Taylor - Town Clerk (I) ADOPTION OF MINUTES Regular Meeting of September 22, 1997 Mayor Arthurs congratulated the Regional Council Members on their Committee Appointments. (II) DELEGATIONS 1. John Murphy, 3080 Concession 5 Road, addressed the Committee with respect to the application for a plan of subdivision by Cougs Investments. He stated that he has no objection to the development but feels that the opening of Concession 5 Road and the construction of a bridge is not necessary 2. Peter Reynolds, representing AES ProData, addressed the Committee with respect to the automated fare collection system. Mr. Reynolds gave a brief overview of the past meetings and recommendations made. They stated their concern over the deviation from a fair and reasonable process and also for the lack of a Terms of Reference 75 (III) MATTERS FOR CONSIDERATION 1. KINGSTON ROAD CORRIDOR TRANSFORMATION STUDY FINAL REPORT AND GUIDELINES FILE NUMBER - B 1000 In IDT Report 8/97, it is recommended that the Kingston Road Corridor Transformation Study Final Report and Guidelines be received. Approved as amended to delete subsection A1.4.2 Urban Form (iv) See Recommendation #1 2. POTENTIAL HAMLET OF GREENWOOD EXPANSION STUDY FILE NUMBER - B 1000 In Planning Report 29/97, it is recommended that the “Hamlet of Greenwood Expansion Study Proposal” submitted by Plantactics Group Ltd. in association with J.F. Sabourin and Associates Inc. and Golder Associates, to undertake a Study for the possible expansion of the Hamlet of Greenwood. Anthony Biglieri, representing Plantactics Group stated that the landowners present are all in favour of the study. He also advised that he is in support of the staff recommendations outlined in Planning Report 29/97. . Don Beech, a resident of Greenwood for the past 27 years, stated that the residents support a study and would like to see further details concerning the time frame and proposed development for Greenwood. Referred to Staff for three months 3. ZONING BY-LAW AMENDMENT APPLICATION A 17/97 R. & A. Boyd on lands being Part of Lot 26, Plan 1051, be APPROVED. Approved See Recommendation #2 4. ZONING BY-LAW AMENDMENT APPLICATION A 20/97 N. & R. NALBANDIAN PART OF LOT 21, CONCESSION 1 (NORTH SIDE OF BAYLY STREET, WEST OF SANDY BEACH ROAD) FILE NUMBER - B 2310 - A 20/97 In Recommendation Report 25/97, it is recommended that Zoning By-law Amendment Application A 20/97, submitted by N. and R. Nalbandian, on lands being Part of Lot 21, Concession 1, be APPROVED IN PRINCIPLE. Approved See Recommendation #3 76 5. DRAFT PLAN OF SUBDIVISION 18T-86013 (REVISION 5) 770661 ONTARIO LIMITED PART OF LOT 2, CONCESSION 5 (EAST SIDE OF AUDLEY ROAD, NORTH OF UNOPENED FIFTH CONCESSION ROAD ALLOWANCE) FILE NUMBER - B 4100 In Planning Report 27/97, it is recommended that Town Council recommend to the Region of Durham that Draft Plan of Subdivision 18T-86013 (revision 5), submitted by 770661 Ontario Limited on lands being Part of Lot 2, Concession 5, be APPROVED. Approved See Recommendation #4 6. ZONING BY-LAW AMENDMENT APPLICATION A 22/97 THE MONTESSORI LEARNING CENTRE OF PICKERING PART OF LOTS 17 & 18, PLAN 230 (SOUTH SIDE OF KINGSTON ROAD, EAST OF ROUGEMOUNT DRIVE) In Recommendation Report 26/97, it is recommended that Zoning By-law Amendment Application A 22/97, submitted by The Montessori Learning Centre of Pickering to permit the use of the property for private non-residential school and day nursery purposes, as well as a mix of retail, office, personal service, special purpose commercial and residential uses be APPROVED. Referred to Council Meeting of December 15, 1997 John McDermott, representing the applicant for The Montessori Learning Centre stated that no changes are anticipated at this time for the existing building but that it will be used for the administrative component of the existing abutting private school. He outlined that short and long term proposed development of the property. 