Myslik 17/74 MOVED by Councillor Anderson, seconded by Councillor Searle that the minutes of the meeting of June 24th, 1974 be adopted. PRESENTATIONS (II) Mr. Michael Laskowski of the Public Works Depar~~ent was presented with a certificate for the successful completion of The Scott McKay Municipal Soils Technology course. (III) CORRESPONDENCE The Canada Centre for Inland Waters outlined in a letter the publications and film that they have made available to shore property owners with respect to Great Lakes water levels for 1974. 1. In a letter dated June 20th, 1974 Mr. Charles H. Lowe expressed the appreciation of the ~~itevale Good Neighbours Club for the Strawberry Festival held on June 19th for the Senior Citizens. 2. CARRIED Resolution 182/74 MOVED by Councillor Searle, seconded by Councillor Robertson that the accounts dated June 14th, 1974, be adopted, as presented, as follows: GENERAL: $268,445.28 As recommended by the Executive Committee, June 24th, 1974. CARRIED Resolution 183/74 MOVED by Councillor Matheson, seconded by Councillor Anderson that WHEREAS the Regional Municipality of Peel has passed a Resolution requesting the Provincial Government to give immediate consideration to the drafting of legislation which would define the powers and duties of a crossing guard, and delegate the authority regarding crossing guards; and tiHEREAS the Town of Pickering has been asked to endorse the position taken by the Regional Municipality of Peel on this matter; BE IT THEREFORE ENACTED that the Town of Pickering endorse the following resolution: "THAT the Provincial Government give immediate considera- tion to the drafting of legislation which would define the powers and duti-~ of a crossing guard, and dele~ate the authority regarding crossing guards; - 104 - 17/74 Resolution 183/74 {Continued} AND FURTHER, that this resolution be forwarded tQ all Municipalities in Ontario, to the Association of Counties and Regions of ontario, the Association of Municipalities of Ontario and the provincial Liaison Committee requeating their support. 11 CARRIED Resolution 184/74 Resolution 185/74 MOVED by Councillor Matheson, seconded by Councillor Spratley that the recommendation of the Clerk in his report dated May 29th 1974, relative to the rental and use of the Municipal Building as a court facility be accepted, as recommended by the Executive Committee, June 10th, 1974. MOVED by Councillor Matheson, seconded by Councillor Robertson that all the terms of the agreement with C.T. Windows Limited be extended for six months, subject to the Solicitor's approval, as recommended by the Executive Committee, June 10th, 1974. CARRIED CARRIED Resolution 186/74 MOVED by Councillor Robertson, seconded by Councillor Searle that the recommendation of the Director of Recreation and Transportation as indicated in his memorandum to the Manager dated May 21st, 1974, concerning the hiring of Mr. William Beddall as Architect for the addition to the Mount Zion Community Centre be accepted, as recommended by the Executive Committee, June 10th, 1974. . CARRIED Resolution 187/74 MOVED by Councillor Robertson, seconded by councillor Spratley that the Housing Action Motion be accepted as follows: "NIiEREAS the Ministry of Housing is desirous of establishing "Housing Actionll areas whereby serviced lands can be made available for housing within a period of three years either under agreement with developers or under provision of the H.O.M.E. Plan; BE IT HEREBY RESOLVED that the Town of Pickering request the Ministry for a fully financed study to determine the annual financing required to ensure that tax rates will not increase by reason of the particular develop- ment. " As recommended by the Executive Committee, June 10th, 1974. CARRIED Resolution 188/74 MOVED by Councillor Spratley, seconded by Councillor Robertson that the recommendation of the Public Works Department dated June 7th, 1974, pertaining to Custom Concrete Ltd., be accepted, subject to the Builder up- grading the road, as recommended by the Executive Committee, June 10th, 1974. CARRIED ~ - 105 - 17/74 Resolution 189/74. MOVED by Councillor RObertson8 seconded by Cooncillor Spratley that the Region of Durham be notified that the Town of Pickering is desirous of having two subdivision agreements, one local and one regional, as recommended by the Executive Committee, June 10th, 1974. CARRIED Resolution 190/74 MOVED by Councillor Spratley, seconded by Councillor Robertson that (1) By-law 61/74 is in conformity with the Official Plan of the Town of Pickering approved and in force at the time said By-law was passed, namely the 21st day of May 1974¡ (2) No further Official Plan has been proposed by Council nor approved by the Ministry of Housing since the passing of said By-law 61/74 and which said By-law would not be in conformity, including the overall revision adopted by Council, January 18th 1971 which is before the Minister. CARRIED Resolution 191/74 MOVED by Councillor Spratley, seconded by Councillor Searle that the tender of Miller Paving Limited in the amount of $13,620.00 for Asphalt Pavement Repairs be accepted, subject to the Ministry of Transportation and Communications approval. Resolution 192/74 MOVED by Councillor Anderson, seconded by Councillor Searle that the tender of Bennett Paving & Materials Limited in the amount of $16,042.25 for the supply of Hot Laid Asphalt be accepted, subject to the Ministry of Transportation and Communications approval. CARRIED CARRIED Resolution 193/74 MOVED by Councillor Anderson, seconded by Councillor Spratley that the 1974 Capital Works Budget for the Town of Pickering be approved in the amount of $280,000.00 made up as follows: a) Purchase of Rouge Hills United Church for use as a public library - $80,000.00 b) Purchase of land for Works Yard - $200,000.00. CARRIED Resolution 194/74 MOVED by Councillor Anderson, seconded by Councillor Matheson that the tender of Miller Paving Limited in the amount of $9,664.00 for RS-1K