Fisher (on vacation) ( I ) ADOPTION OF MINUTES Meeting of March 2, 1981 (II) RESOLUTIONS Resolution #15/81 - See Appendix #1 Moved by Councillor Cahill Seconded by Councillor Robertson That the Executive Committee Report dated March 9,1981, be adopted. CARRIED .. . ~ 6/81 - 30 - Resolution #16/81 - See Appendix #2 Moved by Councillor Stoner Seconded by Councillor Coburn That the Planning Committee Report dated March 10, 1981, be adopted with the following amendment: Item #16 was added to the Planning Committee Report regard- ing the approval of a rezoning application submitted by Nolmar Properties. CARRIED Resolution #17/81 Moved by Councillor Robertson Seconded by Councillor Coburn That the report of the Treasurer-Collector dated February 26, 1981 with respect to the 1981 and Four Year Capital Forecast be adopted; and that a copy of it be forwarded to the Region of Durham reflecting the anticipated borrowing needs of the Municipal- ity for the period 1981 to 1985. CARRIED Resolution #18/81 Moved by Councillor Cahill Seconded by Councillor Byers That effective immediately the following Land Severance Fees be charged by the Town of Pickering: Urban Rural $3,500.00 $3,500.00 and That the monies collected be credited as follows: Urban - Account 4232 Account 4228 $2,000.00 $1,500.00 Rural - Account 4232 Account 4228 $2,000.00 $1,500.00 and That Resolution 132/76 and 136/76 be rescinded. CARRIED - 31 - 6/81 Resolution #19/81 Moved by Councillor Stoner Seconded by Councillor Byers That Installation Permits be required for all wood or coal burning devices, as recommended in the Fire Department Annual Report for 1980; and that staff be directed to prepare the necessary by-law required to establish the issuance of said Intallation Permits and that the by-law also provide for the inspection of fireplaces, the installation of spark resistors and the requirement to order all unsafe devices to be broughth up to standard. (III) BY-LAWS Councillor Robertson, seconded by Councillor Stoner moved for leave to introduce By-laws of the Town of Pickering: ~-law Number 1260/81 Being a By-law to authorize the execution of an Agreement between Fred Campitelli, Roydon Alvin Prosser and the Cor- poration of the Town of Pickering respecting the convey- ance and servicing of a portion of Glenanna Road {Part Lot 20, Concession 1, Pickering (Part, Plan 40R- By-law Number 1261/81 Being a Restricted Area By-law to amend Restricted Area By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, on Part Lot 21, Concession 1, in the Town of Pickering. By-law Number 1262/81 Being a By-law to amend By-law 1125/80, authorizing the execution of a Subdivision Agreement between the Corpor- ation of the Town of Pickering and Heldor Development Cor- poration respecting Part Lot 22, Concession 2, Pickering (Part Draft Plan 18T-79049) 6/81 - 32 - By-law Number 1263/81 Being a Restricted Area By-law to amend Restricted Area By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, in Part Lot 18, Concession 1, in the Town of Pickering. By-law Number 1264/81 Being a Restricted Area By-law to amend Restricted Area By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, on Block L, Plan M-1057 and Block R, Plan M-10S8 in the Town of Pickering. By-law Number 1265/81 Being a Restricted Area By-law to amend Restricted Area By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, in Part Lot 28, Concession 1, in the Town of Pickering. THIRD READING Councillor Robertson, seconded by Councillor Stoner moved that the report of the Committee of the Whole on By-law Numbers 1260/81, 1261/81, 1262/81, 1263/81, 1264/81 and 1265/81 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. (IV) CONFIRMATION BY-LAW By-law Number 1266/81 Councillor Robertson, seconded by Councillor Stoner moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on March 16, 1981, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. Dated April 6th 1981 - " ----- '-' -- APPENDIX #1 TOWN OF PICKERING The Executive Committee having met March 9, 1981 presents its fifth report to the Council of the Town of Pickering and recommends: 1. H. R. FLYERS HOCKEY TEAM FILE NUMBER - F2200 . ~ ~: That representatives of the Pickering Hockey Association, the H. R. Flyers Hockey Club and the Director of Parks and Recreation meet to discuss the issue of ice allocation at the Don Beer Arena and any other matters pertaining to amalgamation. 