Carroll - Planner - Implementation ABSENT Councillor Dickerson (I) ADOPTION-OF MINUTES Regular Neeting of October 20, 1980 Special Meeting of November 5, 1980 (II) RESOLUTIONS Resolution #126/80 Moved by Councillor Stoner Seconded by Councillor Fisher That application A 73/80 submitted by Eaglebrook and Bally- croy Investment Ltd., to rezone lands being Lots 1-9 inclus- ive and Blocks 11-14- inclusive, Plan M-1185 be APPROVED AS-REVISED to permit the development of 36 single detached dwellings on lots having frontages of 9 metres. CARRIED Recorded Vote Yea: Councillors Cahill, Fisher, Stoner, Matheson and Mayor Anderson Nay: Councillor Kitchen Absent: Councillor Dickerson - 130 - 25/80 Resolution-#127/S0 Moved by Councillor Cahill Seconded by Councillor Stoner That application A 76/80 submitted by St. Martin Centre, on behalf of the Inc. Synod of the Diocese of Toronto to amend zoning By-law 2511 to rezone the subject lands known as Blocks E and F, Plan 239 and Part 1, Plan 40R-590 from 'RM2' - Multiple Family Dwelling Zone to an appropriate zoning to permit the development of a Senior Citizen Resident- ial Complex of approximately 56 units be APPROVED subject to the following conditions: 1 ) that prior to the issuance of a building permit the owner satisfy a) the concerns of the Metropolitan Toronto and Region Conservation Authority the Region of Durham regarding servicing b) CARRIED Recorded Vote Yea: Councillors Cahill, Fisher, Stoner, Kitchen and Matheson Absent: Councillor Dickerson Resolution #128/80 Moved by Councillor Cahill Seconded by Councillor Fisher That application A 72/80 submitted by Palm Drive Developments to amend zoning By-law 2511, to rezone lands known as Part Lot 19, Concession 1, from 'Ml' - Storage and Light Manu- facturing to an appropriate zoning that will permit 'assoc- iated industrial' uses as outlined in the Brock Industrial Community Plan be APPROVED subject to the following conditions: 1 ) that prior to the submission of an implementing by-law to Council, the owner receive site plan approval from the Town of a revised plan which accommodates development for 'assoc- iated industrial' uses. 2) that the implementing by-law include sufficient lands to accommodate development as outlined in the approved site plan referenced in con- dition #1. CARRIED - 131 - 25/80 Resolution #129/80 Moved by Councillor Cahill Seconded by Councillor Stoner That application M 47/80 as submitted by I. R. Leckie to modify the Minister's Zoning Order #1 on lands being Part Lot 6, Concession 6, to permit the construction of a single family residence on a lot having an area of 4.04 ha and frontage of 152.4 m be APPROVED subject to the condition that the owner satisfy the Ministry of Housing with respect to the incorporation of appropriate noise attenuation measures in any residential development. CARRIED Resolution-#130/80 Moved by Councillor Cahill Seconded by Councillor Matheson That a review of the Municipality's current standards on the parking of recreation vehicles be incorporated in the comprehensive zoning by-law review scheduled for 1981. CARRIED Resolution #131/80 Moved by Councillor Fisher Seconded by Councillor Cahill That the letter from The Hurlstone Development Corporation dated November 4, 1980 requesting a clarification of Council's policy with respect to turning circles be received; CARRIED Resolution-#132/80 Moved by Councillor Cahill Seconded by Councillor Stoner That the report of the Treasurer-Collector dated November 13, 1980 with respect to Uncollectable Miscellaneous Accounts Receivable in the amount of $697.96, be adopted. CARRIED - 132 - 25/80 Resolution #133/80 Moved by Councillor Stoner Seconded by Councillor Cahill That the Pickering Figure Skating Club be granted the use of the Don Beer Community Centre on March 1, 1981; and that a grant equivalent to the normal rental fee for this facility be made to this Club and charged to Account # GL 2195. CARRIED Resolution #134/80 Moved by Councillor Cahill Seconded by Councillor Stoner That the Accounts in the amount of $1,248, 197.82 for the period ending October 31, 1980 and $504,103.45 for the period ending November 15, 1980 as submitted by the Town Manager, be approved. CARRIED (III) BY-LAWS Councillor Cahill, seconded by Councillor Fisher moved for leave to introduce By-laws of the Town of Pickering: By-law Number 1199/80 Being a Restricted Area By-law to amend Restricted Area By-law 2511 as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham on Lots 1-9 inclusive, and Blocks 11-14 inclusive, Plan M-1185 in the Town of Pickering. By-law Number 1200/80 Being a Restricted Area By-law to amend Restricted Area By-law 2511, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, on Blocks E and F Plan 239, and part of St. Martin's Drive (Part 1, Plan 40R-590), in the Town of Pickering. - 133 - 25/80 By-law Number 1201/80 Being a Restricted Area By-law to amend Restricted Area By-law 2511, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, on Part of Lot 19, Concession 1, in the Town of Pickering. By-law Number 1202/80 Being a Restricted Area By-law to amend Restricted Area By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, in Part Lot 23, Concession 1, in the Town of Pickering. By-law Number 1203/80 Being a By-law to authorize the execution of an Agreement between the Corporation of the Town of Pickering and 427561 Ontario Inc. respecting Part Lot 28, Concession 1, Pickering (LD 280/79) THIRD READING Councillor Cahill, seconded by Councillor Fisher moved that the report of the Committee of the Whole on By-law Numbers 1199/80, 1200/80, 1201/80 and 1203/80 be adopted, with the following amendment: By-law Number 1202/80 was tabled and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-law read a first, second and third time and finally passed. Mayor Anderson thanked Councillors Kitchen and Matheson for their work in the past on Council. (V) CONFIRMATION BY-LAW By-law Number #1204/80 Councillor Cahill, seconded by Councillor Stoner moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on November 24, 1980, and that same be now read a first, second and third time and that the same be now finally passed and that the Nayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
