McKay - Council Secretary ( I ) ADOPTION OF MINUTES Meeting of February 18, 1985. ( I I ) RESOLUTIONS Resolution #16/85 - See Appendix #1 Moved by Councillor Arthurs Seconded by Councillor Stoner That the Executive Committee Report dated February 25, 1985, be approved. CARRIED Resolution #17/85 Moved by Councillor Stoner Seconded by Councillor Mitchell That Tender Number T-7-85 submitted by Capital Bus Sales Ltd., for the supply of two Handi-Trans vehicles in the amount of $93,274.62, be approved. CARRIED 6/85 20 Resolution #18/85 Moved by Councillor Stoner Seconded by Councillor Cahill As heavy vehicular and pedestrian volume and safety problems can be expected at the intersection of Liverpool Road and the proposed Highway No. 401 off ramps, the Region of Durham be urged to request the Ministry of Transportation and Communications to install traffic control signals in conjunction with the construction of this intersection CARRIED Moved by Councillor Robertson Seconded by Councillor Mitchell Whereas Krosno Boulevard has been reconstructed under the Roads Repair programme for two-thirds of its distance; and Whereas the remaining sections of Krosno Boulevard has deteriorated to a dangerous degree during this winter season; and Whereas Broadview Avenue and Annland Street are included in the 1985 budget for road repairs; Now Therefore be it resolved that the funds allocated in the 1985 budget for repairs to Broadview Avenue and Annland Street be redesignated for repairs to the remaining section of Krosno Boulevard; and that funds for road repairs to Broadview Avenue and Annland Street be considered in the 1986 budget. Referred to the Executive Committee Meeting of March 25, 1985 for a report outlining the costs involved in upgrading Annland Street and Broadview Street as compared to Krosno Boulevard including the amount of subsidies available to the Town from the Ministry of Transportation and Communications. (III) BY-LAWS Councillor Stoner, seconded by Councillor Arthurs moved for leave to introduce By-laws of the Town of Pickering: By-law Number 1908/84 - Third Reading Only Being a By-law to amend Restricted Area (Zoning) By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham on Lot 16, Plan 819, in the Town of Pickering. (A 10/84) 6/85 21 (III) BY-LAWS - (contd) By-law Number 1978/85 Being a by-law to authorize the execution of a Subdivision Agree- ment between Bramalea Limited and the Corporation of the Town of Pickering respecting the development of part Lot 19, Range 3, Broken Front Concession, Pickering (Draft Plan 18T-83013) By-law Number 1979/85 Being a by-law to authorize the execution of a Transfer of Storm Sewer Easements between Bramalea Limited and The Corporation of the Town of Pickering over those parts of Lots 2, 3, 4, 6 and 7, Plan 40M- , designated as Parts 3, 4, 5, 8 and 9, Plan 40R- By-law Number 1980/85 - Two Readings Only Being a by-law to stop up part of the road allowance between Lots 16 and 17, Concession 1 (Part 1, Plan 40R-8066) as public highway (Squires Beach Road, formerly Station Road, part) By-law Number 1981/85 Being a by-law to dedicate Block 51, Plan 40M-1309 (Fawndale Road); and Block 48" Plan 40M-1309 and Block 24, Plan 40M-1318 (Gwendolyn Street) as public highway, and to repeal By-law 1960/85. By-law Number 1982/85 For regulating, governing and prohibiting the operation of motor- ized snow vehicles within the Town of Pickering. By-law Number 1983/85 For restricting and regulating the operation of off-road vehicles in the Town of Pickering. By-law Number 1984/85 Being a by-law to amend By-law 851/78 providing for the regulating of parking, standing and stopping on highways or parts of highways under the jurisdiction of the Corporation of the Town of Pickering and on private and municipal property. By-law Number 1985/85 Being a Zoning By-law to amend Restricted Area (Zoning) By-law 2511, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham in Part Lots 64, 65, 66, 67, 68, 69, 70 and 71, Plan 418, in the Town of Pickering. THIRD READING Councillor Stoner, seconded by Councillor Mitchell moved that the report of the Committee of the Whole on By-law Number 1908/84, 1978/85, 1979/85, 1981/85, 1982/85, 1983/85, 1984/85 and 1985/85 be adopted, and that the said By-laws be now read a Third Time and PASSED, and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED By-law read a First, Second and Third Time and Finally Passed. 6/85 22 Resolution #19/85 Moved by Councillor Cahill Seconded by Councillor Kitchen That By-law Number 1980/85 be deferred. LOST Recorded Vote on By-law Number 1980/85: Yes: No: Councillors Cahill and Kitchen Councillors Arthurs, Mitchell, Robertson, Stoner and Mayor Anderson (IV) CONFIRMATION BY-LAW By-law Number 1986/85 Councillor Stoner, seconded by Councillor Arthurs moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on March 11, 1985 and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. TOWN OP AJAX REVISED DISTRIC~ PLAN FILE NUMBER - A 2240 That the Town of pickering advise the Ministry of Municipal Affairs and HOusing that it has no objection to the approval of the revised Town of Ajax District Plan. 2. 1985 SUBSIDY ALLOCATION TRANSIT AND HANDI-TRANS FILE NUMBER - C 2440 That pursuant to the Public Transportation and Highway Improvement Act, the Council of the Corporation of the Town of pickering hereby requests an allocation of subsidy funds for public transportation as follows: Cost Subsidy - ~ransit: Operating $639,360. $288,178 Capital 849,300 636,975 Handi-Trans: Capital' Operating $200,740 $ 93,185 3. TENDER FOR GRANULAR "A" FILE NUMBER - C 4300 That the Tender T-3-85 submitted by Ontario Aggregates Industries for the supply of granular -A- for maintenance in the amounts of $3.58 per tonne ($89,500.00) loaded, $5.58 per tonne ($139,500.00) delivered by hopper dump or dump trailer and $5.78 per tonne ($144,500.00) be approved, subject to the ap~roval of the Ministry of Transportation and Communications. 4. TENDER FOR GASOLINE AND DIESEL FUEL FILE NUMBER - C 4300 '- That the Co-operative Tender No. WD 1-85 submitted by Turbo Resources Limited for the supply and delivery of Regular (No.2) Gasoline in the amount of $0..118/1itre and DX Oil Co. for the supply and delivery of Unleaded Gasoline and Diesel Fuel in the amounts of $0..360/litre and $0.4040/litre respectively, be approved. REQUEST TO FLY WELSH FLAG FILE NUMBER - F 2300 That the request of the Oshawa and District Welsh Society to fly the Welsh Flag on March 1,1985 be approved. . 7. SUICIDE PREVENTION WEEK FILE NUMBER - A 2lll That Mayor Anderson be authorized to proclaim the week of May 30, 1985 as "Suicide Prevention Week8. 8. MULTIPLE SCLEROSIS WEEK AND CARNATION DAY FILE HUMBER - A 2111 What Mayor Anderson be authorized to proclaim the week of May 6 to ll, 1985 as "Multiple Sclerosis Week" and May ll, 1985 as "Carnation Day" in the Town of Pickering. 9. ACCOUNTS FOR APPROVAL FILE NUMBER - C 23l0 That the accounts in the amount of $626,8.5.13 for the period ending February 15,1985, as submitted by the Town Manager, be approved.
