Cahill D. Dickerson G. Fisher D. Kitchen K. Matheson N. Stoner ALSO PRESENT: N.C. Marshall B. Taylor Town Manager Town Clerk (I) ADOPTION OF MINUTES Meeting of December 17th 1979 (II) 1. DELEGATION Mr. Tom Collins, 1967 Glenview Road objected to the name change of a portion of Glenview Road. (III) RESOLUTIONS Resolution 1/80 Moved by Councillor Cahill Seconded by Councillor Fisher That by-law number 1061/79 is in conformity with the Official Plan of the Region of Durham and in force at the time this by-law was passed, namely the 19th day of November 1979; and that no further Official Plan has been proposed by Council nor approved by the Ministry of Housing since passing of said by-law 1061/79 in which the said by-law would not be in conformity. .. CARRIED (IV) BY-LAWS By-Law Number 1068/79 - Third Reading Councillor Cahill, seconded by Councillor Fisher moved that the report of the Committee of the Whole on By-law Number 1068/79 to change the name of a portion of Glenview Road to Fieldlight Boulevard be adopted and that the said by-law be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-law read a first, second and third time and finally passed. -~ - 2 - 1/80 (V) OTHER BUSINESS Resolution 2/80 Moved by Councillor Cahill Seconded by Councillor Fisher That a protective rail be installed on White's Road over the C.N.R. bridge north of Sheppard Avenue at a cost not to exceed $3,000.00, on an experimental basis. CARRIED (VI) CONFIRMATION BY-LAW By-Law Number 1076/80 Councillor Cahill, seconded by Councillor Fisher moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 7th day of January 1980, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. REQUEST FOR GRANT FRON THE SOUTH PICKERING ~1ATEUR RADIO CLUB FILE NUMBER - C2163 That the request of the South Pickering Amateur Radio Club for a grant in the amount of $4,811.39 be refused. 2. AMBERLEA RESIDENTIAL 4 RO$EBANK ROAD CURBS BRAMALEA LIMITED FILE NUMBER 84100 - 18T-78050 That the report of the Town Manager, dated January 2, 1980 with respect to Amberlea Resi- dential 4, Rosebank Road Curbs, Bramalea Limited be received; and that Resolution #156/79 be reconsidered. 3. " ¿ That Resolution #156/79 be rescinded. 4. ~------ DIAL-A-BUS PARES FILE NUMBER F4100 . , ¡ That because of higher revenue requirements and in the interest of maintaining the user- pay philosophy for the Transit Sy~tem required by the Ministry of Transportation and Communi- cations, that effective January 21, 1980, Dial- a-Bùs fares be established as follows: - 2 - 1/80 Adults Children $.60 cash $.50 cash and that tickets be priced as follows: Adults Children 10 tickets for $6.00 10 tickets for $4.50 Item-#4.asamended 5. PICKERING HYDRO USE OF TRANSMITTING TOWER AT THE WORKS CENTRE FILE-NYMBERS-F2710.01and-E5130.05 That the Town Manager be authorized to grant the Pickering Hydro Electric Commission access to the Town of Pickering communications tower at the Works Centre on Tillings Road) providing such installation will not interfere with exist- ing Town facilities and subject to the entering into of an appropriate agreement between the Pickering Hydro Electric Commission and the Town should it be deemed necessary. 6. That the repoyt o£ the Town Managcy datcd J~n uary 7, 1980 wich respect to the installation of street lights be approved and that the es- timated expenditure of $73,100.00 be included in the 1980 budget and covered by a contribution from the Reserve for Equipment Replacement Fund. 7 . TAX WRITE-OFFS FILE NUMBER.A2310.113 Whereas Section 636a of the Municipal Act as enacted by Statutes of Ontario, 1973, c.124, transfers the responsibility for the hearing of the applications for cancellation, reduction or refund of taxes to the Council of the Municipal- ity; AND WHEREAS notices in writing of applications have been received by the Clerk of the Municipality for the cancellation, reduction and refund of taxes for various reasons; - 3 - 1/80 7. TAX WRITE-OFFS continued AND WHEREAS upon investigation and receipt of reasonable explanations all claims have been substantiated; BE IT THEREFORE RESOLVED that the Council of the Town of Pickering accept the following list of applications and authorize the adjustment of taxes in the amount of $964..68. 8. ACCOUNTS FOR APPROVAL FILE NUMBER - C 2310 That the accounrs in the amount of $1,883,753.96 for the period ending December 15, 1979 and $308,985.18 for the period ending December 31, 1979, as submitted by the Town Manager be approved. 9. ONTARIO HUMANE SOCIETY SERVICES FILE NUMBER F2300.15 That the Ontario Humane Society be adviRed that the Town or Pickering will accept a 1980 per capita rate of $1.85 based on a reduced level of service being weekday patrols from 7:00 a.m. to 11:00 p.m. and weekend patrols from 7:00 a.m. to 3:00 p.m. with an emergency standby during other hours. 10. ONTARIO HU~1ANE SOCIETY SERVICES FILE NUMBER F2300.15 That the Town Solicitor be directed to prepare an agreement with the Ontario Humane Society to incorporate the per capita rate of $1.85s a reduced level of service, better dead animal pick up; and that the said agreement be valid until December 31, 1981. - ,~ - 1/80 11. LIQUID WASTE TREATNENT PLANT IN TOWN OF AJAX FILE NUMBER - A2310.6b That the Town of Pickering request that the Environmental Assessment Board recognize the Town as an interested party in the proceedings involving the conversion of the Town of Ajax Sewage Treatment Plant into a Toxic Waste Treat- ment Plant; and that the Town of Pickering be given an opportunity to present it~ views on this project. .','.