2. RESTRICTED AREA BY-LAW 1221/81 ON THE SOUTH SIDE OF KINGSTON ROAD, WEST OF ROSEBANK ROAD FILE NUMBER - B 2310 - A40/79 That By-law 1221/81 is in conformity with the Official Plan of the Region of Durham and in force at the time this by-law was passed, namely the 19th day of January 1981; and that no further Official Plan has been proposed by Council nor approved by the Ministry of Housing since the passing of said by-law 1221/81 in which the said by-law would not be in conformity. 3. CENTRAL LAKE ONTARIO CONSERVATION AUTHORITY FILE NUMBER - F 3111 '" -k -", That the Council of the Town of Pickering is aware of and understands the implications of the policies enunciated in the agreement which is attached to the letter dated February 19, 1981 from the Central Lake Ontario Conservat- ion Authority and hereby agrees to this under- taking. ..,,' - 2 - 4. SERVICING STUDY IN THE COMMUNITY OF CLAREMONT FILE NUMBER - A 2310.15 ~ That application be made to the Ministry of the Environment for a grant under the provisions of the Ministry's programme in providing assist- ance in the development of private water and sewage systems in small communities. 5. SERVICING - INDUSTRIAL AREA - SQUIRES BEACH ROAD FILE NUMBER - B2220 and A2260.07 That the report of the Town Manager dated Feb- ruary 24, 1981 with respect to the servicing of the Industrial Area in the Bayly Street/ Squires Beach Road and McKay Road Area be adopt- ed; and that the Municipality confirm its willing- ness to underwrite the costs of the work under the provisions of The Local Improvement Act with the Municipality assuming a portion of the cost of approximately $610,000.00. 6. SERVICING - INDUSTRIAL AREA - SQUIRES BEACH ROAD FILE NUMBER - B2220 and A2260.07 ~. That the proposal of Cumming-Cockburn and Assoc- iates Limited dated January 14, 1981 for the provision of engineering services for the "Mastino" Project (Mintleaf Developments Lim- ited) at an estimated cost of $228,000.00 be accepted. -, 7 . CLEMENTS ROAD WEST FILE NUMBER - B2220 - E4000 That the Director of Public Works be authorized to arrange for the preparation of design draw- ings for the construction of Clements Road, running easterly from the Brock Road a distance of approximately 1,310 feet; - 3 - and that the cost of the work be recovered partially through the provisions of The Local Improvement Act and the assessment of abutting properties; and that the Director of Public Works prepare an engineer's report in support of an appli- cation under The Local Improvement Act; and that an application be made to the Canadian Transport Commission to secure their approval to the proposed crossing of the C.N.R. at its intersection with Clements Road. 8. TRAFFIC OPERATIONS STUDY SUBSIDY FILE NUMBER- C2440 & A2310.33 That the Town of Pickering indicate to the Ministry of Transportation and Communications its intention to undertake a Traffic Operations Study and requests the Ministry to subsidize the study in the amount of 75% of its cost and that the Director of Public Works and Counc- illor Robertson be appointed as the Town's representatives on the Study Committee. 9. TENDER FOR ONE PICK-UP TRUCK FILE NUMBER - C 4300 . That tender T-6-81 for one pick-up truck sub- mitted by Nurses Chev-Olds Limited, in the amount of $9,057.41, be accepted. - 10. TENDER FOR COLD MIX ASPHALT FILE NUMBER - C 4300 That tender T-5-81 for Cold Mix Asphalt sub- mitted by Standard Aggregates in the amount of $22.40/tonnes delivered and $21.75/tonnes picked up, be accepted, subject to testing and approval of The Ministry of Transportation and Communications. - 4 - 11. FIRE DEPARTMENT - KEY CONTROL BOXES FILE NUMBER - F 2420 That the Fire Chief be authorized to purchase 25 Supra Max key boxes at a projected cost of $672.75; ~ and that this amount be charged to Account Number 2240-5902; and that Fire Prevention Bureau be authorized to market these unit to the owners of build-. ings within the Municipality which are present- ly monitored by the Fire Department. 