CORRESPONDENCE .ill) In a letter of February 19th 1974 the Ministry o~ Agriculture and Food asked municipalities to check dog control policy and compensation for loss of sheep. CARRIED Resolution 51/74 MOVED by Councillor Anderson, seconded by Councillor Matheson that (1) (2) By-law 447~/73 is in conformity with the Official Plan of the ToWn of Pickerin~ approved and in force at the time said By-law was passed, namely the 17th day of December, 1973. No further Official Plan has been proposed by Council nor approved by the Minister of Housing since the passinq of said By-law 4~74/73 and which said By-law would not be in conformity, including the overall revision adopted by Council, January 18th 1971 which is before the Minister and Official Plan AMendment 119 adopted by Council May 7th 1973 and approved by the Minister of Treasury, Economics and Intergovernmental Affairs on Auqust 15th 1973. Resolution 52/74 CARRIED MOVED by Councillor Spratley, seconded by Councillor Anderson that (1) (2) By-law 4476/73 is in conformity with the Official Plan of the Town of Pickering approved and in force at the time said By-law was passed, namely the 17th day of December, 1973. No further Official Plan has been proposed by Council nor approved by the Minister of Housing since the passing of said By-law 4476/73 and which said By-law would not be in conformity, including the overall revision adopted by Council, January 18th 1971 which is before the Minister and Official Plan Amendment 119 adopted by Council May 7th 1973 and approved by the Minister of Treasury, Economics and Intergovernmental Affairs on August 15th 1973. (2) CARRIED Resolution 54/74 MOVED by Councillor Spratley, seconded by Councillor Searle that ~mEREAS Council by Resolution # 40/74 authorized the purchase of buses for the Dial-a-Bus system; and T~REAS Funcraft Corporation in conjunction with the Province of Ontario has developed a bus for the specific use of the Dia1-a-Bus system; and ~mEREAS they are the only Canadian Company presently building this unit BE IT THEREFORE RESOLVED that the Purchasinq Department is authorized to waive the normal tenderinq procedure and are hereby authorized to place an order with ~uncraft in an amount not to exceed $66,000.00. CARRIED Resolution 55/74 MOVED by Councillor Robertson, seconded by Councillor Anderson that the recommendation of the Director of Recreation and Transportation of February 19th with respect to the Kinsale Community Centre be adopted, as recommended by the Executive Committee, February 25th 1974. CARRIED Resolution 56/74 MOVED by Councillor Robertson, seconded by Councillor Kitchen that the taxi by-law be chanqed to permit drivers 18 years and over, as reco~ID€nded bv the Executive Committee, February 25th 1974. .' CARRIRD Resolution 57/74 MOVED by Councillor Robertson, seconded by Councillor Kitchen that Bell Canada be permitted to install an interface terminal on the walk-way leading to the park to the rear of the Townhouses at Krosno Boulevard and Liverpool Road, subject to sitinq condition to be verified by the Town Clerk, as recomMended by the Executive Committee, February 25th 197~. CARRIED - 38 - 5/74 Resolution 58/74 MOVED by Councillor Kitchen, seconded by Councillor Searle that the report of the Town Treasurer of February 7th 1974 with respect to the re-orqanization of his department be adopted, as recommended by the Executive Committee, (Closed Session), February 25th 1974. CARRIED Resolution 59/74 MOVED by Councillor Kitchen, seconded by Councillor Anderson that the resignation of Town Treasurer, Mr. C.E. Ettinger, effective March 29th 1974 be accepted with deep regret and that'Council wish him every success in his new venture, as recommended by the Executive Committee, (Closed Session), February 25th 1974. CA~~IED Resolution 60/74 MO'~D by Councillor Kitchen, seconded by Councillor Matheson that an approach be made to the Province to secure a grant of $3.00 per capita for the operation of the Dial-a-Bus System based on the total population of the Town and that in the interim the ~1unicipality continue the expanded operation on a trial basis,and that the purchase of the fourth bus, authorized by Council Resolution 40/74, be deferred pending clarifi- cation of additional grants to the System, as recommended by the Executive Committee, (Closed Session), February 25th 1974. CARRIED Amendment to Resolution 60/74 MOVED by Councillor Robertson, seconded by Councillor Kitchen that the continuation of the expanded operation of the Dial-a-Bus System on a trial basis be reviewed within three months CARRIED Resolution 61/74 MOVED by Councillor Matheson, seconded by Councillor Spratley that the Mayor and Councillor Kitchen Meet with the M.T.C. and the local M.P.P. to examine the grant structure