Melymuk - Deputy Director of Planning C. Rose - Manager, Policy Division (I) ADOPTION OF MINUTES Regular Meeting of June 9, 1997. (II) DELEGATIONS 1. Jill Foster, 1049 Dalewood Drive, stated that the meeting between Members of Council and Ontario Hydro that was held on September 3rd had little publicity and the public were not allowed to speak. She noted that the Pickering/Ontario Hydro Liaison Committee was established two years ago to promote communications between the two bodies and asked why the Committee is not dealing more forcefully with communications. Ms. Foster stated that there is a crisis of confidence with Ontario Hydro and noted that a person attending the meeting on September 3rd is taking up a petition to close the Pickering Nuclear Generating Station. Alarmist reports have been put in the local newspapers which only add to a level of discomfort about the Station. Ontario Hydro indicated that they would seek excellence and the trust of the community and in order to do this, they must hold public forums. 2. Louise Boehler, 953 Naroch Boulevard, commended Council for naming the community/youth park to the east of the Recreation Complex in honour of Princess Diana. She has been working on raising money for youth and exploring youth programs for 12 years and more work must be done. She felt that the cost of the community/youth park is very high and does not address the need for a building that teens can call their own. 60 3. Rita McDonald, representing Take Back The Night, stated that the third annual walk is scheduled for September 18th and is a candlelight walk against violence against women and children. She invited Members of Council to attend the various events and displays that will be held in the Esplanade Park on September 18th. (III) MATTERS FOR CONSIDERATION 1. REGIONAL PLANNING COMMISSIONER’S REPORT 97-P-89 ON: (1) THE PICKERING OFFICIAL PLAN; (2) RELATED REGIONAL OFFICIAL PLAN AMENDMENT APPLICATION OPA 97-007/D; AND (3) COUNTRY RESIDENTIAL PROPOSALS SUBMITTED BY 770661 ONTARIO LIMITED (OPA 86-010/D), FRISQUE (OPA 86-049/D) AND BROWN (OPA 87-021/D) FILE NUMBER - B 2310 In Planning Report 23/97, it is recommended that Regional Planning Commissioner’s Report No. 97-P-89 on the Pickering Official Plan, the related Regional Official Plan Amendment Application 97-007/D, and three country residential proposals (files OPA 86-010/D, OPA 86-049/D and OPA 87-021/D), be received for information. Approved as amended with See Recommendation #1 respect to lands at Altona Road and Pine Grove Avenue Councillor Pistritto declared an interest in all matters pertaining to the East Duffins Study Area because his mother owns a store within that area. Heather Guscott, representing the Altona West Community Association, stated that with respect to the Kaitlin property at the intersection of Altona Road and Pine Grove Avenue, her Association did not want to see an increase in density because parking and traffic is already a problem in the area. Her Association has met with representatives of the Kaitlin Group twice since the August 5th Council Meeting and have agreed to a development concept of 19 houses at the south end of the property and a tiered apartment at the north end. She indicated that there are still questions pertaining to this development but these can be explored further during the site plan stage. Calvin Whalen, representing the Kaitlin Group, stated that he has met with representatives of the Altona West Community Association and Town staff and has received productive comments about his development. He stated that the density level is acceptable and that he will continue to work with the Association during the site plan process. 2. DRAFT PLAN OF SUBDIVISION 18T-96008(R) ZONING BY-LAW AMENDMENT APPLICATION A 17/96 L. & C. DINARDO AND G. ALBANESE (EAST SIDE OF ALTONA ROAD, NORTH OF WATERFORD GATE) FILE NUMBER - B 2310 -A 17/96 -18T-96008(R) In Planning Recommendation Report 21/97, it is recommended that Council recommend to the Region of Durham, that Draft Plan of Subdivision 18T- 96008(R) and Zoning By-law Amendment Application A 17/96 submitted by L. & C. Approved the Refusal See Recommendation #3 Jill Foster, representing the Dalewood Neighbourhood Association, stated that she is opposed to the proposed development and has offered to meet with the applicant but has received no response from him. 4. YORK REGION - LONG TERM WATER PROJECT MASTER PLAN FILE NUMBER -B 1000 In Interdepartmental Development Team Report 5/97, it is recommended that York Region be advised that the Town of Pickering at this time does not support the conclusions of the York/Consumers Utilities Long Term Water Project Master Plan Document dated July, 1997. PICKERING WATERFRONT TRAIL FILE NUMBER - B 1000 In IDT Report 6/97, it is recommended that Council proceed with the Liverpool Road Boardwalk/Sidewalk component of the Pickering Waterfront Trail. Deferred for two weeks (IV) OTHER BUSINESS 1. Councillor Senis introduced a Notice of Motion respecting the holding of a referendum on the downloading of social service costs to municipalities. 2. Councillor Senis requested a report on what action is being taken against the property owner to the north of 1702 Bayly Street. 3. Councillor Senis requested a report on what can be done about a vacant piece of property on Major Oaks Road that has become messy. 4. Councillor Ryan stated that he has received complimentary comments from residents on how the Town handled the severe windstorm that occurred last weekend. 5. Councillor Ryan introduced a Notice of Motion to allow Members of Council to transfer unused funds from their discretionary accounts to pay for projects of benefit to the residents. 6. Councillor Brenner introduced a Notice of Motion to oppose the amalgamation of the Durham District Health Council with an abutting jurisdiction. 7. Councillor Brenner introduced a Notice of Motion regarding a Federal initiative respecting employment experiences for youth. 