Kearns - Committee Coordinator (I) ADOPTION OF MINUTES Regular Meeting of November 9, 1998. (II) DELEGATIONS 1. Jim Grady, representing the Lions International, introduced the local winner of the Lion’s International Peace Poster Contest. Karen Lamb, a 12 year old student attending Woodlands Public School is the winner of the 11th Annual Peace Poster Contest. Karen Lamb thanked those involved in the event for the opportunity to participate. Jim Grady presented her with a Certificate and challenged every elementary school within Pickering to join the Peace Poster Contest next year. 75 (III) MATTERS FOR CONSIDERATION 1. ZONING BY-LAW AMENDMENT APPLICATION A 3/94 (REVISED) F. CAMPITELLI, TRUSTEE PART OF LOT 20, CONCESSION 1 (NORTHEAST CORNER OF VALLEY FARM ROAD AND PICKERING PARKWAY) FILE NUMBER - B 2310 - A 3/94(R) In the Addendum to Recommendation Report No. 11-98, it is recommended that Zoning By-law Amendment Application A 3/94 (Revised), submitted by F. Campitelli, Trustee, on lands being Part of Lot 20, Concession 1, to amend the existing zoning to permit the development of a multi-unit residential condominium and retail and personal service uses be APPROVED IN PRINCIPLE. Approved See Recommendation #1 2. ROUGE PARK “PARTNERSHIP MEMORANDUM FOR THE COORDINATION OF LAND USE PLANNING AND DEVELOPMENT ACTIVITIES” FILE NUMBER - B 1000 In Planning Report 17-98, it is recommended that the “Partnership Memorandum for the Coordination of Land Use Planning and Development Activities” between The Rouge Park Alliance and the Rouge Park Planning and Land Use Partners be endorsed. Approved See Recommendation #2 3. CONSOLIDATION OF GARBAGE COLLECTION BY-LAW AND PRELIMINARY DISCUSSION OF USER-PAY GARBAGE COLLECTION SERVICES FILE NUMBER - E 5500 In Public Works Report PW 22/98, it is recommended that a draft by-law to repeal By-law 385/76 (Garbage Collection), be forwarded to Council for enactment. By-law Forwarded to Council Item #3 as amended to delete the word “endorse” and replacing it with the phrase “agrees to consider” was referred to staff to report back in fall of 1999. 4. 1998 CAPITAL BUDGET - DEBT FINANCING FILE NUMBER - D 2200 In the Director of Finance and Treasurer’s Report FIN 32-98, it is recommended that this report, regarding the 1998 Capital Budget - Debt Financing, be received for information. Approved See Recommendation #3 76 5. EXEMPTION OF LOTS 6, 7, 8, 9 AND 10, PLAN 40M-1913 COUGS INVESTMENTS FROM PART LOT CONTROL FILE NUMBER - D 2310 In Legal Services Report L 111/98, it is recommended that a draft by-law to exempt Lots 6, 7, 8, 9 and 10, Plan 40M-1913 from part lot control, be forwarded to Council for enactment. By-law Forwarded to Council 6. SALE OF SURPLUS LANDS OLD COMMUNITY CENTRE AND OLD FIREHALL LOTS 16, 17 AND 43 TRANSFER OF EASEMENT TO BROUGHAM UNION LODGE (MASONIC HALL) FILE NUMBER - D 3360 In Legal Services Report L 110/98, it is recommended that Parcels 3 and 4, (the Old Community Centre and Old Firehall) be consolidated for the purpose of disposal and that a draft by-law to authorize the execution of a Transfer of Easement from the Town to Brougham Union Lodge No. 269, be forwarded to Council for enactment. Approved as Amended See Recommendation #4 By-law Forwarded to Council 7. FEES FOR LICENSES AND OTHER SERVICES FILE NUMBER - C 1000 In Clerk’s Report CL 48/98, it is recommended that a draft by-law to increase the fee for Bingo lottery license and Marriage Licenses and charge a fee for staff signing as a Commissioner for Taking Affidavits, be forwarded to Council for enactment. By-law Forwarded to Council 8. APPOINTMENT OF BY-LAW ENFORCEMENT OFFICERS TO ENFORCE PARKING BY-LAW AT 1350 GLENANNA ROAD AND 1995 PINEGROVE AVENUE FILE NUMBER - A 1900 In Clerk’s Report CL 50/98, it is recommended that a draft by-law to appoint eleven persons to enforce the Parking By-law at 1350 Glenanna Road and 1995 Pinegrove Avenue, be forwarded to Council for enactment. By-law Forwarded to Council 77 9. APPOINTMENT OF BY-LAW ENFORCEMENT OFFICER TO ENFORCE PARKING BY-LAW AT DCC #152, 1625 PICKERING PARKWAY FILE NUMBER - A 1900 In Clerk’s Report CL 49/98, it is recommended that a draft by-law to appoint seven persons to enforce the Parking By-law at DCC #152, 1625 Pickering Parkway, be forwarded to Council for enactment. That Town Council endorse the "Partnership Memorandum for the Coordination of Land Use Planning and Development Activities" between The Rouge Park Alliance and the Rouge Park Planning and Land Use Partners, dated April, 1998, and contained in Appendix No. I to Planning Report 17-98; and 2. That the Town Clerk forward a copy of Planning Report No. 17-98 together with Council's resolution on this matter to the Rouge Park Alliance and other Partners. 3. 1998 CAPITAL BUDGET - DEBT FINANCING FILE NUMBER - D 2200 That the Director of Finance and Treasurer’s Report FIN 32-98, with respect to the 1998 Capital Budget - Debt Financing, be received for information. 2 4.
