Anderson COUNCILLORS: Cahill Dickerson Fisher Kitchen Matheson Stoner ALSO PRESENT: N. C. Marshall - Town Manager B. Taylor - Town Clerk (I) ADOPTION OF MINUTES Meeting of May 5, 1980 . (II) DELEGATIONS . 1. Mr. Doug Piitz addressed Council with respect to the objection received to By-law 1091/80, which rezones his property on the southeast corner of Bayly Street and Sandy Beach Road and asked Council to support the resolution which deems the said objection to be invalid. Mrs. Elizabeth Shumovich, representing the Ea~t Rouge and Rosebank Ratepayers Association, address- ed Council to request that curbs and sidewalks be deleted in the Hollinger Subdivision on the southwest corner of Toynevale Road and Rougemount Drive. Mrs. Shumovich stated that the Rosebank Community wishes to maintain its semi-rural nature but does not object to full services in the internal streets of any subdivision. 2. . . 12/60 - 61 - (III) RESOLUTIONS Resolution #60/80 - See Appendix #1 Moved by Councillor Kitchen Seconded by Councillor Fisher That the report of the Executive Committee Meeting of May 12, 1980, be adopted. CARRIED Recorded Vote on Item #17 Yea: Councillors Cahill, Dickerson, Fisher, Stoner, Kitchen, Matheson and Mayor Anderson Resolution #61/80 Moved by Councillor Cahill Seconded by Councillor Stoner That the quotation submitted amount of $17,203.00 for the for the handicapped plus the radio-fare box, bus painting van, be accepted; by Funcraft (Dodge) in the supply of one transit van amount of $1,500.00 for a and lettering for the said 12/80 - 62 - Resolution #61/80 - continued and that the letter from the Social Planning Council of Ajax/Pickering dated May 7, 1980 regarding the transit van for the handicapped, be adopted; and that the Council of the Town of Pickering hereby requests an allocation of subsidy funds in the amount of $9,500.00 for the transit van for the handicapped pursuant to The Public Transportation and Highway Improvement Act. CARRIED Resolution #62/80 Moved by Councillor Kitchen Seconded by Councillor Fisher That the Town of Pickering contact the Ministry of Trans- portation and Communications with respect to the possibility of entering into an agreement with that Ministry with respect to municipal transit adn GO train connections' as is being done in the Town of Oakville. CARRIED Resolution #63/80 Moved by Councillor Kitchen Seconded by Councillor Cahill That letters notifying interested parties that a planning item is to be considered at a Committee Meeting, be sent 10 days in advance of the said meeting. CARRIED (IV) BY-LAWS Councillor Cahill, seconded by Councillor Dickerson moved for leave to introduce By-laws of the Town of Pickering: By-Law Number 1077/80 Being a by-law to amend By-law 2511, as amended, to allow for the conversion of zoning standards and provisions therein from imperial units to metric units. - 63 - 12/80 By-Law Number 1078/80 Being a by-law to amend By-law 3036, as amended, to allow for the conversioan of zoning standards and provisions therein from imperial units to metric units. By-Law Number 1082/80 Being a by-law to amend By-law 3037, as amended, to allow for the conversion of zoning standards and provisions therein from imperial units to metric units. By-Law Number 1083/80 Being a by-law to amend By-law 2520, as amended, to allow for the conversion of zoning standards and provisions therein from imperial units to metric units. By-law Number 1119/80 Being a By-law to authorize the execution of an agreement between the Corporation of the Town of Pickering and E.R.S. Holdings Limited respecting the establishment and operation of a pit or quarry Part Lot 2, Concession 9, Pickering. By-Law Number 1120/80 Being a By-law to prohibit the use of any lands or structures for storing used motor vehicles for the purpose of wreck- ing or dismantling them or salvaging parts thereof for sale or other disposal. By-Law Number 1121/80 Being a By-law of the Corporation of the Town of Pickering to authorize the execution of lease of agreements between the Corporation of the Town of Pickering and Her Majesty The Queen In Right Of Canada with respect to the exprop- riation of certain properties by the Federal Government. By-Law Number 1122/80 Being a By-law to authorize the execution of a Grant of Easement between the Corporation of the Town of Pickering and Her Majesty The Queen In Right Of Ontario as represented by the Minister of the Environment with respect to Lot 12, Plan 270. By-Law Number 1123/80 Being a By-law to authorize the execution of subdivision agreement between Hollinger Construction Limited and the Corporation of the Town of Pickering respecting the develop- ment of Lot 31, Plan 350, (Draft Plan 18T-77006, revised) 12/80 - 64 - THIRD READING Councillor Cahill, seconded by Councillor Dickerson moved that the report of the Committee of the Whole on By-law Numbers 1077/80, 1078/80, 1082/80, 1082/80, 1083/80, 1119/80, 11120/80 1121/80, 1122/80 and 1123/80 be adopted with the following amendment: By-law 1123/80 was amended in subsection (1) of section 3 of Schedule "B" to Schedule "A" to By-law 1123/80 by adding the words "and 7" in the third line after the words "........ sections 4(1), 5 and 6". and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-law read a first, second and third time and finally passed. Recorded Vote on the amendment to By-law 1123/80 Yea: Councillors Cahill, Dickerson, Fisher, Stoner, Kitchen Matheson and Mayor Anderson (V) OTHER BUSINESS 1. Councillor Stoner criticized various actions taken with respect to the demolition of a building on Dixie Road by Runnymede Developments. 2. Councillor Kitchen requested a report on what legal action can be taken against Runnymede Develop- ments with respect to the demolition of a building on Dixie Road. 3. Councillor Cahill thanked the Regional Councillors for their support in instituting a prohibition of left turns into the north parking lot at the GO station from Liverpool Road. 12/80 - 65 - (VI) CONFIRMATION BY-LAW By-law Number 1124/80 Councillor Cahill, seconded by Councillor Dickerson moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the May 20, 1980, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. APPENDIX I 10/80 TOWN OF PICKERING The Executive Committee having met May 12, 1980 presents its tenth report to the Council of the Town of Pickering and recommends: BRAMALEA LIMITED - DRAFT PLAN OF SUBDIVISION PART LOTS 29, 30 FILE NUMBER - B2310 - 18T-79085 - A51/79 1. ., ~_1 .. '3- That Council endorse a modification to Part 1 of the Pickering District Plan which deletes section 4(d) and which replaces it with the following: d) Prior to the completion of a Part II study for areas identified on Schedule "A" as requiring these studies, 4. (i) limited development may be permitted in services areas provìded that the development would: (1) ( 2 ) ( 3 ) consist of limited infilling in a community that has been extensively built up; not require additional mun- icipal services; and be supported by existing comm- unity facilities including schools, local shopping and iecreation facilities.
