Arthurs L. Cahill D. Kitchen B. Mitchell A. Robertson N. Stoner ALSO PRESENT: N. C. Marshall - Town Manager B. Taylor - Town Clerk (I) ADOPTION OF MINUTES Meeting of October 3, 1983. (II) DELEGATIONS 1. Mr. W.H. Parnell, Durham Regional Assessment Commissioner, addressed Council to present the preliminary study of market value assessment for the Town of pickering. Mr. Parnell distributed graphs and charts outlining the assessment inequities in the various assessment classes and recommended that Council direct him to prepare a tax impact study. Resolution 198/83 Moved by Councillor Cahill Seconded by Councillor Kitchen That the Minister of Revenue be directed to prepare a Tax Impact Study for the Town of pickering. Referred to the Executive Committee Meeting of October 24, 1983 2. Mr. Steve Gibson, 1202 Halsey Lane, addressed Council to request that the installation of sidewalks in the Enclaves of Maple Ridge be deferred until next spring when there will be more residents to decide whether or not they are wanted. Mr. Gibson suggested that if the intent of the sidewalks is to link up a park system, that it would be better to construct them in the hydro right-of-way. 23/83 101 (III) RESOLUTIONS Resolution 199/83 - See Appendix 11 Moved by Councillor Robertson Seconded by Councillor Cahill That the Executive Committee Report dated October 11, 1983, be adopted with the following amendments: Item 11 was lost. CARRIED Councillor Robertson declared an interest in Item #2 because his son represents Keen Kraft Marina. By-law Number 1742/83 Being a by-law to amend By-law 911/878 designating certainn highways within the Town of Pickering as through highways. By-law Number 1743/83 Being a by-law to repeal By-law Number 1565/82 to appoint Mr. Barry Forbes as a By-law Enforcement Officer for certain purposes (parking Regulations - 1210 Radom Street, Pickering) By-law Number 1744/83 Being a by-law to amend By-law Number 1606/82 to appoint persons to various agencies, boards and committees By-law Number 1745/83 To exempt Block 125, Plan 40M-1232, from part lot control. By-law Number 1746/83 To exempt Block 124, Plan 40M-1232, from part lot control. 23/83 102 THIRD READING Councillor Cahill, seconded by Councillor Robertson moved that the report of the Committee of the Whole on By-law Numbers 1731/83, 1742/83, 1743/83, 1744/83, 1745/83 and 1746/83 be adopted, and that the said By-laws be now read a Third Time and PASSED, and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. (V) OTHER BUSINESS 1. Councillor Arthurs asked staff to request the M.T.C. to install traffic lights at the intersection of Valley Farm Road and Kingston Road immediately at the Town's expense and to reimburse the Town in 1984. 2. Councillor Arthurs requested staff to study the feasibility of imposing 8no parking8 regulations on Fieldlight Boulevard north of Glenanna Road. 3. Councillor Arthurs asked that the Director of Parks and Recreation study methods of alleviating the congestion in the change rooms at the Recreation Complex. 4. Councillor Stoner requested any reports on the investigation of the fire at the park in Green River. 5. Councillor Stoner stated that Ontario Hydro should improve its internal communications with respect to matters relating to the Pickering Nuclear Generating Station. 6. Councillor Robertson requested that the sign by-law be more strictly enforced. 7. Councillor Mitchell asked that he be given copies of police reports on accidents at Whites Road and Oklahoma Drive. 8. Councillor Mitchell further stated that he favours traffic signals at the intersections of Kingston Road and Rougemount Drive and Altona Road and Kingston Road. 9. Councillor Kitchen asked that staff meet with the M.T.C. to request better identity signs for the Town. 10. The following matters were discussed prior to the regular meeting: a) The Town Manager was authorized to negotiate the purchase of lands adjacent to the Claremont Library from Mr. Karstyn Smith. b) The Town Manager reported that Mr. Robert Lennox wishes to expand the fruit stand on the south side of Kingston Road but Council indicated that this cannot happen unless there is an amendment to the Official Plan and the zoning by-law. 23/83 103 (VI) CONFIRMATION BY-LAW By-law Number 