Nalls Clerk Deputy Clerk Deputy Treasurer ADOPTION OF MINUTES MOVED by Councillor Robertson, seconded by Councillor Anderson that the minutes of the meeting of March 18th 1974 be adopted. CORRESPONDENCE In a letter of March 21, 1974 the Ministry of Trans- portation and Communications outlined the reasons for not installing traffic signals at the Bayly Street - Go Station entrance or at Bayly Street - Krosno Blvd. intersection. It was suggested that the Region be contacted about a new sidewalk in this area, or the possibility of a crosswalk or a flashing light could be brought to the attention of the Ministry. In a letter of ~larch 15, 1974 Hr. Bohdan Barna offered his comments regarding the taxicab situation in the Pickering area. John Li vinqs ton submitted his comments regarding the expropriation in North Pickering by su~~estinq that it should be compared to a similar situation that occurred in the 1830's. In a letter of March 19, 1974 the Re~ional Municipality of Durham refused a petition for the installation of sanitary sewers in the Old Forest Road area on the basis that sewering of this area was premature at this time. In a letter of March 26,1974 the Ministry of the Environment submitted a Notice of Public Hearing with respect to the development of a trunk sewer collection system in the Central York~Pickering Areas. Hughes approximately a month ago relative to improved service by the Humane Society. Mr. Huqhes is to send a report. (IV) RESOLUTIO~~S Resolution 91/74 MOVED by Councillor Anderson, seconded by Councillor Spratley that the accounts for the month of March 1974, be adopted, as presented, as follows: CAPITAL 720.09 GENERAL 1,928,782.10 ROADS: NON SUBSIDIZABLE 9,479.61 SUBSIDIZABLE 34,257.09 43,736.70 $1,973,238.89 CARRIED Resolution 92/74 MOVED by Councillor Anderson, seconded by Councillor Matheson that the following Department Head Reports for the month of March 1974 be and are hereby adopted: Clerk's Department Planning Department Treasury Department By-Law Department Fire Department Engineerinq Department Legal Department Recreation and Transportation Department CARRIED Relative to the Department Head Reports the question was raised as to when the first sweep of the streets is to be done. It was further queriãd whether or not two clean-ups of streets are usûally done, or could be done. A report from the Engineerin~ Department was requested. ~ - 51 - 8/74 Resolution 93/74 MOVED by Councillor Anderson, seconded by Councillor Kitchen that Sage Electric be perMitted to relocate their alarm panel from the 25th Division Police Station to Number Five Fire Hall, on the understanding that the panel to be replaced will be a new one, as recommended by the Executive Committee, March 25,1974. CAIL~IED Resolution 91/74 MOVED by Councillor Spratley, seconded by Councillor Robertson that Mayor Ashe and Councillor Kitchen be appointed to act as a liaison committee with co~~ittees of neighbquring municipalities in respect to the P.E.R.U. organization, as recommended by the Executive Committee, March 25, 1974. CAR..~IED Resolution 95/74 MOVED by Councillor Spratley, seconded by Councillor Kitchen that the Purchasing Department be directed to issue purchase orders covering the completion of the Bay Ridges Kinsmen Park Clubhouse as follows: Building Renovations Plumbing Interior Wiring $6,500.00 886.00 Building Construction Construction Exterior Lighting Sanitary Sewer and Force Hains Water Service 9,721. 00 7,288.00 14,000.00 6,000.00 As recommended by the Executive Committee, March 25,1974. CARRIED Resolution 96/74 MOVED by Councillor Robertson, seconded by Councillor Anderson that the Brock Road south of Montgomery Park Road be closed for a p~riod of plus or minus eiqht years, during the construction phase of the Hydro ex- pansion, subject to the Ontario Hydro enterina into an Agreement covering the re-location and re-construction of the roadway on the completion and expansion of the Nuclear Generating Plant, as recommended by the Executive Committee, ~1arch 25, 1974. CARRIED - 52 - 8/74 Resolution 98/7<1 MOVED by Councillor Kitchen, seconded by Councillor Spratley that the Director of Recreation bring forth a brief report hiqhliohting the costs associated with a Canada Day Celebration on the weekend prior to July 1st, as recommended by the Executive Committee, March 25, 1974. CARRIED Resolution 99/74 MOVED by Councillor Kitchen, seconded by Councillor Matheson that the following tenders be accepted for the supply of Granular "A", subject to the approval of the Ministry of Transportation and CoMmunications: Harnden & King - $1.60/ton - loaded on Town trucks Keith Smith - $2.14/ton - delivered CARRIED Resolution 100/74 MOVED by Councillor Kitchen, seconded by Councillor Searle that the Engineering Department be authorized to advertise the lifting of the normal limits of volumes of garbage from May 