(I) ADOPTION OF MINUTES Regular Meeting of September 21,1981. Special Meeting of September 28,1981. (II) 1. DELEGATION Mr. Harry Gerlach addressed Council to express his concerns about the drainage and landscaping in the draft plan of subdivision submitted by 370766 Ontario Limited on the northwest corner of Finch Avenue and Dixie Road. (III) RESOLUTIONS Reso,lution #79 - See Appendix #1 Moved by Cuncil1or Robertson Seconded by Councillor Cahill That the Executive Committee Report dated Septewber 28th, 1981, be adopted with the following amendment: 18/81 - 84 - Resolution #79 - continued Item #14 was deferred until the Council Meeting of October 19, 1981. CARRIED Councillor Fisher declared a conflict of interest with respect to Item #5 Resolution #80 - See Appendix #2 Moved by Councillor Cahill Seconded by Councillor Byers That the Planning Report dated September 29th, 1981, be adopted. CARRIED ( IV) BY-LAWS Councillor Cahill, seconded by Councillor Byers moved for leave to introduce By-laws of the Town of Pickering: By-law Number 1367/81 Being a Restricted Area By-law to amend Restricted Area By-law 3037, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, on Part of Lot 33, Concession 6, in the Town of Pickering. By-law Number 1368/81 Being a by-law to amend By-law 919/78 providing for the estab- lishment, maintenance and operation of certain Community Recreat- ion Centres within the Town of Pickering. By-law Number 1369/81 Being a by-law to amend By-law 55/74 to prohibit heavy traffic on West Shore Boulevard. 18/81 - 85 - By-law Number 1370/81 Being a by-law to authorize the execution of an agreement between the Town of Pickering and the Township of Uxbridge for the provision of fire fighting services. By-law Number 1371 Being a by-law to repeal By-law Number C-3. By-law Number 1375/81 Being a By-law to change the name of a portion of Sideline 30 to Golf Club Road. TEIRD READING Councillor Cahill, seconded by Councillor Coburn moved that the report of the Committee of the Whole on By-law Numbers 1367/81, 1368/71, 1369/71, 1370/81, 1371/81, 1372/81, 1373/81, 1374/81 and 1375/71 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. 18/81 - 86 - (V) CONFIRMATION BY-LAW By-law Number 1376/81 Councillor Cahill, seconded by Councillor Fisher moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on September 21,1981, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. BROUGHAM UNION MASONIC HALL IN CLAREMONT FILE NUMBER - F 1000.07 WHEREAS the Brougham Union Masonic Lodge (Claremont) is a building of historic and archi- tectural value and interest and therefore worthy of conservation; IT IS HEREBY RECOMMENDED TO COUNCIL THAT: An Agreement respecting the continued conser- vation and preservation of the Brougham Union Masonic Lodge (Claremont) be entered into. 6. REQUEST FOR EXTENSION OF TIME REQUIRED FOR DRAFT APPROVAL OF PLAN OF SUBDIVISION BY BANGOR CONSTRUCTION AND AVOCAN HOLDINGS FILE NUMBER - B 4100 - 18T-77126 WHEREAS, on March 20th, 1978, Council passed Resolution 30/78, Item 7 of which approved Draft Plan of Subdivision 18T-77126 subject to certain conditions, one of which requires that registration of the plan and construction occur within 18 months of draft plan approval; and - ~ ~ WHEREAS, on August 24th, 1978, the Minister of Housing approved the said Draft Plan, which approval expired on August 24th, 1981; and WHEREAS, Bangor Construction Limited and Avocan Holdings Limited are requesting the Town's consent to an extension of the Minister of Housing's draft plan approval; - 3 - NOW THEREFORE, BE IT RESOLVED THAT: 1. CHANGE OF NAME OF SIDELINE 30 TO GOLF CLUB ROAD FILE NUMBER - E 4430 That the Town Clerk be directed to prepare a By-law to change the name of that portion of Sideline 30 south of Concession 5 Road to "Golf Club Road". 11. PICKERING BLUE DOLPHINS SWIM CLUB FILE NUMBER - D 2300 That the request of the Pickering Blue Dolphins Swim Club for permission to conduct a flea market at Stroud's Market on November 1, 1981 with a rain date of November 8, 1981 and for exemption from the terms of By-law 1073/79 (Business Licensing), be approved. 12. ACCOUNTS FOR APPROVAL FILE NUMBER - C 2310 That the accounts in the amount of $851.428.45 for the perioq ending September 15. 1981, as submitted by the Town Manager, be approved. - 6 - 13. TENDER FOR CONSTRUCTION OF SERVICES IN BROCK INDUSTRIAL AREA FILE NUMBER - C 4300 That Tender T-26-81 submitted by Bandiera and Associates in the amount of $2,040,746.06 for the construction of municipal services in the Brock Industrial Area, be apaproved, subject to the approval of the Regional Municipality of Durham. 14. RECREATION COMPLEX FILE NUMBER - F 2100 That the report of Beddall, Shukla Partnership made in support of the presentation of September 24, 1981, with respect to the Town of Pickering Recreation Complex, be endorsed; and that Beddall, Shukla Partnership be directed to proceed with the working drawings of the Recreation Complex; and that the firm of Totten, Sims and Hubicki be retained as the Project Managers. Deferred until the Council Meeting of October 19, 1981 15. USING "PICKERING" TO NAME VARIOUS DEVELOPMENTS IN TOWN CENTRE FILE NUMBER - B 3500 Thst J.D.S. Investments be authorized to use the name "Pickering" as part of its naming of various developments in the Town Centre. 16. REQUEST FROM METRO TORONTO TO CLOSE SIDELINE 22 BETWEEN CONCESSION 4 ROAD AND THE LANDFILL SITE FILE NUMBER - E 4000 That the Town Manager be authorized to survey that portion of Sideline 22 between Concession 4 Road and the landfill site as a result of a request from Metropolitan Toronto that this road be closed.
