A Meeting of the Pickering Town Council was held on Tuesday,
September 6, 1983 at 7:30 p.m.

That the Pickering Ladies Slowpitch league be granted permission
to conduct a Beer Fest in conjunction with a Slowpitch Tournament
in Kinsmen Park on Saturday, September 17, 1983 subject to
approval from the LLBO.

That Tender T-18-83 submitted by Dor1ine Construction for asphalt
pavement repairs in the amount of $14,471.75 be approved subject

That the report of the Treasurer-Collector dated August 9, 1983
regarding equalization factors be received;
and that the 1983 equalization factor for the Town of Pickering of

letter from the Regional Assessment Commissioner dated July 21,

with respect to the Statement of Financial Position of the Town be

That the Anderson Associates Limited report of August 25,
1983 with respect to the installation of the storm sewer and
roadway in Part of Lot 19, Range 3, on lands owned by
Bramalea Limited be adopted;
and that the Town Clerk be authorized to submit an
application to the Region of Durham for submission to the
Ontario Municipal Board authorizing the issuance of
debentures covering the cost of the work, estimated at
$321,000.00.

That the Municipality undertake the construction of a storm
sewer outlet in the Rosebank Area, consistent with the
recommendations of the Director of Public Works in his report
of June 15 1983, with the cost to be charged to the 1984
Capital Budget and subject to the entering into of a
cost-sharing agreement with Rulor Developments whereby 22% of
the cost of the work will be assumed by that company.

That for the 1983/84 school year, Crossing Guards be paid at a
rate of $7.00 per hour for the time actually worked;
and that Rover Guards be paid a stand-by salary of $50.00 per
month plus $7.00 per hour for the time they are required to work.

Resolution 182/83
Moved by Councillor Cahill
Seconded by Councillor Arthurs
WHEREAS, pursuant to the existing provisions of section 151
of the Highway Traffic Act, R.S.O. 1980, chapter 198, as
amended S.O. 1982, chapter 28, children boarding or leaving a
school bus transporting them to or from school or church are
assured of some protection from other vehicular traffic as a
result of,
a)
the required use of flashing red signal-lights on the
school bus, and
b)
the requirement that all vehicular traffic must stop
before reaching a school bus having those
signal-lights in operation;
and
WHEREAS buses used at other times as school buses, and other
buses, frequently transport children to or from destinations
other than schools or churches, e.g. camps; and
WHEREAS, when such buses are transporting children to or from
destinations other than schools or churches, children
boarding or leaving such buses are denied the protection
referred to above as a result of the operation of the Act;
NOW THEREFORE BE IT RESOLVED THAT:
1.
Children boarding or leaving buses used at other times as
school buses, and other buses, for transportation to or
from destinations other than schools or churches should
be assured of the protection from other vehicular traffic
that section 151 of the Highway Traffic Act presently
affords, through the use of flasing red signal-lights, to
children being transported to or from schools or
churches.
2.
The Minister of Transportation and Communications is
hereby respectfully requested to consider an amendment to
the Act to afford that protection to children being
transported to or from destinations other than schools or
churches especially municipal or private day camps or
similar establishments.
3.
The Town Clerk is hereby directed to forward this
Resolution to the Minister and the Honourable George
Ashe, M.P.P.

BY-LAWS
Councillor Roberetson, seconded by Councillor Stoner moved for
leave to introduce By-laws of the Town of Pickering:
By-law Number 1723/83
Being a by-law to amend By-law 1008/79 respecting remuneration and
expenses for members of Council and Council-appointed members of
certain local boards and expenses for Town employees
By-law Number 1724/83
Being a by-law to amend By-law Number 264/75 to establish the
speed limit on Sandy Beach Road and Montgomery Park Road at 50
km/h.
By-law Number 1725/83
Being a Restricted Area By-law, to amend Restricted Area By-law
3037, as amended to implement the Official Plan of the Town of
Pickering District Planning Area, Region of Durham, in Part of Lot
17, Concession 8.
By-law Number 1726/83
Being a by-law to appoint a Municipal Law Enforcement Officer
pursuant to the provisions of the police Act.
By-law Number 1727/83
Being a Restricted Area By-law to amend By-law 1680/83, amending
Restricted Area By-law 3036, as amended, to implement the Official
Plan of the Town of Pickering District Planning Area, Region of
Durham in Part Lot 23, Concession 1, in the Town of Pickering.
By-law Number 1728/83
Being a by-law to authorize the execution of a Development
Agreement between Victor Albert Thompson and the Corporation of
the Town of Pickering respecting Lots 37, 38 and 39, Plan 21,
Pickering (LD 286/82)
THIRD READING
Councillor Robertson, seconded by Councillor Stoner moved that the
report of the Committee of the Whole on By-law Numbers 1723/83,
1724/83, 1725/83, 1726/83, and 1727/83 be adopted, with the
following amendment:

By-law 1723/83 was amended by deleting clauses 1 and 2 of
subsection (i) of section 1.
By-law 1728/83 was referred to the Council Meeting of September
19 , 198 3 .
and that the said By-laws be now read a Third Time and PASSED and
that the Mayor and Clerk sign the same, and the Seal of the
Corporation be affixed thereto.

OTHER BUSINESS
1.
The following matters were discussed prior to the regular
meeting:
( a)
Council endorsed the project of Mr. Richard
Liddell to conduct a rabies clinic in the Town
with the proceeds to go to the United Way.
(b)
Councillor Arthurs reported that the road
embankment of Concession 5 Road east of the mill
has been washed out.
(c)
A letter from the Psychological Association
requesting free advertising on the transit system
was referred to the Transit Committee.
( d)
Council discussed the feasibility of securing a
corporate rate at the Recreation Complex for Town
employees.

CONFIRMATION BY-LAW
By-law Number 1729/83
Councillor Robertson, seconded by Councillor Stoner moved for
leave to introduce a By-law of the Town of Pickering to confirm
the proceedings of the Council of the Corporation of the Town of
Pickering at its meeting held on September 6, 1983 amd that same
be now read a first, second and third time and that the same be
now finally passed and that the Mayor and Clerk sign the same and
that the Seal of the Corporation be thereto affixed.
