THIRD READING Councillor Cahill, seconded by Councillor Stoner moved that the report of the Committee of the Whole on By-law Numbers C-l0 as amended, 1206/80, 1207/80, 1208/80, 1209/80, 1210/80, 1211/80, 1212/80, 1213/80, 1214/80, 1215/80 and 1216/80 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-law read a first, second and third time and finally passed. The following motions were passed in conjunction with the third reading of the by-laws: Moved by Councillor Fisher Seconded by Councillor Stoner That Subsection 3 of Section 18 of By-law C-l0 pertaining to O.M.E.R.S. be deleted. (V) CONFIRMATION BY-LAW By-law Number 1217/80 Councillor Cahill, seconded by Councillor Stoner moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on December 15, 1980, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. SOLSAR LINITED - AMENDMENT TO THE LIVERPOOL DEVELOPMENT PLAN HIGHWAY #2 AND GLENVIEW ROAD FILE NUMBER - B 2310 - A49/79 .~ That Council amend the Development Plan - Liver- pool Community (March, 1979) by: a) Deleting the second sentence of Section I.D. and replacing it with the following senctence: "Where feasible, proposals should provide for the improvement of the intersection and the redevelopment of adjacent parcels of land." - 2 - b) Deleting the last sentence of Section I.D. and replacing it with the following sentence. "If residential uses are developed or redeveloped vehicular access must be con- fined to Glenview Road. The design of buildings, their siting and landscaping along Kingston Road frontage must contri- bute towards the reduction of noise pen- etration from Kingston Road." 4. GERMAN - CANADIAN CLUB FILE NUMBER - F 2300.07 That the Council of the Town of Pickering re- affirms its recognition of the German-Canadian Club of Pickering, K.G. Old Severin, as a ser- vice club; and that the request of the said club to hold its Masquerade Dance on Saturday, January 31, 1981 and its 7th Annual "EIN PROSIT" Bavarian Festival on Saturday, April 4, 1981 and its 11th Annual Oktoberfest on Saturday, October 3, 1981 and its Mardi Gras on Saturday, November 14, 1981, all in the West Shore Community Centre be approved subject to the approval of the Liquor Licence Board of Ontario; and that Saturday, November 14,1981 be declared as "Mardi Gras Day" in Pickering. 5. REPLACEMENT OF CAPITAL EQUIPMENT RESERVE ACCOUNT FILE NUMBER - C 1000.09 :r- .. That the report of the Treasurer-Collector dated November 3, 1980 with respect to the Replacement of Capital Equipment Reserve Account be adopted and an expenditure of $118,486.00, be included in the 1981 General Government budget under G/L 2821 TraAsfer to Reserves - Equipment Replacement. - 3 - 6. 1981 REGIONAL SEWER RATE FOR THE TOWN OF PICKERING FILE NUMBER - A 2220 That the 1981 Sewer Commodity Rates and Service Charges for the Town of Pickering be set at 87.5% of the Region's uniform Rates and Charges; and that the balance of the required revenue be secured by a charge to the Sewage Reserve Fund held by the Region in our name. ROOF REPAIRS - RESERVE FILE NUMBER - C 2300 7. That a 1981 provision of $25,000 be set aside in the Reserve for Replacement of Capital Equip- ment G/L 4611 to cover Roof Repairs to "Munic- ipal Buildings"; and that the 1980 year-end balances in the Capital Fund for Roof Repairs to Recreation and Library buildings be transferred to the Reserve for Replacement of Capital Equipment G/L 4611, for control purposes; and that an ongoing roof maintenance system similar to that presently in use by the Re- creation Department, be started on all non-Res- idential and Cultural buildings in the Town. 8. TRANSFER OF 1980 NON-RECURRING REVENUE FILE NUMBER - C 2400 '".,. That non-recurring revenue received in 1980 in the amount of $291,000 be transferred in 1980 to the Community Facilities Development Reserve Fund (G/L 4225) and be used for capital expenditures for community facilities in the Town of Pickering, as stipulated in the Reserve Fund By-law 357/76. . 9. TENDER WD 42-80 FOR THE, SUPPLY OF SODIUM CHLORIDE FILE NUMBER - C 4300 That Co-operative Tender WD 42-80 submitted by the Canadian Salt Company for the supply of sodium chloride in the amount of $22.55 per tonne be accepted subject to the approval of the Ministry of Transportation and Commun- ications. - 4 - 10. TENDER WD 43-80 FOR THE DELIVERY OF SODIUM CHLORIDE FILE NUMBER - C 4300 That Co-operative Tender WD 43-80 submitted by Roberts Haulage Limited for the deliver of sodium chloride in the amount of $1.16 per tonne be accepted subject to the approval of the Ministry of Transportation and Communi- cations. PICKERING-AJAX RESCUE UNIT - BUDGET REPLACEMENT OF ENGINES FILE NUMBER F 2430 That the Pickering-Ajax Rescue Unit be author- ized to proceed with the purchase of two Volvo engines to replace the existing engines on the PARU craft at a projected cost of $9,245.00; and that this amount be included in the 1981 budget; and that this approval be given subject to the approval of the Town of Ajax. 12.
