HomeMy WebLinkAboutAugust 20, 1981 (Special) 14/81 - 61 - COUNCIL MEETING A Special Meeting of the Pickering Town Council was held Wednesday, August 20, 1981 at 2:00 P.M. Pursuant to Section 2010.4 of The Municipal Code, this Special Meeting was called to consider a revised Development Plan for the previous draft plan of subdivision by J.D.S. Investments Limited and to consider a zoning change in the Town Centre area. PRESENT: Mayor J. Anderson COUNCILLORS: Byers Cahill Robertson ALSO PRESENT: N.C. Marshall - Town Manager B. Taylor - Town Clerk T. Magi - Director of Planning N. Carroll - Planner - Implementation ABSENT Councillors Coburn, Fisher and Stoner (I) DELEGATIONS Mr. Peter Walker, representing the Town of Pickering displayed drawings in support of the type of unit proposed, namely low rise apartment blocks as opposed to triplexes. He stated that this higher density complies with the original intent of the Town Centre Plan and supports the commercial development in the Town Centre. The site plans for the apartment blocks are to be considered at a later date. Mr. Walker displayed a plan of the Town Centre which incorporated the proposed Eaton's department store, a re-alignment of Sheridan Mall Parkway to the south, a proposed Transportation Terminal to the east of the Pickering Corporate Centre and a parking garage at the Sheridan Mall. In response to questions from Councillor Cahill, Mr. Walker inidcated that when site plan agree- ments are executed for the expansion of the Sheridan Mall, an alternative to the parking garage can then be sought. 14/81 - 62 - (II) RESOLUTIONS Resolution #56/81 Moved by Councillor Robertson Seconded by Councillor Byers That By-law Amendment Application A 98/81 submitted by J.D.S. Investments Limited to amend By-law 3036, as amended, to rezone lands being Part of Lots 20 and 21 Concession 1, from "R-SD", "R-T-DT" and "H" to an appropriate zoning to permit the establishment of residential low-rise apartment dwellings at densities in conformity with the Town Centre Community Plan be APPROVED, subject to the following conditions: 1. That the owner enter into an appropriate Site Plan and/or Development Agreement with, and to the satisfaction of the Town. 2. That the owner enter into an appropriate Servicing Agreement with and to the satisfaction of the Region of Durham. CARRIED Resolution #57/81 Moved by Councillor Cahill Seconded by Councillor Robertson That the Main Central Area South Development Plan be amended as follows: (i) revoke section 1.D. which states: D. Residential High Density I a) A variety of dwelling types shall be permitted under this designation. The overall density shall not exceed 84 units per net hectare. This figure in- dicates the need to attain a density appropriate for residential development in the Main Central Area of a Town Centre. However, the denisty need not be uniform across the whole of the area. Stacked townhouses, and/or similar housing forms should be distributed according to funct- ional and aesthetic criteria. 14/81 - 63 - b) Dwelling units that are appropriate for a variety of residents of different ages, incomes and family status are to be encouraged. To this end serious consideration should be given to the introduction of Senior citizen, co-op- erative and other forms of specialized housing. and replace it with the following: D. Residential The following denisty guidelines shall apply to development within the resident- ially designated areas of the Main Central Area South: (a) Medium Density II Residential: 51 to 75 units per net hectare (b) High Density I Residential: 75 to 84 units per net hectare Residential Development within these areas may contain a variety of dwelling types including low rise apartments, stacked townhouses, townhouses, triplexes and/or similar housing forms. Dwelling units that are appropriate for a variety of residents of different ages, incomes and family status are to be encouraged. To this end, serious consideration should be given to the introduction of senior citizen, co-operative and other forms of specialized housing. (i i) revoke section 3.A.c) which states: (c) For those residential buildings facing other north-south streets, the maximum height permitted shalla be 12 metres and the minimum setback 3 metres. and redesignate the ensuing subsections d), e), f) and g) as c), d), e) and f), respectively. (iii) revoke Schedule "A" to the Development Plan and replace it with Schedule "A" attached hereto as attachment #3). CARRIED - 64 - 14/81 (III) BY-LAWS Councillor Cahill, seconded by Councillor Robertson moved for leave to introduce By-laws of the Town of Pickering: By-law Number 1346/81 Being a Restricted Area By-law to amend Restricted Area By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, in Part Lots 20, 21 and 22, Concession 1, in the Town of Pickering. THIRD READING Councillor Cahill, seconded by Councillor Robertson moved that the report of the Committee of the Whole on By-law Numbers 1346/81 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first., second and third time and finally passed. (IV) ADJOURNMENT The meeting adjourned at the hour of 2:27 P.M. September 8th 1981 ~ Dated ~ ~
