Anderson COUNCILLORS: Byers Cahill Coburn Fisher Robertson Stoner ALSO PRESENT: N. C. Marshall - Town Manager B. Taylor - Town Clerk ( I ) ADOPTION OF MINUTES Meeting of February 2, 1981 (II) DELEGATIONS 1. Mr. Heinz Raedisch, representing the Ajax/Pickering Board of Trade, addressed Council to state that the Board of Trade endorses the proposal for a fish hatchery at the site of the former French- man's Bay Sewage Treatment Plant because it will attract industry to the Town and provide an excell- ent recreational facility. He felt this proposal would not be a traffic burden on Liverpool Road because an average of only 50 cars per day would be visiting this facility. Mr. Raedisch further reauested Council to reconsider and endorse the fish pond as part of the proposal. ." - 18 - 4/81 2. Mr. Gordon Wilson, representing the Whitevale Community Centre Committee, addressed Council to state that his committee was formed to invest- igate the feasibility of restoring the old Miller house for use as a community centre. The committee has developed a criteria which would make such a community centre a multifunctional year round facility for use by the residents of Whitevale and the community at large. Because of costs, this project should be phased and the first phase would involve moving the building away from the flood plain and putting a foundation under it. The cost of the first phase would be offset by grants from Wintario, the Ontario Heritage Found- ation, etc. and his committee now has $900.00 in assets for the project. 3. Mr. Hersh Rosner, representing the Green River Ratepayers Association, addressed Council and stated that by accepting the report of the Director of Parks and Recreation, the Town is recognizing the need for a community centre in Green River. A community centre is needed to provide a sense of community which was taken away when the former church was expropriated. This project would be inexpensive because the Town could purchase the property for $1.00 and renovations would cost about $41,000 but the value of the property would increase greatly. Limited in the following amounts: Approximately Approximately Approximately Approximately Approximately be approved. 44 pro trousers @ $36.50/pr; 31 fire fighters caps @ $11.95/each; 7 officers caps @ $20.75/each; 16 fire fighters tunics @ $99.00/each; 3 officers tunics @ $103.50/each; CARRIED Resolution #11/81 Moved by Councillor Cahill Seconded by Councillor Stoner Whereas Bell Canada has applied to the Canadian Radio-Television and Telecommunications Commission for telephone rate increases of 30% for basic residential services and 40% for basic business services; and Whereas the Council of the Town of Pickering feels these increases are excessive and will cause hardships to many telephone subscribers; Now Therefore the Council of the Town of Pickering hereby opposes the telephone rate increases as applied for by Bell Canada; and that copies of this resolution be forwarded to the Association of Municipalities of Ontario, the Regional Municipality of Durham and the Canadian Radio-Television and Telecommunications Commission. CARRIED - 20 - 4/81 (IV) BY-LAWS Councillor Cahill, seconded by Councillor Fisher moved for leave to introduce By-laws of the Town of Pickering: By~law Number 1234/81 To authorize the execution of Transfers from the Corporation of the Town of Pickering respecting Part Block M-1, Plan M-l059, designated as Parts 6, 7 and 8, Plan 40R-6143 (LD 219-20/80 and LD 225-26/80). Tabled at Meeting of February 2, 1981 By-Law Number 1238/81 By-law to dedicate Block 51, Plan M-1194, Pickering, as a public highway. (Maple Ridge Drive) By~law Number 1239/81 To dedicate Part Lot 20, Range 3, B.F.C. Pickering (Part 1, Plan 40R-3953) as a public highway (Sandy Beach Road) By-law Number 1240/81 To authorize the execution of a Transfer from the Corpor- ation of the Town of Pickering to Riva Drafting and Con- struction Company Limited respecting Part Block R-l Plan M-l058, designated as part 5, Plan 40R-4203 (LD 208/79) By-law Number 1241/81 Being a Restricted Area by-law to amend Restricted Area By-law 2511, as amended to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, in Part Lot 19, Concession 1, in the Town of Pickering. By-law Number 1242/81 To authorize the execution of a Subdivision Agreement between the Corporation of the Town of Pickering and Black File Investments Inc., and Beige File Investments Inc., respecting Part of Lot 24, Concession 2, Pickering, (Draft Plan 18T-80021) By-law Number 1243/81 To amend By-law 506/76 to provide for the erection of "Stop" signs at certain intersections within the Town of Pickering. By-law Number 1244/81 Being a by-law to amend By-law 741/77 to govern the construct- ion and demolition of buildings and structures within the Town of Pickering. By-law Number 1245/81 Being a by-law to amend By-law 2659, as amended. 4/81 - 21 - THIRD READING Councillor Cahill, seconded by Councillor Fisher moved that the report of the Committee of the Whole on By-law Numbers 1234/81, 1238/81, 1239/81, 1240/81, 1241/81, 1242/81, 1243/81, 1244/81 and 1245/81 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. (V) OTHER BUSINESS 1. Councillor Cahill requested a meeting with the Town's Planning Director, the Region's Commissioner of Planning, C.M.H.C., the Ministry of Housing and the Ontario Land Corporation to discuss the provision of rent supplement units in Seaton. 2. Council concurred with a request to cancel public swimming at the Dunbarton Indoor Pool on March 1, 1981 to accommodate the Second Annual Lifeguard Competition. (VI) CONFIRMATION BY-LAW ~y-law Number 1246/81 Councillor Cahill, seconded by Councillor Fisher moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on February 16, 1981, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. - 22 - 4/81 (VII) ADJOURNMENT The meeting adjourned at the hour of 8:52 P.M. Dated March 2nd 1981 APPENDIX #1 TOWN OF PICKERING The Executive Committee having met February 9, 1981 presents its third report to the Council of the Town of Pickering and recommends: 1 PROPOSED FISH HATCHERY AT THE FORMER FRENCHMAN'S BAY SEWAGE TREATMENT PLANT FILE NUMBER - A 2260.07 ,~ ... That the Council of the Town of Pickering hereby endorses the proposal of Limnos Limited to establish a fish hatchery without an accomp- anying fish pond at this time at the site of the former Frenchman's Bay Sewage Treatment Plant, subject to the approval of a Site Plan Agreement with the Town of Pickering. .» .. 2. REZONING ON SOUTH SIDE OF KINGSTON ROAD, WEST OF SOUTHVIEW DRIVE FILE NUMBER - B2310 - A44/79 That By-law 1037/79 is in confirmity with the Official Plan of the Region of Durham and in force at the time this by-law was passed, namely the 5th day of September, 1979; and that no further Official Plan has been proposed by Council nor approved by the Ministry of Housing since the passing of said by-law 1037/79 in which the said by-law would not be in conformity. 6. SCHOOL CROSSING GUARD PROGRAMME FILE NUMBER - F 2410 That the Town Clerk be authorized to extend the hours of work of any Crossing Guard beyond the established two hour work day where it is deemed necessary for the protection of all children from kindergarten to Grade 8. t- 7 .
