Myslik Clerk Deputy Clerk ADOPTION OF MINUTES (I) (II) MOVED by Councillor Matheson, seconded by Councillor, Robertson that the minutes of the lneeting of April 22nd 1974 be adopted. DELEGATIONS 1. A representative of the Pickering Harbour Co. Ltd. did not appear before Council. However, there was some discussion as to the type of construction that would be allowed on the site. See Resolution below 121/74. (III) CORRESPONDENCE 1. Letter from Environmental Hearing Board re Notice of Public Hearinq - Central York-Pickering Areas. (IV) Letter from Mr. John Livingstone re noisy machinery. See Resolution Number 122/74. REPORTS 2. CARRIED Resolution 122/74 MOVED by Councillor Anders~n, seconded by Councillor Spratley that the Provincial Government be requested to set up a security system in the North Pickering Project Area similar to that of the Federal Government System in the Airport Site. CARRIED Resolution 123/74 MOVED by Councillor Kitchen, seconded by Councillor Anderson that the resignation of the Planning Director, Mr. R. Derek Willis, be accepted with deep regret; said resignation to be effective May 31, 1974. CARRIED Resolution 130/74 MOVED by Councillor Spratley, seconded by Councillor Searle that the amendment to the Agreement dated the 22nd day of February, 1971, between the then Corporation of the Township of Pickering and the then Ontario County Board of Education, concerning the construction and maintenance of a swimming pool at the ,Dunbarton High School site be accepted as proposed, as recommended by the Executive Committee, April 29th 1974. CARRIED Resolution 131/74 MOVED by Councillor Searle, seconded by Councillor Matheson that the proposal of the Director of Recreation and Transportation of April 2nd 1974 pertaining to increased rates for various recreational facilities be accepted, as amended, as recommended by the Executive Committee, April 29th 1974. CARRIED Resolution 133/74 MOVED by Councillor Robertson, seconded by Councillor Spratley that the report of Mr. R.J. Hutchinson of April 10th 1974 as it pertains to the application of the Trans Canada Pipelines to the National Energy Board for the construction of a 24" diameter pipeline adjacent to their existing pipeline and within the existing riqht- of-way be accepted, as recommended by the Executive Committee, April 29th 1974. CARRIED Resolution 134/74 MOVED by Councillor Robertson, seconded by Councillor Searle that the report of Mr. R.J. Hutchinson of the Engineering Department dated April 19th 1974 as it pertains to the re-cycling of paper be accepted, as recommended by the Executive Committee, April 29th 1974. CARRIED Resolution 135/74 MOVED by Councillor Robertson, s~conded by Councillor Kitchen that the proposal of Mr. R.J. Hutchinson, dated April 1st 1974 relative to the name chan~e from Engineering Department to Public T~orks Department and relative to the organization chart be accepted, as recommended by the Executive Committee, April 29th 1974 (Closed Session)~ CARRIED Resolution 136/74 MOVED by Councillor Anderson, seconded by Councillor Spratley that the Recreation and Transportation Department be ins~ructed to co-operate with the Town of Ajax in carrying out Warble Fly Control operations and any costs incurred to be charged back to the Town of Ajax, as requested in their letter of April 29th 1974. CARRIED Amendment to Resolution 136/74 MOVED by Councillor Kitchen, seconded by Councillor Searle that the remuneration for the assistance of the Recreation and Transportation Department to the Town of ,Ajax with Narble Fly Control operations be re-paid not in cash but by siBilar assistance of Ajax personnel to the Recreation and Transportation Departmßnt in terms of people and time. Resolution 137/74 MOVED by Councillor Anderson, seconded by Councillor Matheson that WHEREAS Royal Assent has been given to The Regional Municipalities' Amendment Act, 1974, whereby area municipalities are entitled to continue the necessary procedures to obtain approval of by-laws enacted by predecessor local municipalities; &~D WHEREAS By-laws 4477/73, 4476/73, ~~74/73, 4431/73, 4407/73,4402/73, 4356/73, ~34l/73, 4205/72, 4166/72, ~145/72, 4144/72, 4143/72 and 4096/71 were enacted by the Township of Pickering and forwarded to the Ontario Municipal Board for approval; Nmi>! THEREFORE BE IT RESOLVED that the Town of Pickering is desirous of continuing the procedure required to obtain the approval of the Ontario Municipal Board to By-laws 4477/73,4476/73,4474/73, 4431/73, 4407/73, 4402/73, 4356/73, 4341/73, 4205/72, 4166/72,4145/72, 