PRESENT: Councillor Matheson Acting Mayor COUNCILLORS: L. Cahill D. Dickerson G. Fisher N. Geraghty D. Kitchen ALSO PRESENT: N. C. Marshall B. Taylor Town Manager Town Clerk ABSENT Mayor J. E. Anderson (incapacitated) (I) ADOPTION OF MINUTES Meeting of February 5th, 1979 (II) 1. DELEGATIONS Mr. Kees Schipper and Mr. Dave McMullan of the Region of Durham, were present to discuss a report adopted by the Regional Works Committee with respect to the area of the Liverpool Road and Bayly Street interchange. Councillor Kitchen suggested that if a vehicle tunnel were constructed from the south parking lot to the north parking lot the traffic problems on Liverpool Road at the entrance to the north parking lot would be alleviated. Councillor Kitchen further stated that a full interchange should be constructed at Liverpool Road because it serves the most population. Councillor Cahill stated that the Region's report does not consider the Liverpool and Kingston Road - Highway 401 Corridor studies nor the North Pickering and airport projects. Councillor Cahill further suggested that Bayly Street between West Shore Boulevard and Whites Road be constructed as four lanes as opposed to two lanes as suggested in the report in order to save money and avoid further construction. See Resolution #30/79 . - 26 - 5/79 2. Mr. Tom Swinton of T.A.T.O.A. and Mr. Joseph Tilly of Giffels Associates reviewed plans for the expansion of the GO station and parking lot. The south parking lot will be expanded to hold 1,000 cars which should be adequate when the north parking lot is removed for expansion of Highway 401 and the train tracks. . 3. Mr. Allan Puppi, representing Metro Star, was present to request that Item #4 of the Planning Committee Report be deferred pending further study. (III) RESOLUTIONS Resolution 28/79 -See Appendix 1 Moved by Councillor Dickerson Seconded by Councillor Fisher That the Executive Committee Report dated February 12, 1979, be adopted. Mayor Anderson Resolution 29/79-See Appendix 11 Moved by Councillor Dickerson Seconded by Councillor Fisher That the Planning Committee Report dated February 13, 1979, be adopted with the following amendment: Item # 4 was lost. CARRIED 5/79 - 27 - Resolution 30/79 Moved by Councillor Kitchen Seconded by Councillor Cahill Whereas the Traffic and Transportation Study of the South Central Area of Pickering has serious planning implications; and Whereas this Study contains recommendations which will have critical effects on the traffic movements of many of the residents of Pickering, if implemented; and Whereas a Study of this importance should have the benefit of public participation before any final reco- mmendations are made; Be it therefore resolved that: a) The proposals for the "GO" station improvements be considered part of the Traffic and Transportation Study in this resolution. b) A public meeting be held on this Study before any of the Study recommendations are considered by any of the participating authorities, at which the Study team will present their proposals and answer questions. c) All technical data pertaining to this Study be made available to the public at least two weeks prior to the meeting, and the meeting to be ad~ertised in the local media. d) The Town of Pickering prepare and adopt its recommendations to the other participating authorities after the input from the public meeting has been considered. CARRIED (:IV) BY-LAWS Councillor Geraghty, seconded by Councillor Dickerson moved for leave to introduce By-laws of the Town of Pickering. ~-Law Number 957/79 Being a By-law to amend By-law Number 926/78 to appoint persons to various agencies, boards and committees of the Town of Pickering. 5/79 - 2S- By-Law Number 958/79 - Two Readings Only Being a By-law to stop up Part. 2.on reference Plan 40R-4203 on parkside Drive and to authorize the sale thereof to the abutting property owners. By-law Number 959/79 Being a By-law to authorize the execution of a grant of easement among Torwest Properties Limited and Minister of the Environment Harvey Hubbell of Canada Ltd., and the Corporation of the Town of Pickering respecting Part Lot 19, Range 3, Broken Front Concession (Part 8, Plan 40R-3325¡ Part 4, Plan 40R-4475). THIRD READING Councillor Geraghty, seconded by Councillor Dickerson moved that the report of the Committee of the Whole on By-law Numbers 957/79, and 959/79 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. (V) NOTICE OF MOTION Moved by Councillor Kitchen Seconded by Councillor Cahill At the Council Meeting of February 5th 1979, Councillor Kitchen presented the following Notice of Motion: That the Region of Durham is hereby requested to dismantle the sign facing traffic leaving the north parking lot of the GO Station which prohibits traffic turning left onto Liverpool Road between 4:30 P.M. and 6:30 P.M. Geraghty, Matheson, Dickerson and Fisher Mayor Anderson 5/79 - 29 - (VI) CONFIRMATION BY-LAW By-law Number 960/79 Councillor Geraghty, seconded by Councillor Fisher moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 19th day of February, 1979, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. (VII) ADJOURNMENT The meeting adjourned at the hour of 10:30 P.M. ..~. 5 1979 Da ted z APPENDIX I TOWN OF PICKERING The Executive Committee, having met January 29th 1979, presents its second report to the Council of the Town of Pickering and recommends: 1. HIGHWAY '7 IMPROVEMENTS FILE NUMBER A2310-13 .G That the report of the Direc~r of Public Works dated January lOth 1979 with respect to improvements On Highway 17 by the Ministry of Transportation and Communications be received; ."\ ~ And that the Ministry be advised that the Town of Pickering supports the proposed up-grading of Highway 17 between the pickering/Markham Townline and the Hamlet of Brougham. 2. NATIONAL DIABETES MONTH FILE NUMBER A2110 That the Mayor be authorized to proclaim the 'month of March 1979, as "National Diabetes Month". 3. ACCOUNTS FOR APPROVAL That the accounts in the amount of $2,155,954.89 for the period ending Deoember 15th 1978 and accounts in the amount of $155,795.63 for the periog ending December 30th 1978 and accounts in the amount of $522,476.30 for the period ending January 15th 1979, as submitted by. ele Town Manager, be approved. ?