available to the Municipality for the operation of the Dial-a-Bus System, as recommended by the Executive Committee, (Closed Session), February 25th 1974. CARRIED Resolution 62/74 MOVED by Councillor Matheson, seconded by Councillor Kitchen that the Mayor and Clerk be authorized to petition the Ministry of Transportation and Communications for subsidy on the amount of $1,015,292.85 for 1973 expenditures. CARRIED - 39 - 5/74 ~esolution 63/74 MOVED by Councillor Matheson, seconded by Councillor Anderson that ~mEREA~ The Public Transportation and Hiohway Improvement Act requires the submission of a statement of proposed expenditures for roads to the Ministry of Transportation and Communications for approval; AND ~mEREAS the normal expenditures for the year 1974 for road construction and maintenance is estimated at $685,000.00 with subsidies estimated at $350,000.00; THEREFORE the Council of the Corporation of the Town of Pickering adopts the estimated expenditures and subsidies and submits same to the Ministry of Transportation and Communications for approval. CARRIED Resolution 64/74 MOVED by Councillor Rearle, seconded by Councillor Robertson that NHEREAS The Public Transportation and Highway Improvement Act requires the submission of a statement of proposed expenditures for roads to the Ministry of Transportation and Communications for approval; ~iD vffiEREAS the supplementary expenditures for the year 1974 for road construction and Maintenance is estimated at $433,000.00 with subsidies estimated at $217,100.00; THEREFORE the Council of the Corporation of the Town of Pickerinq adopts the esti~ated expenditures and subsidies and submits saMe to the ~inistry of Transportation and Communications for approval. CARRIED Cheque #3193 to Oliver Lloyd & Associates is to be held pendinq a report froM the Treasurer. - 40 - 5/74 (V) BY-~~WS By-Law Number 31/74 Councillor Kitchen, seconded by Councillor Anderson, moves for leave to introduce a By-law of the Town of Pickering to appoint a Deputy Clerk and that same now be read a first and second time, and that Council go into Committee of the ~~ole thereon. The Committee of the vfuole arises and reports the By-law as read. Councillor Kitchen, seconded by Councillor Robertson, moves that the report of the Committee of the ~~ole on By-law Number 31/74 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. CARRIED By-Law N~Der 32/74 Councillor Anderson, seconded by Councillor Spratley, moves for leave to introduce a By-law of the Town of Pickering to stop up and close a part of the road allowance in Lot 18, Concession 9, of the Town of Pickering and that same now be read a first and second time, and that Council go into Committee of the ~ole thereon. The Committee of the ~fuole arises and reports the By-law as read. Councillor Anderson, seconded by Councillor Searle, moves that the report of the Committee of the ~fuole on By-law Number 32/74 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. CARRIED By-Law Number 33/74 Councillor Matheson, seconded by Councillor Searle, moves for leave to introduce a By-law of the Town of Pickering to appoint me~bers to the Pickering Town Museum Committee and to repeal By-law Number 4307/73 and that same now be read a first and second time, and that Council go into Committee of the T~ole thereon. The Conwrittee of the ~fuole arises and reports the By-law as read. Councillor Matheson, seconded by Councillor Robertson, moves that the report of the Committee of the T~ole on By-law Number 33/74 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. (VII) - 41 - 5/74 OTHER BUSINESS Councillor Robertson brouaht to the attention of Council the fact that the entrancés to the professional and nursing home buildinas on Liverpool-Road are in a very unsiahtly condition with the boulevards churned up by parked cars. It was suggested that the Town By-laws prohibiting parkin~ on boulevards sho~ld be more strictly enforced. The question was brought up as to who was prosecuted in By-law Court for erecting a building without a Building Permit. The By-law Department was asked to report. CONFI~mTION BY-LAN Councillor Searle, seconded by Councillor Matheson, moves for leave to introduce a By-law of the Town of Pickering to confirm the proceedin~s of the Council of the Corporation of the Town of Pickering at its meeting held on the 4th day of March 1974 and that same now be read a first and second time, and that Council go into Committee of the ~lliole thereon. The Committee of the rfuole arises and reports the By-law as read. Councillor Searle, seconded hy Councillor Spratley, moves that the report of the Committee of the ~fuole on By-law Number 34/7~ be adopted, and that the said By-law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto.