8. Councillor Brenner asked the Director of Planning to investigate a group in Vaughan that uses the Internet to share information and to see if Pickering could be a pilot project. 9. Mayor Arthurs stated that Pickering residents are concerned about the Pickering Nuclear Generating Station and although the Town continues to try to address these concerns, he noted that there is no immediate health or safety risk for the residents and staff at the Station. 66 10. Councillor Johnson reported that he has checked with the Region of Durham on the safety of the Town’s drinking water and has been assured that it is safe. 11. Councillor Johnson stated that the issue of part-time firefighters in the rural area must be addressed. 12. Councillor Dickerson introduced a Notice of Motion to oppose Bill 84 respecting firefighting services. 13. Councillor Dickerson introduced a Notice of Motion to provide for the retention of an independent consultant to investigate dumping at an on-site landfill site at the Pickering Nuclear Generating Station. 14. Councillor Dickerson reported that a book of condolence for Mother Theresa will be set up in the lobby of the Civic Complex tomorrow. 15. The following matters were discussed prior to and after the regular meeting: a) The General Manager distributed a report from the Safety & Training Co- ordinator dated August 19, 1997 regarding the final clean-up process at the Brock North Landfill Site. b) The General Manager distributed an E-Mail from the Acting Treasurer regarding proposed reductions in Provincial funding in 1998. c) The General Manager distributed a report from the Chief Building Official dated September 5, 1997 respecting the Hindu Cultural Centre. d) The General Manager distributed a report from the Fire Chief dated September 5, 1997 regarding park-time firefighters. The Committee referred this matter back to the Fire Chief for two weeks to report on fitness tests that would be appropriate for part-time firefighters and to provide more information on the hiring policies of other Town volunteers and part-time firefighters. e) The General Manager distributed a press release issued by Ontario Hydro respecting a hydrogen leak at Unit 8 of the Pickering Nuclear Generating Station. f) Councillor Senis asked if lake meters have been installed as was requested by Council in a previous resolution. g) The Committee approved a request of the Town’s United Way representative to waive the cost of the O’Brien Room on October 16th for a Town United Way event. See Recommendation #7 h) The General Manager reported that Durham College has asked that the Town donate to it an old, non-working pumper. The General Manager was asked to get more information on this matter. i) The General Manager reported that the Voters Lists were printed in-house and a lot of money was saved doing this. j) The Youth Convention has booked space at the Recreation Complex on May 15-17, 1998 but cannot pay the hall rental fee of $1,500. The Committee approved a $500 reduction in the hall rental fee. See Recommendation #8 67 k) The General Manager reported that the Customer Care section has developed a colouring book for use by children whose parents are doing business with the Town. l) Councillor Senis asked that the calendar of events be continued for Members of Council. That Town Council supports resolving the request made by the Altona West Community Association by deleting Deferral 18 and by modifying the Pickering Official Plan to add a new text policy to Section 11.12 to establish the maximum permitted residential density on the lands located at the south-west corner of Pine Grove Avenue and Altona Road, as follows: 11.12 (c) despite Table 6 of Chapter Three, establish a maximum residential density of 63 units per net hectare for lands located at the southwest corner of Pine Grove Avenue and Altona Road that are designated Mixed Use Areas - Local Node and abut lands developed as low density development. 2. That York Region be advised that the Town of Pickering at this time does not support the conclusions of the York/Consumers Utilities Long Term Water Project Master Plan Document dated July, 1997. 2. That York Region be requested not to proceed with any further work on the York/Consumers Utilities Long Term Water Project, including any individual environmental assessments, until the long term planning objectives and infrastructure requirements of abutting GTA municipalities are also examined, and unless related infrastructure issues, such as sewage disposal, are also addressed. The examination of these matters should be conducted either: (a) jointly by the affected GTA municipalities with the assistance of the Province, and/or (b) by a Greater Toronto Services Board should the Province establish such a body. 3. That the various concerns of the Town of Pickering be incorporated into any further review of this issue, including the following: (a) the potential impacts on the Rosebank, Woodlands, Amberlea, and Rouge Park neighbourhoods of the Town; (b) the potential impacts on Pickering’s rural area, including the hamlets of Cherrywood, Whitevale and Green River; (c) the potential impacts on the Town’s waterfront and valley systems, the Petticoat Creek Conservation Area and Rouge Park; (d) the potential impacts on the development of the East Duffins Area of the Town; (e) the potential impacts on the provincial Seaton lands and the federal airport lands; (f) the recommendations of the Pickering Rural Study; and (g) the recommendations of the Mayor's Task Force on the Pickering Waterfront. 4. That IDT Report No. 5/97 be forwarded to the Region of York, the Region of Durham, Metropolitan Toronto, other interested GTA municipalities, the Office of the Greater Toronto Area, the Honourable Al Leach, Minister of Municipal Affairs and Housing, Mr. Milt Farrow, Special Advisor to the Minister, and the Ministry of Environment and Energy. 5.
