Kearns - Co-ordinator of Council Services ABSENT: Councillor Johnson - Conference Councillor Dickerson - Conference Councillor Pistritto - Ill (I) ADOPTION OF MINUTES Regular Meeting of February 10, 1997. (II) DELEGATIONS 1. Don Bennett advised the Committee that the concern regarding their proposed development at the west end of Acorn Lane in the Hamlet of Claremont has been resolved. 2. Richard Ward, Box 5142, Claremont addressed the Committee with respect to the Official Plan. He stated his three concerns are the suitability of the placement of the wildlife corridor, the extension of the main commercial area up Valley Farm Road and the zoning recognition of the ClubLink holdings. 14 (III) MATTERS FOR CONSIDERATION 1. ZONING BY-LAW AMENDMENT APPLICATION A 20/96 MAXCON DEVELOPMENTS LIMITED LOTS 1, 2, 7, 8 AND BLOCK 9, PLAN 40M-1861 (NORTH SIDE OF PINE GROVE AVENUE, WEST OF OAKBURN STREET AND EAST OF WOODVIEW AVENUE) FILE NUMBER - B 2310 In Planning Recommendation Report 2/97, it is recommended that Zoning By-law Amendment Application A 20/96, submitted by Grant Morris Associates Ltd. on behalf of the landowner, Maxcon Developments Limited, on lands being Lots 1, 2, 7, 8 and Block 9, Plan 40M-1861 be APPROVED AS REVISED. Not Approved See Recommendation #1 1. Joe Pessoa, 1852 Woodview Avenue stated that this proposal is not in compliance with the Official Plan, it is not compatible with or characteristic of the existing area. He asked Committee to vote against the Planning Report Recommendations and Maxcon Developments proposal. 2. Bruce Manning, 1860 Woodview Avenue purchased in this area because of character of area. He stated that previous developments have preserved the existing trees but this proposal does not provide for this preservation. He would like to see trees proposed for the backyards as well as frontyards and would like to see three detached houses on the corner of Pinegrove Avenue 3. Nick Hatziantoniou, 1921 Pinegrove Avenue advised that he received approval, through much discussion with Planning staff, for a development across the street from this proposal for fully detached homes on 40’ lots. The sale of these homes went quite well until notification went up on the property in question advising of proposed townhouses. Planning staff were adamant when he put forth his submission that he build fully detached homes and he questioned the change since his proposal 1 1/2 years ago. He stated the main concern is house type not density. 4. Crystal Garrish, 1853 Pinegrove Avenue suggested a scheme of the future should be considered in order that residents do not have to come to Committee to discuss each proposal put forward. 5. Bill Neil, 1857 Woodview Avenue advised that a 20’ sign on the property of the proposed development states fully detached homes with a very small sign advises of townhouses. He requested assurance that the property known as Trauzzi lands will be backed out of density calculations. Townhouses are not compatible with surrounding area. 6. Barb Manning, 1860 Woodview Avenue asked for clarification of staff recommendation concerning the development of six townhouses. She questioned the plans for the remainder of the property. She advised that the area is low density and the residents would like it to remain low density. The size of the trees on the development should be considered. 7. Ernest Jugovic, 1858 Woodview Avenue stated his concern with the process followed by the Planning Department advising that the notice regarding this development was only distributed in a 200 metre radius. He supported Mr. Neil’s concern regarding the Trauzzi lands and stated his concern with respect to the decrease in value of the present homes and on street parking. 15 2. SUBDIVISION AGREEMENT KELECK INVESTMENTS (PICKERING) INCORPORATED DRAFT PLAN 18T-94023 (PHASE 1). FILE NUMBER - B 2310 In Legal Services Report L 22/97, it is recommended that a draft by-law to authorize the execution of a Subdivision Agreement respecting the development of Phase 1, Draft Plan 18T-94023 (Keleck Investments (Pickering) Incorporated), be forwarded to Council for enactment. By-law forwarded to Council 3. SUBDIVISION AGREEMENT KELECK INVESTMENTS (PICKERING) INCORPORATED DRAFT PLAN 18T-94023 (PHASE 2). FILE NUMBER - B 2310 In Legal Services Report L 23/97, it is recommended that a draft by-law to authorize the execution of a Subdivision Agreement respecting the development of Phase 2, Draft Plan 18T-94023 (Keleck Investments (Pickering) Incorporated), be forwarded to Council for enactment. By-law forwarded to Council 4. CONDOMINIUM AGREEMENT PICKDRED INVESTMENT LIMITED 18CDM-95004 FILE NUMBER - B 2310 In Legal Services Report L 30/97, it is recommended that a draft by-law to authorize the execution of a Condominium Agreement respecting the development of Draft Plan 18CDM-95004 (Picked Investment Limited), be forwarded to Council for enactment. EXEMPTION OF BLOCK 1, PLAN 40M-1281 FROM PART LOT CONTROL FILE NUMBER - D 2310 In Legal Services Report L 21/97, it is recommended that a draft by-law to repeal Part Lot Control By-law 4904/97 in Block 1, Plan 40M-1281, be forwarded to Council for enactment. By-law forwarded to Council 13. CANCELLATION, REDUCTION OR REFUND OF TAXES FILE NUMBER -A 2310.293 The Town Clerk recommends the cancellation, reduction or refund of taxes in the amount of $1,700.61. Approved See Recommendation #2 14. “INTERNATIONAL DAY FOR THE ELIMINATION OF RACIAL DISCRIMINATION” MARCH 21, 1997 “CHILD AND YOUTH COUNSELOR WEEK” - JUNE 2 - 6, 1997 FILE NUMBER - A 2111 That Mayor Arthurs be authorized to make the various proclamations. Approved See Recommendation #3 18 (IV) OTHER BUSINESS 1. Councillor Senis remarked on the comments made by Councillor Dickerson in his newsletter concerning the sale of the McKean property and the removal of the Primrose from Frenchman’s Bay. 2. Mayor Arthurs commented on the Big Brothers Bowl-for-Kids event and the Big Sisters Auction which took place on the weekend. 3. Councillor Brenner advised that the 1997 Budget Meeting will reconvene on Friday, February 28th at 9:30 a.m. and that once again a 0% increase has been achieved. 4. The following matters were discussed prior to the regular meeting: a) Councillor Brenner facilitated a discussion concerning the Town Clerk’s memorandum regarding the enforcement of the Sign By-law. b) The Executive Director Operations distributed a copy of and a discussion took place concerning a memorandum regarding the 1997 Proposed Budget. c) The Executive Director Operations reminded Committee that the Claremont Winter Carnival will take place on Saturday, March 8th, 1997. d) The Executive Director Operations advised Committee that a problem with flooding occurred over the weekend in two parks but the matter was rectify in a short period of time, the Civic Complex was vandalized over the weekend and the individual was apprehended, and a problem is being experienced with and steps are being taken to rectify the Fire Alarm System in the Civic Complex. e) The Executive Director Operations advised Committee of the poor condition of certain roads within Pickering and the steps to rectify these conditions. f) The Executive Director Operations distributed copies of correspondence regarding Brock North Landfill Site and Eastern Power Developers. g) The Town Solicitor requested direction concerning negotiations with Mr. Winberg regarding the purchase of Sideline 14. CANCELLATION, REDUCTION OR REFUND OF TAXES FILE NUMBER -A 2310.293 WHEREAS Section 446 of the Municipal Act, R.S.O, 1990., c.
