Myslik (I) ADOPTION OF MINUTES MOVED by Councillor Searle, seconded by Councillor Matheson that the minutes of the meeting of February 4th 1974 be adopted as amended. (II) CORRESPONDENCE 1. In a letter of January 29 1974 Mrs. E.L. Garwood urges Council to continue the services of the Humane Society. 2. In a letter of January 29 1974 Mrs. Judith C. James outlines the benefits of retaining the services of the Humane Society. 3. In a letter of February 10 1974 Mr. John Livingstone congratulates Council on its position taken with respect to the North Pickering Project and the Airport Site. In a memorandum of January 31 1974 the Ministry of Natural Resources outlines various forms of assistance that are available for Dhoreline property protection. 4. .!.ill} RESOWTIONS Resolution 39/74 MOVED by Councillor Robertson, seconded by Councillor Spratley that whereas Section 636 A of the Municipal Act as enacted by Statutes of Ontario, 1973, c.124 " s.24 transfers the responsibility for the hearing of applications for cancellations, reduction or refunds of taxes to the Council of the Municipality¡ AND WHEREAS notices in writing of applications have been received by the Clerk of the Municipality for the cancellation, reduction, and refund of taxes for various reasons¡ AND WHEREAS upon investigation and receipt of reasonable explanations all claims have been sub- stantiated¡ . MOVED by Councillor Robertson, seconded by Councillor Anderson that the recommendations of the Director of Recreation and Transportation contained in his report with respect to the Dial-A-3us system and discussed during the Executive Committee meeting of February 11th 1974 be adopted as follows: 1. That the Town of Pickering attempt to gain approval from the Ministry of Transportation and Communications for the continuation of the subsidies based on the 1973 population until such time as the population reg~:'.~,'Z its previous level. 2. That the municipality proceed with the purchase of four additional buses similar to those developed by the M.T.C. for the Dial-A-Bus scheme with the cost not to exceed $88,000.00. 3. That the Friday bus service in the Altona area be discontinued. 4. That the Director of Recreation and Transportation be authorized to provide a bus service for senior citizens to various areas of the Town with the cost not to exceed $1,000.00 per annum. That two complete radio sets and two vault holders be purchased by the municipality for the Dial-A-Bus system with the cost not to exceed $3,000.00. Resolution 41/74 CARRIED MOVED by Councillor Robertson, seconded by Councillor Anderson that the completion of the Bay Ridges Kinsmen Park be the prime Recreation Capital project for the year 1974 and that an amount not to exceed $79,000.00 be allocated to this project, and th~t the Purchasing Department be authorized to secure quotations from qualified sub-trades as soon as poGsible to ensure that the work may be completed by the beginning of the 1974 summer sports programs, and that no ~ction be taken on these quotations until such time as Council has had an opportunity to review them all, and that the $30,000.00 allocated to the urban area from f,mds secured from the expropriation of lands within the Federal Airport Site be allocated to this project. As recommended by the Executive Committee, February 11th 1974. Resolution 42/74 CARRIED MOVED by Councillor Kitchen, seconded by Councillor Matheson that the Engineer be requested to do the engineering required in order to install sewerage and watermain connections to the clubhouse in (Sandy Beach) Kinsmen Park. CARRIED - 31 - 4/74 Resolution 43/74 MOVED by Councillor Anderson, seconded by Councillor Kitchen that the Town of Pickering purchase a No. RE 29 Floor Cleaner at a cost not to exceed $1,800.00 and that the entrances ~J the Don Beer Sports Arena be changed to one-way traffic with the southerly entrance providing a traffic flow in a westerly direction and the north entrance providing a traffic flow in an easterly directionr as recommended by the Executive Committee, February 11th 1974. CARRIED Resolution 44/74 MOVED by Councillor Anderson, seconded by Councillor Searle that the appraisal firm of R. Kellough & Associates be retained to prepare an appraisal of that part of the road allowance previously referred to as Industrial Road in Lot 22, Concession 1, and closed by By-law 4386/73 and that the Town Solicitor be instructed to offer the property to the abutting owners at the appraised value, as recommended by the Executive Committee, February 11th 1974. CARRIED Resolution 45/74 MOVED by Councillor Searle, seconded by Councillor Spratley that the proposal for the continued use of the fifth concession works yard as contained in the Town of Ajax' letter of November 15th from Mr. A.T. Hodges be accepted and that the Town Engineer be directed to continue the maintenance of the third concession road and Riverside Drive as detailed in Mr. Nm. r~. Campbell's memorandum of November 15, 1973, a~ recommended by the Executi ve Commi t'tee, February J.l th 1974. CARP1:ED Resolution 46/74 MOVED by Councillcr Searle, seconded by Councillor Kitchen that the fences along the Tü'~-owned property abutting the Krosno Watercoürs~ be repaired and that a legal opinion be obtained fT~rn the Town Solicitor concerning the ownership of the r"m:-,ining abutting fences, as recommended by the Executive Committee, February 11th 1974. CARRIED Resolution 47/74 MOVED by Councillor Kitchen, seconded by Councillor Robertson that the Town of Pickering inform the Region of Durham and the H.E.P.C. that the Town is interested in programming the installation of storm sewers within the industrial area and request that any plans to storm sewer Regional roads be co-ordinated with the local needs, as recommended by the Executive Committee, February 11th 1974. CARRIED - 32 - 4/74 Resolution 48/74 MOVED by Councillor Kitchen, seconded by Councillor Searle that the Town Solicitor be authorized to retain senior counsel to assist him in the litigations presently outstanding as outlined in his report of February 8,1974, as recommended by the Executive Committee, February 11th 1974. CARRIED (IV) BY-LAWS By-law Number 27/74 Councillor Matheson, seconded by councillor Kitchen, moves for leave to introduce a By-law of the Town of Pickering to provide for the licensing and regulating of Master Plumbers and Drain contractors and that same now be read a first and secc:'.d time, and that Council go into Committee of the ~fuole thereon. The Committee of the ~fuole arises and reports the By-law as read. Councillor Matheson, seconded by Councillor Searle, moves that the report of the Committee of the "fuole on By-law Number 27/74 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. (,,) CARRIED OTHER BUSINESS 1. 2. 3. 4. ("I) Councillor Robertson drew the attention of Council to an incident on Frenchman's Bay where a snowmobile went through the ice last Thursda~ night. Had three local residents not responded quickly a tragedy might have occurred. It took the ~~ulance 30 minutes to arrive at the residence where the snowmobiler had been taken. The Police, although dispatched from Ajax, did not arrive until after the ambulance. Council directed that the Regional Police submit an explanation to them as to why it took so long for their force to respond and why a Pickering cruiser was not dispatched to the scene. Councillor Anderson wondered why Sideline 10/11, Concession 7,8 had not been posted as directed. Clerk is to follow this up. ~e Mayor Ashe reminded Council of the environmental hearing on the York R~gional plant scheduled for February 19 at the nuclear plant. Mayor Ashe told Council of the win of the Bay Ridges Atom All Stars at a large hockey tournament in peterborough during the past week-end. ~ey had won all of their 5 games leading all municipalities entered. CONFIRMATION BY-LA~1 By-Law Number 30/74 Councillor Searle, seconded by Councillor Robertson, moves for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 18th day of February 1974 and that same now be read a first and second time, and that Council go into Committee of the ~fuole thereon. ~e Committee of the ~lliole arises and reports the By-law as read. Councillor Searle, seconded by Councillor Matheson, moves that the report of the Committee of the ~lliole on By-law Number 30/74 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixeå thereto.