1747/83 Councillor Cahill, seconded by Councillor Mitchell moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on October 17, 1983 amd that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. (VII) ADJOURNMENT The meeting adjourned at the hour of 9:20 P.M. Dated November 7th 1983 ~ß. Clerk APPmDIX # 1 l' Jl' TOWN OF PICKERING The Executive Committee of the Town of Pickering having met October 11, 1983 and presents its fifteenth report to the Council of the Town of Pickering and recommends: 1. PROVISION OF SIDEWALKS IN ENCLAVES OF MAPLE RIDGE FILE NUMBER - E 4000 That the Subdivision Agreement between the Town of Pickering and Nu-West Group Limited with respect to Plan 40M-1257 be amended to provide for sidewalks on a) the north side of Rigby Drive the south side of Rigby Drive between LiverPool Road and Abbey Road b) c) the east side of Abbey Road between Rigby Drive and Halsey Lane d) the north side of Halsey Lane e) the west side of Liverpool Road f) the south side of Cedarwood Court and that the said Agreement be amended to provide for cash-in-lieu of those sidewalks that were deleted. FRENCHMANS BAY AND SHORELINE AREA COMMUNITY PLAN FILE NUMBER - B 3500 ~ That the Council of the Town of Pickering does not support any deletion, deferral or redesignation to .Special Study Area. of any lands within the boundary of the Frenchman's Bay and Shoreline Area Community Plan that are affected by the zoning jurisdictional matter between the Town and the Pickering Harbour Company Limited; and that Council does not support any additional modifi- cation to the Frenchman's Bay and Shoreline Area Commun- ity Plan at this time. ~ , , 2 ; 3. AMENDMENT NO. 94 TO THE DURHAM OFFICIAL PLAN FILE NUMBER - A 2240.03 That the Ministry of Municipal Affairs and Housing be advised that the Council of the Town of Pickering re- quests that Amendment No. 94 of the Durham Regional Official Plan be deferred to enable the Town an oppor- tunity to discuss with the Region the planning impli- cations of the Amendment; and That a copy of Planning Report Number 32/83 of the Town of Pickering be forwarded to the Ministry of Municipal Affairs and Housing and the Region of Durham for their information; and That the Working Copy of the Amendment No. 94 to the Durham Regional Official Plan be returned to the Minist- ry of Municipal Affairs and Housing as requested. 4. APPLICATION TO TOWN OF AJAX TO AMEND ZONING BY-LAW 3037 FILE NUMBER - B 2300 That Council has received Zoning By-law Amendment Appli- cation 210/83, Town of Ajax, and has no comments to make at this time. 5. REQUEST FOR SCHOOL CROSSING AT INTERSECTION OF STROUDS LANE AND ASPEN ROAD FILE NUMBER - F 2410 That the request of St. Marguerite Bourgeoys Catholic School and Mrs. and Mrs. Santo Amenta to establish a school crossing at the intersection of Stroud's Lane and Aspen Road be approved. 6. BY-LAW ENFORCEMENT AT 1210 RADOM STREET FILE NUMBER - D 2200 ; That By-law 1565/82 to appoint Mr. Barry Forbes as By-law Enforcement Officer to enforce the provisions of By-law 851/78 (parking) at 1210 Radom Street be repealed. 3 ~ 7. ADJUSTMENTS TO TAX ROLL FILE NUMBER - C 5000 That the tax roll be reduced by $48,565.36 to reflect those adjustments and corrections in the tax accounts outlined in the memorandum of the Treasurer-Collector dated September 22, 1983. 8. APPOINTMENTS TO PUBLIC LIBRARY BOARD FILE NUMBER - A 1900 That the letter received from Mrs. Patricia Mackenzie dated September 12, 1983 resigning as a member of the Public Library Board be received with regret; and that Mr. Andre Pilon be appointed-to the Public Library Board in Mrs. Mackenzie's place for a term to expire on November 30, 1984; and that Mrs. Gwen Mowbray be appointed to the Public LIbrary Board for a 3 year term to commence on January 1, 1984 and expire on November 30, 1986. 9. ACCOUNTS FOR APPROVAL FILE NUMBER C 2310 That the accounts in the amount of $3,010,383.19 for the period ending September 30, 1983, as submitted by the Town Manager, be approved. 10. RECONSTRUCTION OF LIVERPOOL ROAD FILE NUMBER - A 2260 That financing in the amount of $22,317.92 for the Town's share of reconstruction of Liverpool Road across the hydro right-of-way be provided from the Capital Works Reserve Fund (GL 4228) ¡
