CARRIED (III), - - , -BY-LAWS Councillor Byers, seconded by Councillor Stoner moved for leave to introduce By-laws of the Town of Pickering: By-law Number-1279/81 Being a Restricted Area By-law to amend Restricted Area By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, in Block AC, Plan M-997 and Part of Lot 22, Concession 1 (Part 1, Plan 40R-46S3), in the Town of Pick- ering. By-law Number 1280/81 Being a Restricted Area By-law to amend Restricted Area By-law 3036, as amended to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, in Part Lot 18, Concession 1, in the Town of Pickering (A 21/78) ~y-law'Number'1281/81 Being a By-law to authorize the execution of a Release by the Corporation of the Town of Pickering of Wm. THIRD.READING Councillor Cahill, seconded by Councillor Byers moved that the report of the Committee of the Whole on By-law Numbers 1279/81, 1280/81, 1281/81, 1282/81 and 1283/81 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. (IV) , -OTHER ,BUSINESS 1. Councillor Cahill stated that Council should again consider the feasibility of studying the assessment base because it affects the equalization factors used by the Region. 2. Councillor Cahill expressed his sorrow for the death of Mr. Joe Wilks and outlined his contri- butions to the Town. (V). CONFIRMATION BY-LAW By-law Number-1284/81 Councillor Stoner, seconded by Councillor Cahill moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on April 21, 1981, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. That a letter be forwarded to the Minister of the Environment, the Minister of Natural Resources and Metropolitan Toronto strenuously objecting to the dumping of leachate into the natural watercourse at the Brock North Landfill Site and the overflowing of the leachate lagoon at the said site; and that the leachate be directed to the leach- ate lagoon and not into the natural watercourses. . « .
