Paterson - Director of Financial Services ABSENT: Councillor Dickerson - Municipal Business Councillor Johnson - Municipal Business (I) ADOPTION OF MINUTES Regular Meeting of February 9, 1997 (II) DELEGATIONS 1. Beverley Trull, a representative of the Pickering Community Food Bank addressed the Committee with respect to the future of the Food Bank. She advised that the Food Bank began in the Dunbarton-Fairport United Church but, in 1991, due to spacing needs, was moved to St. Paul’s on the Hill. She stated that they understand that the present facility is to be demolished and commented on their concern with the timing of this demolition and their spacing requirements. The new facility would require electricity, plumbing, appropriate parking and adequate space. She advised that donations are received from various service clubs, condominium corporations, churches, food stores, etc. She invited Council members to visit the Food Bank on Tuesday or Friday morning during operating hours. 17 (III) MATTERS FOR CONSIDERATION 1. ZONING BY-LAW AMENDMENT APPLICATION A 29/97 DIXIE WOODS ESTATES LIMITED (GOSSOMER HILLS INC.) LOTS 46 TO 54, PLAN 40M-1811 FILE NUMBER - B 2310 -A 29/97 In Planning Recommendation Report 3/98, it is recommended that Zoning By-law Amendment Application A 29/97, submitted by Dixie Woods Estates Limited, on lands being Lots 46 to 54, Plan 40M-1811, be APPROVED. Approved See Recommendation #1 2. ZONING BY-LAW AMENDMENT APPLICATION A 24/97 FINEWAY PROPERTIES LIMITED PART OF BLOCK B, PLAN M-11 (SOUTHWEST CORNER OF BAYLY STREET AND SANDY BEACH ROAD) FILE NUMBER - B 2310 -A 24/97 In Planning Recommendation Report 4/98, it is recommended that Zoning By-law Amendment Application A 24/97, submitted by Fineway Properties Limited on lands being Part of Block B, Plan M-11, to amend the zoning on the subject property by expanding the list of permitted uses, be APPROVED. Approved See Recommendation #2 3. ZONING BY-LAW AMENDMENT APPLICATION A 7/97 CANADIAN TIRE CORPORATION LIMITED PART OF BLOCK A & B, PLAN M-998 (NORTHEAST CORNER OF LIVERPOOL ROAD AND KINGSTON ROAD) FILE NUMBER - B 2310 -A 7/97 In Planning Recommendation Report 5/98, it is recommended that Zoning By-law Amendment Application A 7/97, submitted by Canadian Tire Corporation Limited on lands being Part of Blocks A & B, Plan M-998, to permit outdoor storage and display of material associated with a seasonal garden centre, in the parking lot in front of the Canadian Tire Store, for the months of April, May and June be APPROVED. Approved See Recommendation #3 Harold Kodors, the applicant’s agent, stated that the Planning Department’s report is relatively explicit. He offered to answer any questions of the Executive Committee. Sylvia Spencer, 771 Sheppard Avenue questioned how long the trailer will be allowed to stay on the property and also the placement of the fireworks trailer. 18 4. GRANTS POLICY FILE NUMBER - C 2163 In the Director of Financial Services Report TR 06/98, it is recommended that the Director of Finance be authorized to review the present processes and procedures for providing grants to organizations and individuals. Approved as See Recommendation #4 amended 5. EXEMPTION OF LOTS 3, 4, 5 AND 6, PLAN 40M-1861 MAXCON DEVELOPMENTS LTD. FROM PART LOT CONTROL FILE NUMBER - B 2310 In Legal Services Report L 15/98, it is recommended that a draft by-law to exempt Lots 3, 4, 5 and 6, Plan 40M-1861, from part lot control, be forwarded to Council for enactment. By-law forwarded to Council 6. APPOINTMENT OF A BY-LAW ENFORCEMENT OFFICER TO ENFORCE THE PARKING BY-LAW AT VARIOUS LOCATIONS