McKay - Council Secretary (I) ADOPTION OF MINUTES Meeting of December 2,1985. (II) DELEGATIONS 1. Bruce Freeman, representing Braukmann Building Corpor- ation addressed Council to request approval of Item #4 of the Executive Committee Report respecting the Official Plan Amendment application to extend the combined transportation and associated industrial facilities uses on Bayly Street, adjacent to the GO Station. See Resolution #134/85, Item #4 2. Roberta Pennell, 1958 Southview Drive, addressed Council to object to Item #11 of the Executive Committee Report respecting an access to the Trade Centre from Kingston Road. She stated that excessive traffic, noise and illegal parking presently on Brock Road will cause the same problems for residents on Southview Drive. 3. Mr. Silver, representing Si1we11/Berma Developments addressed Council to object to Item #11 of the Executive Committee Report. He stated that as the abutting land owner to the east, Silwel1/Berma's residential subdi- vision plans will be jeopardized if Trade Centre traffic is directed through the property. 26/85 119 (II) DELEGATIONS - (contd) 4. John Gemin, Southview Drive, addressed Council to object to Item #11 of the Executive Committee Report. He stated no notification had been given to area residents. He also stated that road patterns had been approved last year and any change would result in traffic congestion for residents on Southview Drive. 5. Ignatz Fulco, of Fulor Automotive on Notion Road addressed Council with respect to Item #11 of the Executive Committee Report. He suggested that traffic on Pickering Parkway be directed to Notion Road and that traffic lights be installed at Notion Road and Kingston Road. (III) RESOLUTIONS Resolution #134/85 - See Appendix #1 Moved by Councillor Robertson Seconded by Councillor Mitchell That the Report of the Executive Committee dated December 9,1985, be adopted with the following amendments: Item #3 was deferred to the Council Meeting of January 20,1986 at the request of the applicant. Item #4 was amended to be approved. CARRIED Recorded Vote on amendment to Item #4: Yes: Councillors Arthurs, Brenner, Coburn, Mitchell, Stoner and Mayor Anderson Councillor Robertson No: Item #11 was deferred pending a report from the Director of Public Works on the feasibility of directing traffic to Kingston Road along Pickering Parkway to Notion Road. Direction to staff was given to notify residents of Southview Drive, Finch Avenue, the Village East Community and Silwell/Berma Developments of the date this item would be brought before Council. Resolution #135/85 Moved by Councillor Stoner Seconded by Councillor Coburn That the Pickering, Ajax, Whitby Joint Animal Control Committee, in consultation with the Mayors and Administrators of the Town of Pickering, Ajax and Whitby, be given the power to act in the interest and on behalf of the three municipalities to ensure the provision of animal control services and animal shelter care on a six month interim basis commencing January 1,1986. CARRIED 26/85 120 Resolution #136/85 Moved by Councillor Stoner Seconded by Councillor Coburn That the PAW Committee be instructed to examine the long term requirements and options for animal control services and animal shelter care in the three municipalities and report back to the Councils with respect to these matters as soon as possible. CARRIED Resolution #137/85 Moved by Councillor Stoner Seconded by Councillor Arthurs That Council receive and review streetscaping and elevation plans for all plans of subdivision. CARRIED (IV}) BY-LAWS Councillor Robertson, seconded by Councillor Mitchell moved for leave to introduce By-laws of the Town of Pickering: By-law Number 2108/85 Being a by-law to authorize the temporary borrowing of monies un- til taxes are collected. By-law Number 2109/85 Being a by-law to amend By-law 2108/85 authorizing the temporary borrowing of monies until taxes are collected. By-law Number 2110/85 Being a by-law to amend By-law 2108/85 respecting the temporary borrowing of monies until taxes are collected (1986). By-law Number 2111/85 Being a by-law to dedicate part of Lot 18, Concession 1, Picker- ing, as a public highway (Part 1, Plan 40R-8726; Pickering Parkway). By-law Number 2112/85 Being a by-law to amend By-law 851/78 providing for the regulating of parking, standing and stopping on highways or parts of highways under the jurisdiction of the Corporation of the Town of Pickering and on private and municipal property. By-law Number 2113/85 Being a by-law to amend By-law 911/78 designating certain highways within the Town of Pickering as through highways. 