Emulsion and Tank and Sprayer Rental be accepted, subject to the Ministry of Transportation and Communications approval. CARRIED Resolution 195/74 MOVED by Councillor Robertson, seconded by Councillor Anderson that the Public Norks Department be instructed to pick up and dispose of the fence posts, wire and other refuse from United Church Hall on Liverpool Road South. CARRIED (VI) BY-LAWS By-Law Number 77/74 Councillor Matheson, seconded by Councillor Anderson, moves for leave to introduce a By-law of the Town of Pickering to authorize the execution of an Agreement dated the 11th day of June 1974 between the Corporation of the Town of Pickering and the Ministry of Transporta- tion and Communications with respect to an Easement on Part Lot 21, Concession 1, and that same n~l be read a first and second time, and that Council go into Committee of the T']hole thereon. The Committee of the Nhole arises and reports the By-law as read. Councillor Matheson, seconded by Councillor Anderson, moves that the report of the Conunittee of the ~'1hole on By-law Number 77/74 be adopted, and that the said By- law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. CARRIED By-law Number 78/74 Councillor Searle, seconded by Councillor Matheson, moves for leave to introduce a By-law of the Town of Pickering to stop up and close a portion of the road allowance beb~een Lots 18 and 19, Range II, Broken Front Concession and that sarne now be read a first and second time, and that Council go into Committee of the Whole thereon. The Committee of the vfuole arises and reports the By-law as read. Councillor Searle, seconded by Councillor Anderson, moves that the report of the Committee of the ~~ole on By-law Number 78/7~ be adopted, and that the said By- law be now read a Third Time and PASSED, that the Hayor and Clerk sign the same, and the seal of the Cocporation be affixed thereto. CARRIED By-Law Number 79/74 Councillor Robertson, seconded by Councillor Anderson, moves for leave to introduce a By-law of the Town of Pickering to offer for sale to the abutting owners, a closed road allowance in Part Lot 22, Concession 1 (rescinds By-law '48/74) and that same now be read a first and second time, and that Council go into Conunittee of the ~~ole thereon. The Committee of the v]hole arises and reports the By-law as read. - 107 - 17/74 By-law Number 79/74 (Continued) Councillor Robertson, seconded by Councillor And~rson, moves that the report of the Committee of the ~hole on By-law Number 79/74 be adopted, and that the said By- law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. CARRIED By-law NQ~er 80/74 Councillor Anderson, seconded by Councillor Robertson, moves for leave to introduce a By-law of the Town of Pickering to authorize the execution of a Site Plan Agreement between Park Forest Estates Limited and the Corporation of the Town of pickerinq, and that same now be read a first and second time, and that Council go into Committee of the vfuole thereon. The Committee of the Phole arises and reports the By-law as read. Councillor Anderson, seconded by Councillor Matheson, moves that the report of the Committee of the rfuole on By-law Number 80/74 be adopted, and that the said By- law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. CARRIED By~law Number 81/74 Councillor Matheson, seconded by Councillor Searle, moves for leave to introduce a By-law of the Town of Pickering to provide for the collection of taxes for the year 1974, to amend By-law 12/74, and that same now be read a first and second time, and that Council go into Committee of the ~fuole thereon. The Committee of the ~fuole arises and reports the By-law as read. Councillor Matheson, seconded by Councillor Spratley, moves that the report of the Committee of the vfuole on By-law Number 81/74 be adopted, ~nd that the said By- law be now read a Third Time and PASSED, that the Mayor and Clerk sign the san~, and the seal of the Corporation be affixed thereto. CARRIED By-law Number 82/74 Councillor Spratley, seconded by Councillor Matheson, moves for leave to introduce a By~law of the Town of Pickering to authorize the execution of a Site Plan Agreement between Bay Square Limited and the Corporation of the Town of Pickerinq, and that saw€ now be read a first and second time, ànd that Council go into Committee of the ~fuole thereon. The Committee of the T1hole arises and reports the By-law as read. Councillor Spratley, seconded by Councillor Anderson, moves that the report of the Committee of: the Tfuole on By-law Number 82/74 be adopted, and that the said By- law be now read a Third Time and PASSED, that the Mayor and Clerk sign the sane, and the seal of the Corporation be affixed thereto. CARRIED - 108 - 17/74 (VII) 1. OTHER BUSINESS It was suggested that negotiations be re-opened with Metro Toronto relative to the other two sanitary landfill sites. The Mayor thought that it would be best to wait until the O.M.B. handed down its decision on the Liverpool sanitary landfill site; however, he will proceed with setting up a meeting with the appropriate people. 2. The Westshore Field Day has been deferred to July 6th, 1971. The ball game between members of Council and the ~"¡estshore Women's Softball TeElm will take place at this time. 3. The Mayor's Blood Donor Clinic is being held on Thursday, July 11th, 1974 at Sheridan Mall from 2:00 to 9:00 p.m. The Mayor will be in attendance. (VIII) CONFIRMATION BY-LAW By-law Number 83/74 Councillor Spratley, seconded by Councillor Robertson, moves for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 2nd day of July 1974, and that same now be read a first and second time, and that Council go into Committee of the ~~ole thereon. The Committee of the ~fuole arises and reports the By- law as read. Councillor Spratley, seconded by Councillor Searle, moves that the report of the Committee of the Nhole on By-law Number 83/74 be adopted, and that the said By- law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto.