7. REGIONAL OFFICIAL PLAN AMENDMENT APPLICATION 97-015/D AJAX OFFICIAL PLAN AMENDMENT APPLICATION 97-A/7 AJAX ZONING BY-LAW AMENDMENT APPLICATION Z9/97 COUGS INVESTMENTS LIMITED TOWN OF AJAX In Planning Report 28/97, it is recommended that the said Report be endorsed and forwarded to the Region of Durham and Town of Ajax as the Town of Pickering’s comments on Regional Official Plan Amendment Application 97-105/D, Ajax Official Plan Amendment Application 97-A/7, and Ajax Zoning By-law Amendment Application Z9/97. Tabled 8. WEST ROUGE CANOE CLUB REQUEST FOR EXTENSION OF LEASE AGREEMENT WITH MTRCA ON THE WEST SPIT OF FRENCHMAN’S BAY FILE NUMBER - F 3112 AND D 3350 In Planning Report 26/97, it is recommended that the request of the West Rouge Canoe Club to extend its lease agreement with the Metropolitan Toronto and Region Conservation Authority for the period November 1, 1997 to October 31, 1998, to accommodate a temporary compound on the west spit of Frenchman’s Bay for the storage, within trailers, of canoes and kayaks associated with the club’s paddling facility, be supported by Council. TEMPORARY CLOSING FOR CONSTRUCTION PURPOSES PORTION OF DUNBARTON ROAD FROM FAIRPORT ROAD TO CLOUDBERRY COURT FILE NUMBER - E 4000 In Public Works Report PW 13/97, it is recommended that a draft by-law to amend By-law 1562/82 to provide for the temporary closing of a portion of Dunbarton Road from Fairport Road to Cloudberry Court from December 12, 1997 to January 15, 1998, be forwarded to Council for enactment. By-law forwarded to Council 10. ROAD DEDICATION BLOCK 56, PLAN M-1261 BLOCK 10, PLAN 40M-1710 FIDDLER’S COURT FILE NUMBER - E 4000 In Legal Services Report L 180/97, it is recommended that a draft by-law to dedicate Block 56, Plan M-1261 and Block 10, Plan 40M-1710 as public highway, be forwarded to Council for enactment. DISPOSAL OF LANDS PART OF APPLEVIEW ROAD, PLAN 1051 BEING PART X, PLAN 40R-XXXXX (ONE FOOT RESERVE) FILE NUMBER - D 3360 In Legal Services Report L 182/97, it is recommended that a draft by-law authorizing the sale of surplus municipal lands being described as that part of Appleview Road, Plan 1051 to Marion Hollinger, be forwarded to Council for enactment. EXEMPTION OF LOTS 19, 20 AND 28, PLAN 40M-1877 MARSHALL HOMES (WOODVIEW) LIMITED FROM PART LOT CONTROL FILE NUMBER - D 2310 In Legal Services Report L 185/97, it is recommended that a draft by-law to exempt Lots 19, 20 and 28, Plan 40M-1877, from part lot control, be forwarded to Council for enactment. By-law forwarded to Council 13. APPLICATION FOR CERTIFICATE OF APPROVAL BY SAV-TECH SOLVENTS INC. FILE NUMBER - A 2310.15 In Clerk’s Report CL 52/97, it is recommended that the issuance of a Provisional Certificate of Approval by Sav-Tech Solvents Inc., 895 Dillingham Road be received. Approved See Recommendation #6 78 14. REQUEST FOR PROPOSAL NO. RFP-7-97 AUTOMATED FARE COLLECTION SYSTEM FILE NUMBER - C 4310 In Clerk’s Report CL 55/97, it is recommended that the Request for Proposal No. RFP-7-97 submitted by Precursor Limited for the supply of the automated fare collection system be accepted and the Request for Proposal No. RFP-7-97 submitted by Schedule Master for the supply of the run cutting and scheduling software component be accepted. Referred to Staff for review of availability of funding and to proceed as set out in Resolution #253/97 15. CANCELLATION, REDUCTION OR REFUND OF TAXES FILE NUMBER -A 2310.293 The Town Clerk recommends the cancellation, reduction or refund of taxes in the amount of $9,403.36. Approved See Recommendation #7 16. 