IN PICKERING FILE NUMBER - A 1900 In Clerk’s Report CL 9/98, it is recommended that a draft by-law to appoint two persons to enforce the Parking By-law at 1980 Rosefield Road and one person to enforce the Parking By-law at 905 Bayly Street, 1310 Fieldlight Boulevard and 1915 Denmar Road, be forwarded to Council for enactment. By-law forwarded to Council 7. “CANCER MONTH” - APRIL, 1998 “NEW HOMES MONTH” - APRIL, 1998 “FRENCHMAN’S BAY FESTIVAL WEEKEND” -JUNE 13 AND 14TH, 1998 FILE NUMBER - A 2111 That Mayor Arthurs be authorized to make the following proclamations: “CANCER MONTH” - APRIL, 1998 “NEW HOMES MONTH” - APRIL, 1998 “FRENCHMAN’S BAY FESTIVAL WEEKEND” JUNE 13 AND 14TH, 1998 Approved See Recommendation #5 19 (IV) OTHER BUSINESS 1. The following matters were discussed prior to the regular meeting: a. The Town Solicitor advised that the Town won the Dellaportas O.M.B. hearing b. The General Manager advised that information had been distributed concerning Fire Services. He also distributed information with respect to the fatal accident last week involving a youth, the homicide last week, and information concerning the Food Bank. c. The Director of Finance commented on Payments-in-Lieu of Taxes. Mayor Arthurs recommended that staff draw on outside sources if necessary to report on PIL’s in relation to the Nuclear Site and the affect on the Town. d. Councillor Holland requested an update from the Director of Public Works concerning Bonita Avenue. e. Councillor Pickles requested a status report outlining options and recommendations concerning Cool Water Farms. f. The Director of Planning advised that Planning staff would like to meet with Council next week to discuss matters relating to the Pickering Official Plan. ZONING BY-LAW AMENDMENT APPLICATION A 29/97 DIXIE WOODS ESTATES LIMITED (GOSSOMER HILLS INC.) LOTS 46 TO 54, PLAN 40M-1811 FILE NUMBER - B 2310 -A 29/97 That Zoning By-law Amendment Application A 29/97, submitted by Dixie Woods Estates Limited, on lands being Lots 46 to 54, Plan 40M-1811, Town of Pickering, be APPROVED, to permit the development of 13 detached residential dwellings on lots providing minimum lot frontages of 12.0 metres and minimum lot areas of 350-square metres, subject to the conditions detailed in Appendix No. I to Town Recommendation Report No. 3/98. 2. ZONING BY-LAW AMENDMENT APPLICATION A 24/97 FINEWAY PROPERTIES LIMITED PART OF BLOCK B, PLAN M-11 (SOUTH-WEST CORNER OF BAYLY STREET AND SANDY BEACH ROAD) FILE NUMBER - B 2310 -A 24/97 That Zoning By-law Amendment Application A 24/97, submitted by Fineway Properties Limited on lands being Part of Block B, Plan M-11, Town of Pickering, to amend the zoning on the subject property by expanding the list of permitted uses, be APPROVED subject to the conditions detailed in Appendix No. I to Recommendation Report No. 4/98. ZONING BY-LAW AMENDMENT APPLICATION A 7/97 CANADIAN TIRE CORPORATION LIMITED PART OF BLOCK A & B, PLAN M-998 (NORTH-EAST CORNER OF LIVERPOOL ROAD AND KINGSTON ROAD) FILE NUMBER - B 2310 -A 7/97 That Zoning By-law Amendment Application A 7/97, submitted by Canadian Tire Corporation Limited on lands being Part of Blocks A and B, Plan M-998, Town of Pickering, to permit outdoor storage and display of material associated with a seasonal garden centre, in the parking lot in front of the Canadian Tire Store, for the months of April, May, and June be APPROVED as a temporary use by-law for a period of three years, commencing in 1998, subject to the conditions detailed in Appendix No. I to Recommendation Report No. 5/98 4. GRANTS POLICY FILE NUMBER - C 2163 1.