4144/72,4143/72 and 4096/71 of the Township of Pickering and that the Ontario Municipal Board be advised accordingly. DEFEATED (VI) BY-LAWS By-Law Number 50/74 Councillor Matheson, seconded by Councillor Robertson, moves for leave to introduce a By-law of the Town of Pickering to appoint a Treasurer-Collector and that same now be read a first and second time, and that Council go into Committee of the ~~ole thereon. The Committee of the ~fuole arises and reports the By-law as read. Councillor Matheson, seconded by Councillor Anderson, moves that the report of the Committee of the ~fuole on By-law Number 50/74 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. Kitchen, seconded by Councillor Matheson, moves for leave to introduce a By-law of the Town of Pickering to authorize the Mayor and Clerk to sign a Letter of Agreement between the Corporation and the Ontario Hydro Commission - Rail Spur Line and that same now be read a first and second time, and that Council go into Committee of the ~fuole thereon. The Committee of the rlliole arises and reports the By-law as read. Councillor Kitchen, seconded by Councillor Robertson, moves that the report of the Committee of the ~fuole on By-law Number 51/74 be adopted, and that the said By- law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Co~oration be affixed thereto. CARRIED By-Law Number 52/74 Councillor Anderson, seconded by Councillor Robertson, moves for le.ve to introduce ð By-law of the Town of Pickering to authorize the Mayor and Clerk to sign an Agreement between the Corporation and the Durham Board of Education - Dunbarton High School Swimming Pool and that same now be read a first and second time, and that Council go into Committee of the ~~ole thereon. CARRIED By-Law Number 53/74 Councillor Spratley, seconded by Councillor Searle, moves for leave to introduce a By.-law of the Town of Pickering to confirm the salaries of the Mayor and Council for the year 197~ and that same now be read a first and second time, and that Council go into Committee of the Whole thereon. CARRIED - 70 - 11/7~ By-Law Number 54/74 Councillor Kitchen, seconded by Councillor Searle, moves for leave to introduce a By-law of the Town of Pickering to implement the Official Plan of the Town, of Pickering in Part of Lot 17, Broken Front Concess10n, Range III, Town of Pickering (Simon-Henry Kaptyn Sub- division) and that same now be read a first and second time, and that Council go into Committee of the ~fuole thereon. The Committee of the ~fuole arises and reports the By-law as read. Councillor Kitchen, seconded by Councillor Anderson, moves that the report of the Committee of the tihole on By-law Number 54/74 be adopted, and that the said By- law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. CARRIED By-Law Number 55/74 Cou~cillor Anderson, seconded by Councillor Spratley, moves for leave to introduce a By-law of the Town of Pickering prohibiting heavy traffic and that same now be read a first and second time, and that Council go into Committee of the ~~ole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor Anderson, seconded by Councillor Kitchen, moves that the report of the Committee of the ~fuole on By-law Number 55/74 be adopted, and that the said By- law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. CARRIED By-Law Number 56/74 Councillor Searle, seconded by Councillor Kitchen, moves for leave to introduce a By-law of the Town of Pickering for the licensing, regulating and governing of owners and drivers of taxi-cabs and other motor vehicles for hire and establishinq the rates or fares to be charged by the owners or dz'ivers of cabs and livery cabs for the conveyance of passengers within the Town of Pickering, and that same now be read a first and second time, and that Council qO into Committee of the T'fuole thereon. .. The Committee of the ~fuole arises and reports the By-law as read. This By-law was tabled on the second reading and referred to the Executive Committee. (VII) OTHER BUSINESS 1. Some concern was expressed about the fact that the Sanitary Sewer Project in the Rosebank area has not yet gone to tender. The Regional Councillors will look into the matter. (VII) 2. 3. (VIII) - 71 - 11/74 OTHER BUSINESS (Continued) Since several of the negotiators on the part of Council will not be able to meet with the Fire Fighters on Wednesday May 8th, the night for negotiations will be changed to another date. An invitation was extended to any officials who wish to attend the Ajax-Pickering United Fund Annual Meeting.
