Anderson COUNCILLORS: Byers Cahill Coburn Fisher Robertson Stoner ALSO PRESENT: N. C. Marshall - Town Manager B. Taylor - Town Clerk (1) ADOPTION OF MINUTES Meeting of March 16, 1981 ( I I) 1. DELEGATIONS 2. Mr. James Chalk addressed Council to state that there is a lack of concern on the part of citizens towards the disabled. There is special parking for the disabled at the Sheridan Mall, however, these spaces are seldom occupied by the disabled. Mr. Chalk requested that Council pass a by-law to designate parking for the handicapped at all commercial sites and that this by-law be strictly enforced. Mr. Chalk was informed that Council had directed such a by-law to be prepared on January 5, 1981. Mr. Don Kitchen addressed Council to oppose the site of the recreation complex in the Town Centre. In 1975, the Town hired the consulting firm of Cormos and Associates to study, amongst other things, the most suitable site for the recreation complex. This firm recommended the site on Liver- pool Road, north of Finch Avenue because it was central, large enough to accommodate all components - 35 - 7/81 (II). DELEGATIONS - continued 3. of the complex and it was inexpensive because the Town owns most of the land. By locating the recreation complex in the Town Centre, the Town will be using parkland which should properly be used as open space for future residents. Mr. Kitchen stated that the Town Centre site will be expensive because the Town will require 12 acres at $150,000 per acres and by reducing the lot levies to $1,200 per unit on the double tri- plexes, the Town will loose a further $429,000. The Town will also loose tax money by occupying prime land in the Town Centre. Mr. Murray Chusid, Barrister and Solicitor, repre- senting J.D.S. Investments Limited, stated that J.D.S. Investments Limited built the Sheridan Mall long before there were any plans to develop the Town Centre. When the Town decided to develop a Town Centre, it approached J.D.S. Investments Limited to fund a planning study of the area because it was a major landowner. Mr. Chusid stated that a Town Centre cannot consist of just a shopping mall and housing but must consist of many things and be unique. To this end, the recreation complex is unique and will provide a civic centre. The lot levies on the double triplexes were reduced because it is a type of apartment dwelling which has lower lot levies and this type of housing will provide rental accommodation which is needed in the Town. (111)- .RESOLUTIONS Resolution #20/81 - See Appendix I Moved by Councillor Robertson Seconded by Councillor Fisher That the Executive Committee Report dated March 30, 1981, be adopted with the following amendment: Item #3 was referred back to the Director of Parks and Recreation for a report on the feasibility of having staff enforce the provisions of all by-laws pertaining to dogs in parks. CARRIED 7/81 - 36 - Resolution #21/81 Moved by Councillor Cahill Seconded by Councillor Coburn That tender T-7-81 submitted by Circle E Electrical Con- tractors for softball diamond floodlighting at East Wood- lands Park in the amount of $20,000.00, be adopted. CARRIED Resolution #22/81 Moved by Councillor Cahill Seconded by Councillor Robertson WHEREAS the Federal Government has declared 1981 as the "Year of the Disabled"; and WHEREAS the programming in the Durham Region known as the "Job Readiness Training Program", funded by the Federal Government through manpower programs; and WHEREAS this, in the opinion of this Council shall deprive those known to require the on-going services as provided at the present time; THEREFORE BE IT RESOLVED that the Town of Pickering be recorded to voice its objections to the deletion of the "Job Readiness Program" and strongly request the continuation of same by notification to The Honourable Lloyd Axworthy, Minister of Immigration and Manpower and to the local Manpower offices. LOST THIRD READING Councillor Cahill, seconded by Councillor Coburn moved that the report of the Committee of the Whole on By-law Numbers 1267/81, 1268/81, 1269/81, 1270/81, 1271/81, 1272/81, 1273/81, 1274/81, 1275/81, 1276/81, 1277/81 and C-14 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. OTHER BUSINESS Councillor Cahill stated that he will be involved in an exercise at the Nuclear Generating Station to go through the procedures of a mock nuclear accident. 2. Councillor Cahill further stated that because of rising costs, the Town should study the feasi- bility of establishing zero base budgeting. 3. Mayor Anderson announced that the Council Meeting of April 20, 1981 has been rescheduled to Tuesday, April 21, 1981. 4. The Town Manager reported that the pipes at the Cherrywood School froze last December and were replaced at the Town's expense at a cost of $3,209.85. s. Council considered the retention of part-time assistance in the Clerk's Department and passed the following resolution: Resolution #24/81 Moved by Councillor Stoner Seconded by Councillor Cahill That the Town Clerk be authorized to retain part- time assistance until August 28, 1981; and that the budget over-expenditure of $2,917.20 for part-time assistance be approved. CONFIRMATION BY-LAW By-law Number 1278/81 Councillor Cahill, seconded by Councillor Coburn moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on April 6, 1981, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
