by the Treasurer in his report to the Manager dated August 8th, 1974. CARRIED Resolution 234/74 MOVED by Councillor Robertson, seconded by Councillor Spratley that ontario Hydro be granted permission to construct a concrete mixing plant on their property, located approximately 400 ft. north of Montgomery Park Road on the east side of the Brock Road, on a temporary basis subject to Ontario Hydro entering into an Agree- ment with the Town of Pickering agreeing to remove the plant coincident with the completion of the addition to .-- - - - 125 - 21/74 t Resolution 234/74 (Continued) the Nuclear Plant, as recom~nded by the Executive Committee, August 12th, 1974. CARRIED Resolution 235/74 MOVED by Councillor Matheson, seconded by Councillor Spratley that WHEREAS the Regional Municipality of Durham has established in conjunction with local municipalities a Co-operative Buying Group; and WHEREAS tenders have been received by this group for the supply of heating oil for the 1974/1975 heating year; and ~~REAS the quantity discount available to this group is greater than that available to the local municipalities; BE IT THEREFORE RESOLVED that the Purchasing Department be authorized to place an order with Dixon Fuels at the tendered price of thirty two cents (32~) per gallon and that the Municipality not tender its 1974/1975 fuel oil requirements; As recommended by the Executive Committee, August 12th, 1974. CARRIED Resolution 236/74 MOVED by Councillor Matheson, seconded by Councillor Searle that the recommendation of the Social Planning Council of Ajax-Pickering contained in their letter of July 29th 1974 with respect to L.I.P. funded services be adopted, as reco~mended by the Executive Committee, August 12th, 1974. CARRIED Resolution 237/74 MOVED by Councillor Searle, seconded by Councillor Kitchen that Keith McDowell Real Estate be advised that the application of Mr. Baumgartner for an amendment to the Minister's Zoning Order to permit the construction of a residence on Lot 7, Concession 7 be refused, as recommended by the Executive Committee, August 12th, 1974. CARRIED Resolution 238/74 MOVED by Councillor Searle, seconded by Councillor Robertson that the Committee of Arbitrators' Report for the Regional Municipality of Durham concerning the apportionment of assets of the former Township of Pickering be approved, as recommended by the Executive Committee, August 12th, 1974. CARRIED Resolution 239/74 MOVED by Councillor Spratley, seconded by Councillor Robertson that the accounts dated July 31st, 1974 be adopted as follows: GENERAL: ROADS: $1,210,708.39 NON SUBSIDIZABLE SUBSIDIZABLE 8,245.82 154,595.29 162,841.11 $1,373,549.50 As recommended by the Executive Committee, August 12th, 1974. CARRIED - 126 - 21/74 Resolution 240/74 MOVED by Councillor Anderson, seconded by Councillor Matheson that the tender of Westeel-Rosco Limited in the amount of $16,275.72 for the supply of C.S.P. Culverts be accepted, subject to the approval of the Ministry of Transportation and Communications. CARRIED Resolution 241/74 MOVED by Councillor Anderson, seconded by Councillor Kitchen that the Town of Pickering inform the Region of Durham that it is in favour of any scheme to widen Brock Road to four lanes, that it has a strong preference for an urban road section and in view of the proposed use of the existing channel west of Brock Road as a main drainage outlet, that the watercourse should be totally enclosed between Brock Road and the easterly limits of the H.E.P.C. Transmission line Right of Way. CARRIED Motion MOVED by Councillor Robertson, seconded by Councillor Matheson that the request of the Commissioner of Works of the Region of Durham for the removal of the one foot reserve along the westerly section of Brock Road south of Highway #401 and north of Bayly Street be referred back to B.ecutive Committee. CARRIED (III) BY-LAWS By-law Number 98/74 Councillor Kitchen, seconded by Councillor Spratley, moves for leave to introduce a By-law of the Town of Pickering to sign a promissory note in favour of the Treasurer of Ontario to cover the cost of renovations to the Rouge Hills Library, and that same now be read a first and second time, and that Council go into Committee of the ~lliole thereon. The Committee of the ~fuole arises and reports the By-law as read. Councillor Kitchen, seconded by Councillor Matheson, moves that the report of the Committee of the vlliole on By-law Number 98/74 be adopted, and that the said By- law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. CARRIED By-law Number 99/74 Councillor Robertson, seconded by Councillor Spratley, moves for leave to introduce a By-law of the Town of Pickering to authorize the execution of an agreement between the Corporation of the Town of Pickering and the Pickering Panthers Junior Hockey Inc., and that same now be read a first and second time, and that Council go into Committee of the rfuole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor Robertson, seconded by Councillor Anderson, moves that the report of the Committee of the ~~ole on By-law Number 99/74 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. CARRIED - 127 - 21/74 By'.law Number 100/74 Councillor Spratley, seconded by Councillor Searle, moves for leave to introduce a By-law of the Town of Pickering to authorize the purchase of p-rt of Lots 1 and 2, Plan 350, in the Town of Pickering, as a public library site and the borrowing of $82,000.00 in payment thereof, and that same now be read a first and second time, and that Council go into Committee of the ~ihole thereon. The Committee of the ~fuole arises and reports the By-law as read. By-law Number 101/74 Councillor Searle, seconded by Councillor Anderson, moves for leave to introduce a By-law of the Town of Pickering to authorize the borrowing of money by way of temporary advances pending the issue and sale of debentures, and that same now be read a first and second time, and that Council go into Committee of the Ml0le thereon. The Committee of the vfuole arises and reports the By-law as read. Councillor Searle, seconded by Councillor Spratley, moves that the report of the Committee of the rfuole on By-law Number 101/74 be adopted, and that the said By- law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be àffixed thereto. CARRIED By'-law Number 102/74 Councillor Mat~eson, seconded by Councillor Anderson, moves for leave to introduce a By-law of the Town of Pickering to authorize the Mayor and Clerk to sign an Offer to Purchase of the Centennial Rouge United Church, and that same now be read a first and second time, and that Council go into Committee of the ~fuole thereon. The Committee of the ~~ole arises and reports the By-law as read. Councillor Matheson, seconded by Councillor Spratley, moves that the report of the Committee of the ~~ole on By-law Number 102/74 be adopted, and that the said By- law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. CARRIED By-law Number 103/74 Councillor Matheson, seconded by Councillor Searle, moves for leave to introduce a By-law of the Town of Pickering to provide for the erection of Yield right- of-way signs at intersections, and that same now be read a first and second time, and that Council go into Committee of the ~fuole thereon. The Committee of the t~ole arises and reports the By-law as read. Councillor Matheson, seconded by Councillor Searle, moves that the report of the Committee of the r'lliole on By-law Number 103/74 be adopted, and that the said By- law be now read a Third Time and PASSED, that the Mayor and Clerk sign t~e same, and the seal of the Corporation be affixed thereto. CARRIED - 128 - 21/74 (IV) OTHER BUSINESS Councillor Anderson indicated that the Regional Committee dealing with the Road Needs Study would like an opportunity to meet with Council in September to discuss the Study. It was agreed that this should tie in with a regular Executive Committee meeting. (V) CONFIRMATION BY-LAW By-law Number 104/74 Councillor Anderson, seconded by Councillor Kitchen, moves for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 19th day of August 1974, and that same now be read a first and second time, and that Council qo into Committee of the ~fuole thereon. The Committee of the tihole arises and reports the By-law as read. Councillor Anderson, seconded by Councillor Searle, moves that the report of the Committee of the Nhole on By-law Number 104/74 be adopted, and that the said By- law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto.