1998 INTERIM SPENDING AUTHORITY FILE NUMBER C 1000 In Treasury Report TR 19/97, the Director of Finance recommends that the 1998 Interim Operating Expenditures be approved at approximately 50% of the prior years’ budget. Approved See Recommendation #8 17. 1998 TEMPORARY BORROWING BY-LAW FILE NUMBER C 1000 In Treasury Report TR 18/97, the Director of Finance recommends that a temporary borrowing by-law to meet 1998 current and capital expenditures pending receipt of taxes and other revenues. APPOINTMENT OF BY-LAW ENFORCEMENT OFFICERS FILE NUMBER - D 2310 In Clerk’s Report CL 54/97, it is recommended that a draft by-law to appoint By- law Enforcement Officers for certain purposes at 925 Bayly Street, 1210 and 1235 Radom Street, 1360 Glenanna Road, 1958 and 1975 Rosefield Road, 580 Eyer Drive, 1915 Denmar Road, 1310 Fieldlight Boulevard, be forwarded to Council for enactment. By-law forwarded to Council (IV) OTHER BUSINESS 1. Councillor Johnson commented on the great success of the 35th Annual Christmas Concert in Claremont. 79 2. Councillor Dickerson requested that staff review the possibility of the installation of end gates on snow ploughs to alleviate the problem of blocking driveways with snow. 3. Mayor Arthurs introduced a Notice of Motion concerning expressing congratulations from the Town of Pickering to the new Regional Chair, Roger Anderson. 4. The following matters were discussed prior to the regular meeting: a. The General Manager advised that a Public Information Meeting has been scheduled at the McLean Community Centre concerning the widening of Hwy. 401 from Brock Road to Harwood Avenue for Thursday, December 11 from 5 p.m. to 9 p.m. b. The General Manager advised that a letter has been forwarded through Janet Ecker’s office to the Minister of Transportation concerning the Smart Card System. KINGSTON ROAD CORRIDOR TRANSFORMATION STUDY FINAL REPORT AND GUIDELINES FILE NUMBER - B 1000 1. That the Final Report on the “Kingston Road Corridor Transformation Study”, dated August, 1997, and prepared by Totten Sims Hubicki Associates in association with Markson Borooah Hodgson Architects Inc., be ENDORSED by Town Council as the basis for Development Guidelines for the Kingston Road Corridor. 2. That the “Kingston Road Corridor Development Guidelines”, as set out in Appendix No. I to IDT Report No. 8/97, be ADOPTED by Town Council; and that staff be directed to include these Guidelines in the Town’s Compendium Document to the new Official Plan. 3. That the “Informational Revision” to the new Pickering Official Plan, as set out in Appendix No. II to IDT Report 8/97, be ADOPTED by Town Council. 4. That the “Implementation Strategy for the Kingston Road Corridor, as set out in Appendix No. III to IDT Report No. 8/97, be ENDORSED by Town Council as a guide to staff in preparing future work programs and budget submissions. 5. That staff be requested in its 1998 Departmental budget submission to the General Manager to prepare or review cost estimates for the following work: a) the establishment of an overall “design theme” for Kingston Road; b) the preparation of “Mainstreet Construction Guidelines” for the Pickering Downtown Core and Rougemount Village Precincts; c) the preparation of construction drawings for the Western and Eastern Gateways; and d) the inclusion of local “mainstreet improvements” at the intersection of Kingston Road and Rosebank Road in association with the Region’s reconstruction and signalization project proposed to be undertaken in 1998. Boyd on lands being Part of Lot 26, Plan 1051, Town of Pickering, be APPROVED, to change the zoning on the subject property from the current “R3” - Residential Detached Dwelling Zone (required minimum lot frontage of 18.0 metres) to a modified “R4” - Residential Detached Dwelling Zone (required minimum lot frontage of 15.0 metres), with zoning standards as set out in Appendix No. I to Recommendation Report No. 24/97. 2 3.
