Taylor - Town Clerk (I) ADOPTION OF MINUTES Meeting of September 2, 1980 (II) DELEGATIONS 1. Miss Linda Seguin, Campaign Chairman, Ajax-Pickering United Way, addressed Council to request a per capita grant in support of the United Way's 1980 campaign. (III) RESOLUTIONS Resolution #102/80 - See Appendix #1 Moved by Councillor Dickerson Seconded by Councillor Fisher That the report of the Executive Committee dated September 8, 1980, be adopted with the following amendment: Item #5 was amended by changing the figure "3.7" to "9.2". CARRIED - 106 - 20/80 Resolution #102/80 - Continued Recorded Vote on Item #1 Yea: Councillors Dickerson, Fisher, Stoner, Kitchen and Nayor Anderson Nay: Councillors Cahill and Matheson Resolution #103/80 Moved by Councillor Fisher Seconded by Councillor Cahill That provision be made in the 1981 budget for a per capita grant of 25i for the year 1981 to the United Way of Ajax- Pickering; and that permission be granted to fly the United Way flag at the Municipal Offices during the campaign period. CARRIED Recorded Vote Yea: Councillors Cahill, Dickerson, Fisher, Stoner, Kitchen Matheson and Mayor Anderson Resolution $104/80 Moved by Councillor Cahill Seconded by Councillor Dickerson That pursuant to Section 7 of By-law Number 1073/79 (Licens- ing), the request of the Fairport Beach Home and School Association to conduct a flea market and bazaar on September 27, 1980, is hereby approved. CARRIED Resolution #105/80 Moved by Councillor Dickerson Seconded by Councillor Stoner That the request of the Ontario Humane Society to conduct its annual Tag Day on September 27, 1980, be approved. CARRIED 20/80 - 107 - Resolution #106/80 Moved by Councillor Cahill Seconded by Councillor Fisher That the Director of Planning, Mr. Richard Tsao, be granted an unpaid leave of absence for six months. CARRIED Resolution #107/80 Moved by Councillor Fisher Seconded by Councillor Stoner That pursuant to Section 36 of The Municipal Act, the request of Mr. Earle Pilkey for a leave of absence from October 20, 1980 to November 10, 1980 {inclusive} be granted. CARRIED Resolution #108/80 Moved by Councillor Matheson Seconded by Councillor Cahill That the Council of the Town of Pickering hereby recognizes The German-Canadian Club of Pickering, K.G. Old Severin, as a service club; and that the request of the said club to hold its 10th Annual Oktoberfest on Saturday, October 18, 1980 and its Mardi Gras on Saturday, November 15, 1980 both in the West Shore Community Centre be approved subject to the approval of the Liquor Licence Board of Ontario; and that Saturday, November 15, 1980 be declared as "Nardi Gras Day" in Pickering. CARRIED 20/80 - 108 - (IV) BY-LAWS Councillor Dickerson, seconded by Councillor Fisher moved for leave to introduce By-laws of the Town of Pickering: By-law Number 1169/80 To amend By-law 1064/79 licensing, regulating and governing taxicab and limousine drivers, owners and brokers. By-law Number 1170/80 To authorize the acceptance of an offer made by J.D.S. Investments Limited, to grant an easement over Part Lot 21, Concession 1, (parts 5 and 6, Plan 40R-1096) to the Corporation of the Town of Pickering, Regional Nunicipality of Durham, jointly. THIRD READING Councillor Dickerson, seconded by Councillor Fisher moved that the report of the Committee of the Whole on By-law Numbers 1169/80 and 1170/80 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-law read a first, second and third time and finally passed. (V) OTHER BUSINESS 1. Councillor Cahill indicated that he will shortly be asking Council to adopt a property standards by-law. 20/80 - 109 - 3. Councillor Cahill stated that he objected to statements made by Councillor Kitchen regarding the Development Committee. Councillor Kitchen introduced the following Notice of Motion: 2. Moved by Councillor Kitchen Seconded by Councillor Stoner That the Council of the Town of Pickering hereby endorses the position of the Town of Ajax regard- ing the Liquid Waste Treatment Plant. 4. Councillor Kitchen asked why Runnymede Developments would send certain information to one Councillor and not to others. 5. Councillor Dickerson stated that he objected to comments made by Councillor Kitchen regarding the Development Committee. 6. With the concurrence of Council, the following resolution was considered: Resolution #109/80 Moved by Councillor Cahill Seconded by Councillor Dickerson That the confidential report of the Town Manager dated September 10, 1980 regarding Runnymede Developments, be adopted. CARRIED (VI) CONFIRMATION BY-LAW By-law Number 1171/80 Councillor Dickerson, seconded by Councillor Fisher moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on September 15, 1980, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. 20/80 - 110 - (VII) ADJOURNMENT The meeting adjourned at the hour of 8:20 P.M. TERMS OF REFERENCE FOR SPECIAL STUDY AREA IN THE HIGHBUSH COMMUNITY FILE NUMBER - B 3500 That the Terms of Reference for the Special Study Area in the Highbush Community as outlined in Planning Report #26/80 dated July 2, 1980 be adopted; and that the Town Manager be authorized to invite proposals for the said Special Study; and that Council review and confirm the selection of a successful firm preliminary to entering into an appropriate contract for the agreed Upon price. 2. EXTENSION OF DRAFT APPROVAL PLAN OF LOT 93 AND PART LOT 95, PLAN 350, KIPARK CONSTRUCTION FILE NUMBER - B 4100 - 18T-76070 That the request by Mr. Frank Spain on behalf of Kipark Construction to extend the draft approval for draft plan of subdivision 18T-76070 for a period of one year, being until July 18, 1981, be APPROVED. 3. TAXICABS - BY-LAW #1064/79 FILE NUMBER - D 2300 That pursuant to section 58 of By-law Number 1064/79 (Taxicabs and Limousines). Taxicab Owner's Plate #16 for 1980 is hereby revoked. 4. " .t; 5. 6. ~ ; - 2 - CORN DRYING FACILITY IN CLAREMONT FILE NUMBER - D 2210 That pursuant to the provisions of Section 6 (b) of By~law 3821/70, as amended, the operat- ion by United Co-operatives of Ontario and T.L. Wilson & Sons 1974 Limited of a corn drying facility is hereby declared an emergency for the purposes of Section 6 (a), thereof, but the relief granted under this resolution shall not extend beyond December 15, 1980, nor will the corn drying facility be operated between the hours of 12:01 a.m. and 6:00 a.m. of any day, with the exception of any 21 days of the corn harvest season to commence on October 15, 1980. FIRE DEPARTMENT- COMPRESSOR AND CASCADE SYSTEM FILE NUMBER F 2420 That the report of the Fire Chief dated July 4, 1980 be adopted, and he be authorized to proceèd with the purchase of a 9.2 C.F.M. Com- pressor and Cascade System from Safety Supply in the amount of $13,944.31; and that this be charged to the Capital Budget for the Fire Department.