6th 1974 to May 17th 1974 to assist in spring clean-up within the Garbage Area. CARRIED Resolution 101/7~ MOVED by Councillor Searle, seconded by Councillor Robertson that the tender for the Renovations of Bay Ridges Kinsmen Park Clubhouse be awarded to Colborne Cabinet & Millwork in the amount of $9,721.00. CA~RIED Resolution 102/74 MOVED by Councillor Searle, seconded by Councillor Kitchen that the tender for Electrical Services for the Bay Ridges Kinsmen Park be awarded to J. Lettner Contractors Limited in the amount of $7,288.00 CARRIED Resolution 103/74 MOVED by Councillor Searle, seconded by Councillor Spratley that the memo of settlement between the Corporation and C.U.P.E. Local 129 dated March 21st 1974 be adopted, as reco~,ended by the Executive Committee, March 25, 1974 CARRIED The Mayor briefly outlined the ~ain elements of the Contract Agreement with the Union. The principals of both the Corporation and the Union were complimented on the efficient and business-like manner in which the negotiations were" conducted. Resolution 104/74 MOVED by Councillor Matheson, seconded by Councillor Anderson that V7HE RE AS a subdivision agreement was entered into between the Corporation of the Township of Pickering and Pickering Developments dated March, 1973, and which required the posting of a Performance and Maintenance Guarantee of - 53 - 8/74 Resolution 104/74 (Continued) One Million, ~10 Hundred and Fifty Thousand Dollars ($1,250,000.00); AND ~iHEREAS due to the time which has elapsed between the signing of said agreement and the registra- tion of the final plan, services have been installed and paid for in the amount of Seven Hundred and Twenty-Three Thousand, Nineteen Dollars and Twenty-Eight Cents ($723,019.28); NOW THEREFORE BE IT RESOLVED that the amount of Per- formance and Maintenance Guarantee required of Pickering Developments be reduced to the sum of Eight Hundred and Sixty Thousand Dollars ($860,000.00) . CARRIED Resolution 105/74 MOVED by Councillor Matheson, seconded by Councillor Kitchen that ~mEREAS the Public Transporation and Highway Improvement Act requires the submission of a statement of proposed Transit Operating Expenditures to the Ministry of Transportation and Communications for approval; AND WlŒREAS the normal Transit Operating Expenditures for the year 1974 are estimated at $121,270.00 with subsidies estimated at $42,414.00; AND WHEREAS the normal Transit Capital Expenditures are estimated at $66,307.00 with subsidies estimated at $49,730.00; TFEREFORE the Coun~il of the Corporation of the Town of Pickering adopts the estimated expenditures and subsidies and submits same to the Ministry of Transportation and Communications for approval. CARRIED (V) BY-LÞMS By-Law Number 39/74 Councillor Matheson, seconded by Councillor Spratley, moves for leave to introduce a By-la~ of the Town of Pickering to authorize the signing of a Release dated March 18th 1974 between the Town of Pickering and Roy C. Nurse Limited and that same now be read a first and second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By- law as read. Councillor Matheson, seconded by Councillor Spratley, moves that the report of the Committee of the ~fuole on By-law Number 39/74 be adopted, and that the said By- law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. CARRIED - 5~ - 8/74 By-Law Number 40/74 Councillor Kitchen, seconded by Councillor Robertson, moves for leave to introduce a By-law of the Town of Pickering to authorize the execution of an Aqreement between the Corporation of the Town of Pickering and the Canadian Union of Public Employees and its Local #129 and that same ~ow be read a first and second time, and that Council go into Co~mittee of the ~fuole thereon. The Committee of the ~,fuo1.e arises and reports the By-law as read. Councillor Kitchen, seconded by Councillor Spratley, moves that the report of the Committee of the Nhole on By-law Number 40/74 be adopted, and that the said By-law be now read a Third Time and PASSED, that the l1ayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. CARRIED (VI) OTHER BUSINESS A letter of Mr. O.M. Solandt in American Scientific was brought to the attention of the Council members concern- ing the Ontario Hydro Nuclear Plant in Pickering. (VII) CONFIR~TION BY-LAN By-Law Number 41/74 Councillor Anderson, seconded by Councillor Robertson, moves for leave to introduce a By-l~1 of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickerino at its meeting held on the 1st day of April 1974 and that same now be read a first and second time, and that Council qo into Committee of the vfuole thereon. ' The Committee of the Hhole arises and reports the By-la\\I as read. Councillor Anderson, seconded by Councillor Searle, moves that the report of the Committee of the vfuole on By-law Number 41/74 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto.