26/85 121 (IV}) BY-LAWS - (contd) By-law Number 2114/85 Being a by-law to amend By-law 506/76 to provide for the erection of "Stop" signs at certain intersections within the Town of pick- ering. By-law Number 2115/85 Being a By-law to exempt Lots 3,6,11,15,18 and 24, Plan 40M-1352, Pickering from part lot control. By-law Number 2116/85 Being a By-law to exempt Lots 16 and 21, Plan 40M-1366, Pickering from part lot control. By-law Number 2117/85 Being a By-law to repeal By-law 2097/85, authorizing the execution of a Subdivision Agreement between Canada-York Developments Limit- ed and the Corporation of the Town of Pickering respecting the development of Part Lot 22, Concession 2, Pickering (Part Draft Plan l8T-79049). By-law Number 2119/85 Being a by-law to constitute a Committee of Adjustments under the Planning Act, 1983 By-law Number 2120/85 Being a by-law to establish the number of members of The Pickering Public Library Board By-law Number 2121/85 Being a by-law to authorize the chief executive officer of the Pickering Public Library Board to call its first meeting of each new term. By-law Number 2122/85 Being a by-law to appoint persons to various agencies, boards and committees. By-law Number 2123/85 Being a by-law to designate property owned by the Altona Mennonite Church and Cemetery in the hamlet of Altona as being of architect- ural and historical value or interest. THIRD READING Councillor Robertson, seconded by Councillor Mitchell moved that the report of the Committee of the Whole on By-law Numbers 2045/85, 2108/85, 2109/85, 2110/85, 2111/85, 2112/85, 2113/85, 2114/85, 2116/85, 2117/85, 2119/85, 2120/85, 2121/85, 2122/85 and 2123/85 be adopted, and that the said By-laws be now read a Third Time and PASSED, and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED 26/85 122 (V) OTHER BUSINESS 1. Councillor Mitchell requested a copy of the notice sent to residents regarding changes in garbage pickup days during the holiday season. 2. Councillor Mitchell asked that sidewalks be cleared of snow on Bayly Street. 3. Councillor Brenner introduced, the following Notice of Motion. Moved by Councillor Brenner Seconded by Councillor Stoner That Canada Post be requested to provide door-to-door service to new urban areas in the Town of Pickering; and that this resolution be forwarded to Mr. Scott Fennell, MP, the Region of Durham and the Association of Municipalities of Ontario for endorsation. 4. Councillor Coburn asked that the feasibility of removing the no left turn signs on Sandy Beach Road be investi- gated. 5. Councillor Arthurs asked if the Town has any juris- diction over the problem caused by residential devel- opers' late closings. 6. Councillors Stoner introduced the following Notice of Motion: Moved by Councillor Stoner Seconded by Councillor Arthurs That a 4-way stop be established at the intersection of Fieldlight Boulevard and Rosefield Road. 7. Councillor Stoner introduced the following motion: Resolution #138/85 Moved by Councillor Stoner Seconded by Councillor Arthurs That Resolution #92a/84, Item #4, which reads as follows: "That those blind persons registered with the Canadian National Institute for the Blind be provided with free services on Pickering Transit, be refused". be reconsidered. CARRIED Councillor Stoner introduced the following Notice of Motion: Moved by Councillor Stoner Seconded by Councillor Robertson That those blind persons registered with the Canadian National Institute for the Blind be provided with free services on Pickering Transit be approved. 26/85 123 (VI) CONFIRMATION BY-LAW By-law Number 2124/85 Councillor Stoner, seconded by Councillor Mitchell moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on December 16,1985 and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