12. APPLICATION FOR A LOAN PURSUANT TO THE TILE DRAINAGE ACT, 1971 FILE NUMBER - A 2310.01 That pursuant to subsection 3 of section 3 of The Tile Drainage Act, 1971, the application for a loan submitted by Mrs. Hilda Lennox re- specting drainage work completed on property known as Part of Lot 3, Concession 6 is hereby approved. 13. APPLICATION FOR A LOAN PURSUANT TO THE TILE DRAINAGE ACT, 1971 FILE NUMBER - A 2310.01 ~ That pursuant to subsection 1 of section 5 of The Tile Drainage Act, 1971, the Town Clerk is hereby directed to request the Regional Municipality of Durham to issue debentures on the Town's behalf in the amount of 75% of the cost of the drainage works, including in- spection fees, on property owned by Mrs. Hilda Lennox in Part of Lot 3, Concession 6. 14. - 5 - AJAX-PICKERING BOARD OF TRADE FILE NUMBER - C2163 That the Ajax-Pickering Board of Trade be ad- vised that the Council of the Town of Pickering is not prepared to grant monies to that organ- ization as per its request of February 27, 1981. 15. PICKERING BLUE DOLPHINS SWIM CLUB FILE NUMBER - F 2300.07 That the request of the Pickering Blue Dolphins Swim Club for exemption from the payment of licence fees pursuant to Section 7 of By-law 1073/79(Business Licensing) to hold a flea market on May 3, 1981 with a rain date of June 7, 1981 be approved. 16. KINETTE CLUB RUMMAGE SALE FILE NUMBER - F2300.07 That the request of the Kinette Club of Picker- ing for exemption from the payment of licence fees pursuant to Section 7 of By-law 1073/79 (Business Licensing) to hold a rummage and craft sale on June 6, 1981 with a rain date of June 13, 1981 be approved. 17. SENIORS COUNCIL OF AJAX - PICKERING FILE NUMBER - F 2300.07 That Councillor Cahill be appointed to sit on the Seniors Council of Ajax-Pickering as a representative of the Town of Pickering. - 6 - 18. PICKERING NATURALISTS CLUB FILE NUMBER - F 2300.07 That Councillor Stoner be appointed to sit on the Selection Committee of the Pickering Naturalists Club which will determine recipients for an Annual Conservation Award. 19. PURCHASE OF POOL LIFT FOR DUNBARTON INDOOR POOL FILE NUMBER - C 4000 That the report of the Director of Parks and Recreation dated March 4, 1981 with respect to a pool lift for the handicapped, be adopted; and that the Department of Parks and Recreation be authorized to purchase one only "Aqualift" for the total amount of $8,510.78 for the Dun- barton Indoor Pool and that the Town apply for the 75% Wintario Capital Grant ($6,383.00) and subsidize the remaining 25% capital cost ($2,127.78). 20. GRANT TO AJAX/PICKERING AND WHITBY ASSOCIATION FOR THE MENTALLY REGARDED FOR SUMMER DAY CAMP PROGRAMME FILE NUMBER - C 2163 That a grant in the amount of $120.00 per par- ticipant residing in the Town of Pickering, the total of which shall not exceed $2,100.00 be made to the Ajax, Pickering and Whitby Assoc- iation for the Mentally Retarded to assist in their Summer Day Camp programme. 21. 1981 ROADS PROGRAMME FILE NUMBER - C 2222 That pursuant to the Public Transportation and Highway Improvement Act the Council of the Town of Pickering approves the programme of proposed expenditures for Highway Improve- ments for the year 1981. 22. - ACCOUNTS FOR APPROVAL FILE NUMBER - C 2320 That the accounts in the amount of $4,407,306.90 for the period ending February 28, 1981, as submitted by the Town Manager, be approved. - 7 - 23. MICROFILMING FILE NUMBER C 2200 That the over-expenditure in the Microfilming Account 2198-2392 in the amount of $2,377.53 for 1980 and $6,219.21 for 1981 be approved; and that a further $7,000.00 be allocated to Account 2198-2392 for the year 1981; and that a monthly report be submitted outlin- ing the status of this account.
