A Meeting of the Pickering Town Council was held on Monday
November 18, 1985 at 7:30 p.m.

ADOPTION OF MINUTES
Regular Meeting of October 21, 1985.

RESOLUTIONS
Resolution #122/85
Moved by Councillor Arthurs
Seconded by Councillor Robertson
1.
That the Town Council endorse the proposed amendment to the
Pickering District Plan dealing with site plan control, as
outlined in Appendix I to Town Planning Report #49/85;
and that the said amendment be forwarded to Regional
Council for adoption, and subsequently to the Ministry of
Municipal Affairs for approval.
2.
That following approval of the said amendment by the
Ministry of Municipal Affairs, staff be directed to bring
forward an appropriate site plan control by-law for
Council's consideration.
Referred to November 25, 1985 Council meeting pending a report to
clarif~ the ~rovision of site plan control for agricultural
buildings.

That tender T-22-85 submitted by 518824 Ontario Limited for the
supply and delivery of winter sand and stockpile sand/salt -
mixture in a sand dome in the amount of $4.80 per tonne
($19,200.00 total) be approved.

That pursuant to the Public Transportation and Highway
Improvements Act, the Council of the Corporation of the Town of
Pickering hereby petitions the Ministry of Transportation and
Communications for an interim payment on expenditures made in the
year 1985 in the amount of $1,785,072.64.

Whereas pursuant to section 29.6 of the Ontario Heritage Act, the
council of a municipality may pass a by-law to designate property
to be of historic or architectural value or interest; and
Whereas the house and property owned by Mr. Hugh Miller commonly
known as Thistle Ha' is recognized as being a building of historic
and architectural value and private funds have been expended to
restore this building.
Now Therefore the Council of the Corporation of the Town of
Pickering hereby directs the Town Clerk to prepare a by-law
pursuant to the Ontario Heritage Act to designate Thistle Ha'.

That Mayor Anderson be authorized to proclaim the month of
November, 1985 as "Alzheimers Awareness Month" in the Town of
Pickering.

That the accounts in the amount of $1,817,987.30 for the period
ending October 31, 1985, as submitted by the Town Manager be
approved.

That Tender T-19-85 for the construction of storm culverts under
Radom Street and the CNR tracks submitted by Dibco Underground
Ltd. in the amount of $264,500 be accepted subject to confirmation
that pedestrian and vehicular traffic will be safely maintained
during construction.

That Council withdraw its appeal to the Ontario Municipal Board
with respect to its decision regarding LD 256/85.

STATUTORY PUBLIC MEETING
1 .
Councillor Cahill seconded by Councillor Mitchell moved for
leave to introduce a By-law of the Town of Pickering:

Being a Zoning By-law to amend By-law 2024/85. which amended
Restricted Area (Zoning) By-law 3036, as amended to
implement the Official Plan of the Town of Pickering
District Planning Area, Region of Durham, in Part Lot 19,
Concession 2, in the Town of Pickering (A 28/85)
THIRD READING
Councillor Cahill, seconded by Councillor Mitchell moved
that the report of the Committee of the Whole on By-law
Number 2099/85 be adopted, and that the said By-law be now
read a Third Time and PASSED, and that the Mayor and Clerk
sign the same and the seal of the Corporation be affixed
thereto.

BY-LAWS
Councillor Cahill seconded by Councillor Robertson moved for leave
to introduce By-laws of the Town of Pickering:
By-law Number 2100/85
Being a by-law to authorize the execution of a release and
discharge of Block 6, Plan M-1198 from the provisions of the
subdivision agreement dated May 20, 1980, registered September 11,
1980, as instrument No. LT1121914 (Hollinger Construction
Limited).
B~-law Number 2101/85
Being a by-law to exempt Lots 61, 85, 86, 87 and Block 128, Plan
40M-1333 Pickering, from part lot control.
THIRD READING
Councillor Cahill, seconded by Councillor Robertson moved that the
report of the Committee of the Whole on By-law Numbers 2100/85 and
2101/85 be adopted and that the said By-laws be now read a Third
Time and PASSED, and that the Mayor and Clerk sign the same and
the seal of the Corporation be affixed thereto.

(V)
OTHER BUSINESS
1.
Councillor Mitchell asked that assurance be obtained
from Hollinger Construction regarding the correction of
ponding problems in its subdivision at Toynevale Road
and Rougemount Drive.
2.
Councillor Kitchen expressed concern at the lack of
traffic direction signs and various hazards which exists
on Bayly Street and Liverpool Road.
3.
Councillor Arthurs urged speedy approval of site plan
and building permit applications for the Rougecrest
subdivision in light of the delayed closings experienced
by purchasers.
4.
Councillor Robertson asked that a ponding problem at
Haller Avenue and Liverpool Road be corrected.
5.
Councillor Stoner asked what action is being taken to
correct flooding experienced by residents on Southview
Drive as a result of the Trade Centre.
6.
The following matters were discussed prior to the
regular meeting:
a)
Councillor Stoner asked that the Regional Assessment
Department investigate properties between Finch
Avenue and the Hydro right-of-way to review
assessment.
b)
Councillor Kitchen inquired into the status of the
Town's action regarding a building infraction on
Front Road.

CONFIRMATION BY-LAW

Councillor Riobertson, seconded by Councillor Cahill moved for
leave to introduce a By-law of the Town of Pickering to confirm
the proceedings of the Council of the Corporation of the Town of
Pickering at its meeting held on November 18, 1985, and that same
be now read a first, second and third time and that the same be
now finally passed and that the Mayor and Clerk sign the same and
that the Seal of the Corporation be thereto affixed.
